J. Stokes distributed information on the New Transportation bill which currently
eliminates dedicated funding for transportation enhancements that have provided
significant funding for Saratoga County Trails (Zim Smith, Dix Bridge, etc.). See

J. Stokes asked for samples of trail easements – W. Elton suggested contacting PTNY.
County Supervisor’s Trail Committee –
Supervisor Kinowski reviewed the county’s progress during the last year and the
excellent working relationship with Saratoga PLAN. The County Supervisor’s
Committee made progress on all of the items identified by PLAN’s 6 goals for 2011.
Worked/completed w. PLAN mapping all trails in the county (220+ miles) - the
county planning department will update and maintain the site.
Made significant progress on the transfer of the Spruce Mt Fire Tower to DEC.
Met w. DEC and PLAN -- DEC surveying property as well as placing
monuments at the corners, cty attorney drafting permissive referendum to
transfer portion of top of Mt to DEC, need APA subdivision approval, expect
late June transfer to DEC if all deadlines met.
o M. Trabka, ED of PLAN reaching out to Lyme and DEC to take a look at
the trail to the top.
Progressed forestry management plans for Moreau and Providence Forests – all
RFP’s for logging now require skid roads be left in condition for trail usage.
o At Moreau, work almost completed – parking area created that is large
enough for horse trailers.
o Work in Providence (2012) will enable connection to PLAN’s Henig
Provided funding for maintenance staffs in the DPW budget in 2011 – funds are
in 2012 budget as well.
Nominated Zim Smith as a National Recreation Trail – hope for announcement
on National Trail Day in June.
Zim Smith connection to Mechanicville – working w. Halfmoon and
Mechanicville Supervisors – J Kemper reaching out to land owners.
Zim Smith connection to Spa Park and Saratoga Springs – reviewed options –
Supervisor Kinowski requested that the PLAN Trail Committee provide 5
goals for 2012 for his committee. Saratoga PLAN is looking for
recommendations – the county committee made significant progress
and/or completed all the goals that we listed in 2011.
Zim Smith Trail
1. Connection to Mechanicville – see above
2. Connection from Malta to the Kaydeross and Spa State Park – S. Miller reported
that he, J Stokes/M. Trabka met w. City of Saratoga Springs (Maynard/Birge) to
look at options Northline Rd, dry bridge, Woods Hollow, exc.) As a beginning
decided to look at the Woods Hollow Preserve and adjacent SS land to develop
joint trail system and access to the intersection. Discussed reaching out to new
Supervisor in Milton and involving Supervisor Vietch. MA Morgan and P
Laskey to approach Milton. JSS to request County attorney to review text of
sewer/water easement in area.
3. Clifton Park/Woods Road connection- J. Ruhl indicates that current planning
review includes trail system on Woods Road – CP working on updated Open
Space and Trail Plan.
4. Ballston Lake Connection – See report below on meeting w. National Grid.
LFTC Connection via PLAN’s Malta Trolley Line – A. Ball reported that letters have
gone to the two land owners requesting placement of the trail. Still anticipating spring
2012 start of construction.
Power Line Corridors
Champlain-Hudson Power Express. – settlement talks continuing – still hoping that
corridor will use canal corp. land which allows snowmobile trail in town of Greenwich.
National Grid expanding power corridor to service LFTC - PSC has approved
expansion of corridor. Mike Russo from Global Foundries hosted a meeting for
Saratoga PLAN to discuss with representatives of National Grid the various trail projects
and concerns. The meeting was attended by Supervisor Kinowski, Supervisor
Southworth, Councilwoman Hynes and the Town of Ballston Engineering firm as well
as A. Ball, Director of Recreation in the town of Malta. PLAN’s representatives were J.
Stokes, S. Miller and A. Fyfe. National Grid brought their ROW staff from Albany and
Boston as well as their Community Relations staff.
The items discussed were:
1. Ballston – Outlet Road to Garret Road – reviewed the issues – since the meeting
NG has provided a limited list of items on which they want more information–
town has authorized engineers to address.
2. Proposed gas line extension south and west of State Farm. Request to use PLAN
property for construction purposes. Rejected PLAN’s request to link the use of
their property with discussion of trails. A. Ball stated that the town has required
that NG provide trail access on the gas line corridor as part of the approvals that
NG needs. Discussions ongoing.
3. Equine use of power and/or gas line corridors. E. Kinowski and A. Ball tried to
make a case for use of the corridors for equine – NG said no – it is their policy to
not allow equine use on their property.
a. Trail Committee discussion: Before the construction of LFTC – there
was an extensive equine trail system. G. Kokinda and MA Morgan
indicated there is a significant decline in the participation of equine
groups since they can no longer use LFTC. Comm. tried to identify “the
way forward” to not only involve the varied equine users – but begin to
work towards a trail system. See Moreau Lake Below – MA Morgan, S.
McLellan, G. Kokinda, B/J Lasher to identify options before next
meeting to provide method for equine users. Also discussed insurance
potential – B. Bryant wondered if experience w. snowmobile groups
could be helpful.
Moreau Lake State Park - Equine – J. Stokes reported that Alane Chinian has met w.
Superintendent of McGregor Prison about Palmertown Ridge Trail Systems use of their
land to connect Moreau Lake SP w. DEC forest lands and Witt property that includes a
trail easement identified by the Town of Wilton in the subdivision approval. Parks
drafting trail easement for discussion w. DOCS. Equine trail system discussions
proceeding as soon as county forestry is completed. Volunteers need to meet w. Moreau
Park Mgr to being to map system. Will need volunteers to map and construct both
Champlain Canalway Trail – (Waterford to Whitehall – 61 miles)
1. Waterford/Mechanicville connection – Looking into county ownership –
suggested trail easement perhaps.
2. Dix Bridge – engineering designs underway – hope to bid in 2012 now that
matching funds were received from Consolidated Funding application submitted
by the Saratoga Washington on the Hudson Partnership (thanks to G. Hodgson
3. Fish Creek Trail – archeology on Brookfield property completed.
4. Stillwater – E. Kinowski reported on public hearing – trying to identify routes for
the trail that are acceptable to town and land owners.
Railroad Run - S. Olson reported that DOT has agreed to a signalized system – details
being worked out at this time. Park’s proceeding w. engineering design for the crossing
as well as constructing the trail from Ballston Ave down to the Avenue of the Pines w.i
Snowmobile Corridors – B. Bryant raised concerned about the loss of snowmobile trail
when a property owner changes and the municipality did not request designation of trail
system w.i planning/zoning reviews and approvals. All emphasized the importance of
trail advocates educating, informing, encouraging planning and zoning decisions to take
into consideration trail corridors.
Saratoga Healthy Transportation Network – D. Lynch and J. Klepetar reported:

