             Quality-of-life big focus on Ramstein Air Base

RAMSTEIN AIR BASE, Germany – When Col. Kurt Lohide, 435th Air Base Wing
commander, accepted the prestigious Commander in Chief’s Annual Award for Installation
Excellence in May, he recognized many elements that led to the recognition. One of these
elements which he repeatedly acknowledged was the improvement to service member quality
of life.
           Leading the way in many of these quality-of-life improvements is the U.S. Army
Corps of Engineers, Europe District.
           Between FY03 and FY06, the Corps has worked 10 operational and logistical projects
worth more than $5 million each. Some of them, including the new Pax terminal, Air Freight
Terminal, the Ramp-Phase 1, and the Combat Communications Complex, were worth of $15
million each. But, according to Brian Dykes, the U.S. Army Corps of Engineers’ regional
program manager for Ramstein, what really stands out as momentous is the increase in the
quality-of-life projects for the Airmen living here.
           “The fitness center, 120-person dormitory, and the replacement of family housing
initiative, total more than all those 10 operational and logistical projects combined,” said
Dykes. “And we think that deserves attention.”

         From a strictly housing standpoint, there is more money put into Air Force family
housing here than any other Air Force base in EUCOM – only Spangdahlem and Incirlik
come close. The replacement and repair of on-base housing units started with the Air Force
Program Management Office in FY03. Europe District became involved in FY05, Dykes said,
and will continue potentially until FY09. The total housing program at Ramstein over this
period is $258.9 million and will ultimately involve the construction of 850 new housing
units.
         “We are proud to be a part of this support because we believe these investments in
quality-of-life initiatives will pay important dividends in years to come, including aiding in
recruiting and retention, providing greater crisis response capabilities, and allowing the joint
force to more ably meet the current and future operating environment tasks,” Dykes said.
         “It’s no doubt that quality-of-life programs are a top priority for EUCOM, and we will
continue to support the mission to make the forces more relevant and ready,” he added.
“We’re proud to help set the stage for a successful restructure of our forces.”
