SUBJECT:                   FI 2007-022 SALARY SURVEY,
                           COUNCIL SURVEY AND PAY EQUITY
                           PROPOSAL

PURPOSE

To obtain approval from Council to proceed to hire a consultant to do salary surveys, develop a new salary grid
and a do a pay equity review.

HISTORY

The last survey, grid development and pay equity review was completed in 2001/2002 and was adopted by
Council in 2004.

DISCUSSION

At the request of Senior Management, a proposal to complete a comprehensive salary survey and a new salary
grid was received from Ms. Evelyn Dean. Ms. Dean is well known to the Town on other hiring related matters.
The review meets the needs of the organization and given that the existing salary grid is five years old, I believe
completing this review is essential to ensure all employees continue to be treated equitably.

The proposal is essentially split into three separate projects and related costing. Project A and B, salary survey
and pay equity, has an estimated cost of $7,800 plus expenses. At the request of the HR Committee, Ms. Dean
also provided an estimated cost of $1,950 to $3,900 plus expenses for Project C, Council survey, which depends
on the direction received from Council on the municipalities to survey.

The cost for the consultant is an unbudgeted item in 2007 although Project A and B were in the 2006 Business
Plan and Budget and was discussed with previous Council. If approved, I am committed to find the savings in the
Corp. Admin and Finance budget to fund the $7,800 for Project A and B and similarly, if approved, savings will
need to be found in the Council budget to fund Project C. The cost for Project A and B is very reasonable
compared to the cost for the consultant who completed the last review.

The intent of the Procurement Policy is to ensure the Town receives the best value for time and money. The actual
cost of the last grid development in 2001/2002 was $20,935 and was awarded based on a competitive RFP
process. The proposal in front of Council is for $7,800 plus expenses and was received from a preferred supplier
for the Town. The procurement policy allows for this expenditure to be made without following the precise
provisions of the policy, i.e. paragraph 13 (g), professional and special services. However, ultimately, we know

the cost of this proposal is very reasonable compared to the past expenditure and therefore, we comply with the
intent of this Policy.


RECOMMENDATIONS

That the report FI 2007-022 from the Director of Finance dated July 19, 2007 on salary survey, Council survey
and pay equity proposal be received.

And further that the proposal for Project A and B be approved at an estimated cost of $7,800 plus expenses to be
funded from the existing approved Corp. Admin and Finance 2007 budget.

And further that the proposal for Project C be approved at an estimated cost of $1,950 - $3,900 plus expenses to
be funded from the existing approved Council 2007 budget.
