“Kick off” workshop: Objectives,
milestones & procedures
Joern Birkmann & Niklas Gebert
GEM – Outreach Meeting, Schloss Hohenkammer
June 8 – 10.2009
Contents
1. Goals of the Socio-Economic Impact Module
2. Scope of the workshop
3. Implementation of GEM
4. Next steps of the SEIM
5. Output goals of the “kick off” workshop
6. The BBC framework and the GEM approach of
risk, vulnerability and impact
Goals of the Socio-Economic Impact Module
• Calculation of monetary and social direct and indirect
loss information (Loss exceedance curves at regionwide
and national levels)
– Interface development to be used by all risk owners
• Development of tools to support risk-reduction decisions
over broad regions
– Cost benefit analysis of planned seismic risk mitigation / planned
development / building code adoption or enforcement
– Development of insurance linked securities
Scope of the workshop
• Introduction into socio-economic impacts and user needs
for the development of socio-economic seismic risk
reduction instruments
Operational
• Identification of direct partners for module management
(Research committee)
• Identification of partners to be involved in the
operationalization of the GEM Socio-Economic Module
(Network of experts around the globe)
Implementation of GEM
General: Building on existing components
Global components / implementation
• Development of a global framework and definitions of standards
• Harmonization of regional products
• Development of inventory databases for risk calculation
• Global database of structures and vulnerability functions
Regional and national components / implementation
• Independent projects separate from GEM funding but implemented
under the umbrella of GEM and according to GEM standards
• Financing of regional centers of competence (technical development
and training
