COMPANY APPLICATION AND ACCEPTANCE PROCEDURES
Part of the Hacettepe University Technology Development Zone, which is established within the
Beytepe Campus area, comprises the R&D buildings numbered 1,2,3,4; the Information and
Communication Technologies Authority R&D Building with Spectrum Monitoring and Inspection
Labs; and the Eczacıbaşı-Monrol Building. Construction of the R&D building started by
IL-KO Inc. is now in progress.
The R&D Buildings no.1, 2, 3, and 4, which were all established with the own capital of
Hacettepe Technopolis Inc., have offices that can be offered for rent on the basis of vacancy,
area requests (sq. m.) of the applicant companies, and the order of submission.

On the other hand, Hacettepe University Polatlı Technopolis, established as part of Hacettepe
Technopolis Inc. in the open area of 703.676 sq.m. taking place in Polatlı Municipality,
Karaboğaz Region, İğciler Village, is ready for operation. Entrepreneurs willing to establish
R&D buildings or other premises for production purposes in this area can be assigned land
Entrepreneurs who are considering to make a tenancy agreement with Hacettepe Technopolis
Inc., which owns the largest technopolis area in Turkey, are welcome either to rent offices or to
build their own company buildings.
A. APPLICATION PROCEDURES
1. Entrepreneurs willing to take advantage of the incentives provided by Law of Technology
Development Zone, No. 4691 and considering to take place in Hacettepe University
Technology Development Zone should first contact with Hacettepe Technopolis Inc.
Interested companies will be sent an “ Invitation Letter for Application” together with the
necessary documents comprising a “Company Information Form”, a “Unit Request
Form”, and a “Project Information Form”.
In accordance with the Law of Technology Development Zone, No. 4691, only
project-based applications are considered.
In the event that the project specified in the documents folder is financially supported by
the funds of one of the institutions such as TÜBİTAK/TEYDEB, TTGV,
KOSGEB-TEKMER or has been approved by the assessment committees of Ministry of
Industry SANTEZ or European Union Framework Programmes (FP6, FP7), etc. and an
agreement protocol has already been signed with any of the aforementioned institutions,
then, only 1 set of application documents, to be handed in to the General Directorate of
Hacettepe Technopolis Inc., will suffice for application. Such applications are not
required to pay a project assessment fee. Therefore, these companies are required to
present a copy of the agreement protocol signed with the supporting institution.
If the project in question receives no formal support from any of the institutions
mentioned above, applicants should pay a fee for project assessment, which equals
600 TL. for each single project specified in the documents folder. Payments should be
made or transferred to Ziraat Bank, Beytepe Branch, Account no. 11323326-5001, with
a notification “Project Assessment Fee”. The bank receipt should be appended to the
documents folder. The application forms and the appendices prepared in 3 sets should
be personally handed in to the General Directorate of Hacettepe Technopolis Inc.
In addition to the application documents comprising a “Company Information Form”, a
“Unit Request Form”, and a “Project Information Form” (Appendix-1), companies should
append their (a) organization chart with full explanation (Appendix-2) , (b)
announcement in the Commercial Registry Gazette (Appendix-3), (c) tax chart
(Appendix-4), (d) financial balance sheets for the last three years (Appendix-5), e)
statement of profit and loss for the last three years (Appendix-6), (f) Full CVs of the
company partners and the R&D personnel (Appendix -7), (g) medium-term targets
(Appendix-8), and (h) mission and vision statements (Appendix-9).
Upon the submission of the application forms and the appendixes mentioned above, the
application process is finalized.
2. During the assessment process, each project application is forwarded to two Hacettepe
University academics who hold the expertise in the subject area stated by the company
in the “Project Information Form”. The expert academics, filling out the Evaluation Form,
state whether or not the project is compatible with the Law of Technology
Development Zone, No. 4691. Hacettepe Technopolis Inc. Executive Board, depending
on the reports of the experts, either accepts or rejects the applications. Written
notification of the decision regarding the application is sent to the company. In case a
project is rejected, re-application is possible. On condition that the company revises and
reconstructs the rejected project according to the notes in the expert report, the
revised project is still subject to undergo another evaluation process. If the project is
accepted and there is office space vacancy at Hacettepe Technopolis, the company is
invited to sign a tenancy agreement.
3. It is mandatory that the application forms and the appendixes are submitted in hard
copies. Even if the forms are filled out electronically, all 3 sets of documents placed in
individual folders should contain the print-outs bearing original stamps and signitures.

A. COMPANY QUALIFICATIONS AND BINDING RULES
1. Hacettepe Technopolis is dedicated to provide a uniquely fostering environment
where corporate R&D and software development activities can thrive in
coordination; bring innovations to products and production methods; to contribute
to the development of national economy, thus to a rise in the country's Gross
National Product by lessening Turkey's reliance on imported technologies, as
well as increasing the export of high-tech and high value added commodities and
technologies; to provide employment for the qualified manpower; and to generate
added value for science, technology, and overall human development.
Therefore, companies considering to apply for a workspace at Hacettepe
Technopolis should either be actively involved in R&D and software development
activities or should have the capacity and capability to pursue these activities.
2. Companies to be admitted are expected to be able to demonstrate a full
commitment to realizing the envisioned entrepreneurial and innovative goals in
order to contribute to Turkey’s sustainable economic and technological
development, thus to be an element of all the attempts towards rising the
country’s overall international competitive power through their R&D activities in
any bona fide scientific discipline.
3. Concerning the production activities that relate to their R&D projects, companies
to reside within the Hacettepe Technopolis zone are only allowed to realize the
prototype production and the production of new technological products in a
4. Companies to reside in the Hacettepe Technopolis Zone are also required to be
environmentally conscious; that is, to be highly sensitive to the issues of
environmental protection and public health in their activities. They can by no
means carry out activities that may cause any form of environmental pollution
such as air pollution, sight pollution or noise pollution.
5. Supervision and inspection of the company activities in the zone involves the
adequate proportion of the R&D-oriented activities, the adequate proportion of
the qualified R&D personnel, and the adequate proportion of the space provided
for the R&D-oriented activities to the overall respective schemes.
6. Space provided for company use cannot be utilized for storage purposes, nor for
the activities causing traffic intensity in the zone.
7. Companies are subject to comply with the envisaged conditions stated in the Law
No. 4691 and are inspected accordingly. In consideration of due observance and
performance of the terms and conditions by the companies, Hacettepe
Technopolis Inc. may employ the policy of giving a disciplinary warning when
necessary; however, in the event of continued failure, it reserves the right to
abolish the contract unilaterally at any time. Signing the contract indicates that
the company thereby acknowledges and undertakes all the conditions stated.
B. INFORMATION FOR ADMITTED APPLICANTS
1. The company admitted to Hacettepe Technopolis shall sign a contract with
the Management Company.
2. Companies are obliged to strictly conform with the rules, regulations, and
adjustments devised by the Management Company.
3. Companies are subject to submit progress reports regularly at specified
periodic intervals. Upon signing the contract, companies thereby do
acknowledge and undertake this responsibility.
4. Hacettepe Technopolis Inc. holds the authorization to supervise the activities
of the companies in the zone, and if necessary, by means of an appointed
Inspection Committee, which will prepare and present the inspection reports
to the Hacettepe Technopolis Executive Board.
5. Internal renovations or structural alterations to the offices and buildings within
the borders of Hacettepe Technopolis area are subject to the permission and
inspection of the Hacettepe Technopolis Inc.