2. Bicycle racks – applying for funding – Stewart’s has agreed to install racks at all
of their stores in the cty.
3. Bicycle rescue – basement of St. Peters – if someone comes and helps to work on
the bicycles – they can get one for free.
4. Education – helmet fitting courses, bike rodeo, Palio designing new web site.
Hennig Preserve – B. Lasher reported on the work that volunteers have completed –
loops done and ability to connect w. county lands.
Equine Opportunities – see above.
Spring Run Trail – PLAN and the City of Saratoga Springs are pursuing a parking area
on NG lands adjacent to the Spring Run Trail. NG has provided the city w. a list of
questions. City responding
Spruce Mountain Fire Tower and Trail –see above
1. Discussed on several items the importance of trail advocates reaching out to their
town/county/city/village planning, zoning and town boards/city council to
educate them on existing or potential trail systems.
2. S. Miller suggested that a fund be developed so that a property that could provide
a trail linkage could be purchased (when it goes on the market) and resold w. a
trail easement. This would become a revolving fund.
3. Matt Andrus w. the Southern Adirondack Tobacco-Free Coalition provided J.
Stokes w. information on “Tobacco Free Parks and Trails”. They have funds for
signage and are happy to work w. communities/organizations. Contact at

Malta – Looking at Round Lake Rd on the W side of Northway – trail options for
connection to Zim Smith. Working w. PLAN on RFP for Master Plan for the
Round Lake Preserve.
Clifton Park – updating Open Space and Trail Plan
Ballston – Suggesting that Parks and Rec Committee also have trail plan.
