"Parler de la sensibilisation lenvironnement"
Voice from Nahid Elbezzaz, Rabat, Morocco (firstname.lastname@example.org) ^^^^^^^^^^^^ Talking about Environmental Awareness Raising in Morocco August 28, 2007 Since 2006, I have been participating in the national technical committee for the development of the national strategy of environmental education and awareness raising in Morocco. This project is implemented by three NGOs (the Citizenship Forum, (National) Association of Science and Earth Teachers, and the ENDA-Maghreb) in partnership with the main governmental ministries concerned with the environment. The first phase of the project consisted of the development of a first outline of the said national strategy. It is, indeed, an important stage which should give place, in the following phases of the program, to the implementation of a pilot and experimentations of the action plan components of the strategy. Indeed, this strategy is of fundamental importance since it has the ambition to improve the consciousness of the various stakeholders on the need of modifying the inappropriate behaviours about the environment. It is a tool that will allow all the stakeholders, institutions as well as NGOs, to forge within the various components of the society an eco-citizenship spirit, through a better awareness to the environment and appropriate teaching approaches of various concerned spaces. Simultaneously with this crucial question of raising public awareness, the sector of agriculture is facing major challenges and stakes: it needs to adapt to the opening on world trade; to meet the requirements of food security, employment and stability; to contribute more to the economic growth and poverty alleviation in rural areas; to reduce natural resources degradation and better develop them, with the compulsoriness to mitigate the impacts of climate change, to combat desertification and to conserve biodiversity. I want to specify that what comes first is, in fact, an extract of the new reflection initiated about Morocco agriculture in order to face the new development on the national and international scenes. Thus a great number of projects and programmes of development were launched at the national level and are centred on natural resources protection. Their components are carried out simultaneously with capacity building actions of the various stakeholders, in particular technicians, farmers, officials and NGOs in various fields, with an emphasis on education and public awareness raising with the optimization of natural resources use. One of the key lessons raised from the abovementioned reflection is, that the essential will be focused on human resources development. The sustainable agricultural and rural development will be the fact of farmers, local communities, agricultural and industrial enterprises, and the regional territories. Still it is necessary that their engagement should be supported and organized. However, considerable efforts are still to make in order to fight rural illiteracy, to recognize the rural people as the first actors of the development, to incite to sustainable modes of production sparing water and soils, and to valorise natural resources. The coming national strategy for education and raising awareness to the environment will constitute a pillar for the concretization of the future visions in the field which interests many of us. Waiting for your reactions!
