   D e sc r i p ti on
The republic declared itself independent on 24 August 1991.


The development of education until 1990 reflected central Soviet policy. However, in 1991 the
Ukrainian Ministry of Education was formed and is now responsible for all levels of education in the
republic. Since independence, an emphasis has been placed on the devolution of the education
system. The 25 June 1991 Law on Education is the foundation for educational reforms. Since 1992
there has been an accreditation system for all levels of educational institution. This involves
licensing (registration), assessment and certification.


Within higher education, the Ministry of Education is responsible for setting the educational
standards which are obligatory for all institutions. A number of higher education institutions are also
supervised by other ministries, e.g. Health, Care and Defence.


Currently the system consists of primary, secondary and higher education. Full secondary education
is compulsory from the age of six to 17.


The school year runs from September to June.


Ukrainian is the official language and the medium of instruction


Prior to independence in 1991 Ukraine followed the Soviet system of education as the Ukrainian

   S c h ool
Under the new legislation, school education is made up of three levels of schooling, which altogether
comprise full secondary education:
         Primary level (Grades 1 to 4)
         Basic secondary level (Grades 5 - 9)
         Senior school secondary level (Grades 10 - 12)

Pre-school provision
Facilities, including nursery schools, day-care centres, kindergartens and childrens' homes are
available to children under the age of six.


Primary

Primary and basic secondary
This period of study covers nine years and is compulsory for children aged between six and 15. The
period is divided into two levels: primary level (Grades 1 to 4), and basic secondary level (Grades 5
- 9).


At the primary school level the curriculum is determined centrally by the Ministry of Education and
typically consists of the following subjects:


         Ukrainian
         Mathematics
         Environment
         Music, art
         Physical training
         Working education
         Health protection
The schools are given the opportunity to provide additional optional subjects such as second
languages.


The standard curriculum of subjects at basic secondary level are:


         Ukrainian language
         Ukrainian literature
         Foreign literature
         Foreign language
         Mathematics
         History of Ukraine
         World History
         Science of Law
         Geography
         Environment
         Biology
         Physics
         Chemistry
         Music, art
       Physical education
       Working education
       Health protection
At the end of Grade 9 pupils take examinations, and those who are successful are granted the
Svidotstvo pro Nepovnu Seredniu Zagal'nu Osvitu (Certificate of Incomplete Secondary Education).
If the student is awarded this certificate they are entitled to go on to senior secondary school
education.


Secondary

Senior secondary school
After completing the first two levels of education (Grade 9) pupils have the choice of continuing
their education at senior secondary school or at a vocational school. Senior secondary school is
mostly a profiled education, where individual needs of every pupil are taken into consideration and
certain subjects are taught according to a more detailed programme. The majority completing
Grade 9 go on to senior school. Since 1991, several types of school have been offering senior
secondary education including gymnasiums and lyceums.


Gymnasiums and lyceums
These are regarded as the most prestigious schools and are usually specialised. They admit
students on a competitive basis and offer advanced training in their specialism (e.g. physical and
mathematical lyceums, art gymnasiums, etc.). There are also schools of mixed type known as
school-gymnasium or school-lyceum in which only the senior grades (level three) offer advanced
level schooling. Individual schools design their own working syllabus, based on ministry guidelines,
and have direct control over about one-quarter of the total teaching time.


On completion of this period of study, pupils sit for the Atestat pro Povnu Zagal'nu Sersdniu Osvitu
(Certificate of Complete General Secondary Education), permitting successful pupils access to
university and other higher education institutions.


Technical and vocational secondary
Vocational and technical vocational schools (proftekhuchylyshcha) provide vocational training
leading to the qualification of a skilled worker. All vocational schools provide three- to four-year
courses which offer complete secondary education along with vocational training. On completion of
this period of study, pupils take the final examination. Successful pupils are awarded the Atestat pro
Povnu Zagal'nu Sersdniu Osvitu (Certificate of Complete General Secondary Education), together
with a professional diploma.


From 1993, the higher vocational school was introduced. Pupils enter on completion of Grade 9 at
age 15 and the final qualification is known as the (Dyplom Molodshogo Spetsialista (Diploma of
Junior Specialist ). At present, vocational training is undergoing structural change.

Technical and vocational education is offered at secondary through to tertiary level. This is
described more fully in the sections on Secondary Education and Higher Education.


Higher education in Ukraine universities and the non-university sector, is centralised. There are
public and private sector higher education institutions, with the majority being in the public sector.
Private sector institutions are controlled by a state licensing and accreditation system. Higher
education is administered by the Ministry of Education in terms of co-ordinating and supervising all
institutions of higher education.


There is currently some confusion within the Ukraine concerning the old and new structures of
higher education. In Ukraine the whole system of post-secondary education is considered 'higher
education' and four levels of institutions:


       Level I - technical and vocational schools
       Level II - colleges
       Level III - institutes
       Level IV - universities, academies, institutes
The Ukrainian level I and level II institutions may be compared to technical and vocational schools
in western countries. They offer courses to school leavers leading to the award of Diploma of Junior
Specialist. Level III and level IV are university-level institutions.


The degree system is also under reform. Previously, the old system offered only one stage of
undergraduate studies leading to the degree of specialist, on completion of five years' study. A new
system has been introduced which comprises two stages of study with several degree levels. The
two systems still co-exist and the standards are still being worked out for Bachelor and Master's
degrees, under the new structure, to fit in line with the Bologna process.


Admission Requirements
Admission is on the basis of passing the general secondary education certificate with a score of
satisfactory; and entrance examinations or qualifying interviews.


Qualifications

Degrees and courses

Bakalavr Diploma (Dyplom Bakalavra)
The academic and professional diploma of Bakalavra is awarded after four years of study (duration
may vary depending on subject areas). It is an intermediate degree.


Specialist Diploma (Dyplom Spetsialista)
Dyplom Spetsialista is awarded after five years of study, mainly by institutes.
Magister Diploma (Dyplom Magistra)
The Magister Diploma course is the main stage of higher education and is based on a Bakalavr or
Specialist diploma. It is normally taken one or two years after a Bakalavr or Specialist diploma and
has an average duration of five to six years. The study programme involves research and the
submission of a thesis. The Magister degree is mainly awarded by universities and academies.


Kandidat nauk
In Ukraine there are two degrees at doctorate level: Dyplom pro Prysudzhenia Naukovogo Stupenia
Kandydata Nauk (Diploma of Candidate of Sciences) and Dyplom pro Prysudzhenia Naukovogo
Stupenia Doktora Nauk (Diploma of Doctor of Sciences). Each of these programmes lasts three
years. Higher degrees are awarded by specialised academic boards on the basis of a publicly
defended thesis and are confirmed by the High Certification Committee of Ukraine (Vyshcha
Atestatsiyna Komisioa, VAK), which was set up in 1992.


Doctor nauk
The Doctor Nauk is the highest scientific degree in Ukraine. A candidate has to hold a Kandidat Nauk
to take the Doctor Nauk.

Primary
Teachers are trained at teacher training institutions in the forms of vocational schools, technikums,
colleges and institutes.


Secondary
Teachers are trained at higher education institutions, i.e. institutes and universities in different
faculties. The programme for teachers includes specialisation, education and psychology. Vocational
school teachers are trained at the technical education institutes.
