       Sub:- Civil Supplies – Medak District – PDS – Allotment of rice for the month of
             September, 2012 to BPL / AAY / AP Cardholders           in Medak District –
             Orders – Issued.

O R D E R :-

       Through the reference read above, the Commissioner of Civil Supplies, A.P.
Hyderabad has allotted the following quantity of Rice under PDS for the month of
September, 2012 as per the Dynamic Key Register as on 7.8.2012 including the number
of Temporary/ Rachabanda cards as on 13.7.2012 to meet the requirement of BPL card
holders.

      The category wise allotment details are as follows:
      1. PDS Rice for White cardholders (100%)              :   101332.80   qtls
      2. AAY Card holders (100%)                            :    20986.00   qtls
      3. Annapurna (100%)                                   :      397.60   qtls
      4. Crippled weavers (100%)                            :       27.50   qtls

       The Tahsildars shall re-allot to the Fair Price Shops as per Dynamic Key
Register as on 7.8.2012 including the number of temporary / Rachabanda cards as on
13.7.2012. Under no circumstances, excess allotment, over and above the quantity
allotted by Collector (CS), should be made by Tahsildar. If any excess allotment is
made without prior permission from the Competent Authority. The same will be
viewed very seriously.

       The Tahsildars are requested not to allot rice more than the quantity required
as per dynamic key register and to the extent of temporary/Rachabanda cards. The
allotments for the Essential Commodities should be issued to the Fair Price Shops
duly deducting the closing balances of stocks available at F.P.Shops. The distribution
of rice to the cardholders should be made by the Fair Price Shop dealers as per the
Dynamic Key Register only.

       The re-allotment of Essential Commodities to the F.P. Shops for the month of
September, 2012 should be issued immediately and a copy of the same may be sent to
this office. Closing balances of all Essential Commodities should be reported by the
Tahsildars, so as to send the same to C.C.S. by 26th of every month positively.

       Mandal wise allotment of essential commodities indicated in the Annexure
enclosed for the month of September, 2012 is hereby issued for distribution to the card
holders under PDS, AAY and Annapurna Scheme as per the guidelines communicated
earlier.

       The Tahsildars should get the D.Ds for all Fair Price Shops immediately for the
month of September, 2012 as per the instructions of the CCS. Release orders should be
issued to all F.P. Shops immediately and all the release orders should be dispatched to
MLS points and to commence stage –II transportation immediately by the incharge MLS
point as per the date wise/ route wise plan evolved by the Tahsildars.

       All the Tahsildars shall ensure distribution of rice to the targeted beneficiaries
under Rs.1/- Kg. rice scheme shall commence from 1.9.2012 and complete distribution by
25.9.2012 and submit closing balances on 26.9.2012. The C.Bs shall be reported based on
the records and physical verification of stocks on 26.9.2012.

1.     Rice allotted under subsidized rice scheme for White card holders shall be
distributed @ 4 Kgs per head subject to a maximum of 20 Kgs per family, the end
consumer price of Rs. 1.00 per Kg.
2.     Rice allotted for A.A.Y. scheme shall be distributed @ 35 Kgs per month per family
irrespective of number of family members, the end consumer price of Rs. 1.00 per Kg.

3.     Rice allotted under Annapurna scheme shall be distributed to the beneficiaries @
10 kgs per beneficiary per month at free of cost.

4.    Rice allotted to the Infirm/ Crippled weavers shall be distributed to the
beneficiaries @ 25 Kgs per card at free of cost as per the orders issued vide G.O.Ms.No.3,
CA, F & CS Dept., dt,`17.1.2006.

5.      All the Tahasildars are directed to ensure that the essential commodities are
distributed on correct weighment and Measurements to the cardholders.

6.    Sealed samples of Rice drawn from MLS points shall be exhibited at Fair Price Shops
at a conspicuous place for the benefit of the consumers.

7.    The Tahsildars are informed that only on receipt of the closing balances of rice
available with F.P.Shop dealers for the month August, 2012 which should be furnished by
26.8.2012, further allotment will be considered/ made for the month of October, 2012.
Therefore, all the Tahsildars should issue village wise allotment accordingly strictly
taking into consideration as per the Dynamic Key Register dated.7.8.2012 including the
temporary / Rachabanda cards as on 13.7.2012 within the allotment made by
Collector(CS) for September, 2012. Tahsildars will be held responsible for any excess
allotments made against this allotment orders.

7.       Lapsing of essential commodities allotted without distribution will be viewed
seriously and the Tahasildars and Dy. Tahasildars (CS) are held responsible to ensure
lifting without lapsing. The Dy. Tahasildars (CS) shall furnish the lifting and distribution
particulars of essential commodities daily without fail.

8.    All the Tahsildars are requested to down load the dynamic key Registers from the
web site www.icfs.ap.gov.in - Analysis report – ration cards – key register abstract
report. The key register abstract report can be drilled down to Fair Price Shop /
beneficiary’s level. The Release orders to Fair Price Shop dealers shall be issued based on
the requirement as per Key Registers only without exceeding Collector(CS) allotment
orders.

9.      The Dist. Manager, APSCSC Ltd., Medak at Sangareddy is requested to lift good
quality of A.P. Rice from F.C.I. and position in all Fair Price Shops immediately. Further
requested to arrange to send sealed samples from Godown Point to F.P.Shop.

10.    The Dist. Manager, APSCSC Ltd, Medak shall strictly adhere to the time framed for
movement of stocks under stage-II transportation and ensure that the stocks are released
to the F.P.shops strictly in accordance with the allotment and release orders issued by the
Tahasildars concerned.
