He’ll become the chair of public international law at Durham University Law School in the United Kingdom. He made the announcement via email July 15. “Although this will result in my departure earlier than planned, the opportunity to fill a chair at a top tier law school was too attractive professionally to pass by,” Dean Schmitt said. “Recruitment for my successor will proceed in due time. He or she will lead a college that is at the top of its game thanks to your many tireless, and very much appreciated, efforts.” Marshall Center partners to offer degree The George C. Marshall European Center will participate in a joint master’s degree program for qualifying students graduating from select resident programs here thanks to a partnership with a German University. The Marshall Center’s College of International and Security Studies will offer one portion of a Master’s in International Security Studies via the Bundeswehr University in Munich, Germany. The 13-month program will accept 15-20 students per year from the U.S., Europe and Eurasia. Marshall Center and Bundeswehr University officials sign a memorandum of understanding for offering a Security Studies degree July 15. Alumni hold “Accession to NATO” conference On July 1 the alumni association of BosniaHerzegovina (BiH) in conjunction with the Marshall Center, the MOD and NATO HQ Sarajevo held a roundtable entitled “Accession to NATO – Role of Government and Civil Society.” Of the 70 participants who attended the one-day conference, 40 were Marshall Center alumni. Other conference attendees included NATO HQ Sarajevo representatives, US and Germany embassy officials, parliamentarians, OSCE and NGOs representatives as well as university professors and students. The U.S. Embassy Defense Attaché Col Michael Schleicher; German Ambassador Joachim Schmidt; Commander NATO HQ, Sarajevo General Sabato Errico; Principal Deputy High Representative, OHR, Dr. Raffi Gregorian and BiH Minister of Defense Dr. Selmo Cikotic each gave opening remarks. The body of the conference was divided into two plenary sessions; the first being the role of governmental bodies to include parliament, the Council of Ministers and the NATO Cooperation Team. Marshall Center Professor Dr. Ralf Roloff spoke to the first plenary session on the state’s role; emphasizing comprehensive security, defense and security sector reform and the need for an interagency approach. This is the first graduate accreditation the college has received. Both the college and the university’s faculty are cooperating to confer the degree upon students. An informal program to offer an advanced degree also exists with the University of Belgrade in Serbia. The second plenary session covered the role of civil society to include the academic community, the media and NGOs. After the two sessions, the afternoon was devoted to discussions and recommendations for the future followed by a reception hosted by the BiH MOD. NATO-Ukraine conferences held in Odessa In cooperation with the U.S. and German Embassies in Ukraine, the Marshall Center organized two separate NATO-Ukraine Conferences in Odessa, Ukraine, on July 7 and 8. Both conferences provided information about NATO and NATO-Ukraine relations to nontraditional audiences. The conferences were the fourth and fifth in a series of such conferences organized by the Marshall Center. Each conference combined short plenary lectures and discussions with smaller working group sessions led by visiting speakers of different nationalities and professional backgrounds. Mongolian alumnus is July’s featured graduate The Marshall Center named COL J. Enkhbayar from Mongolia as featured Graduate of the Month for July 2009. COL J. Enkhbayar is the deputy head of studies, Defense University of Mongolia. A professor and candidate of sciences, COL J. Enkhbayar was appointed to this position in 2007. COL J. Enkhbayar graduated from the Marshall Center’s Program in Advanced Security Studies (EPASS) 2006-7, as a senior researcher and associate professor in the Defense Research Institute, Defense University of Mongolia. He says his experience at the Marshall Center helped prepare him for his current duties in a number of ways. “I am grateful for the opportunity to study at the Marshall Center, where I gained new understanding and knowledge about security issues,” he said. After his studies at the Marshall Center, he was appointed to his current position in the Defense University, and he also became chairman of the Marshall Center Alumni Union in Mongolia. Talking about his Marshall Center experience, COL J. Enkhbayar said that the Marshall Center alumni in Mongolia are very pleased that the Marshall Center, for the first time, conducted a joint international security conference this year in Mongolia. “We have about 100 Marshall Center alumni working in Mongolia. As chairman of the M.C. Alumni Union in Mongolia, I know that the center’s alumni are working actively and effectively in all sectors of the country,” he said. “We believe that the Marshall Center has made a great contribution in educating our security professionals.” COL J. Enkhbayar will soon defend his doctoral dissertation. Littoral security topic of Freising conference Twenty participants from 15 countries, including 6 Marshall Center alumni, participated in a conference entitled “Emerging Littoral Security Issues” held July 23-24 in Freising, Germany. The conference was organized at the request of Brig. Gen. Tracy Garrett, commanding general, Marine Forces Europe/ Marine Forces Africa, to advance the discussion of the future of expeditionary operations in Europe. Two senior mentors, VADM (ret) David Frost and LtGen (ret) John Sattler, facilitated discussions and delivered opening remarks and the scene setter. The conference aimed to help participants gain a better understanding of each others’ perspectives on the operational environment in Europe, as well as the challenges inherent in conducting combined expeditionary operations. It is envisioned that General Garrett will hold more advanced discussions on the topic in the future. Conference participants hold a discussion during a working group meeting. Eighty-five people, including Odessa Regional Institute of Public Administration faculty, scientists, students and government employees, attended the July 7 conference held at the institute. An audience of 100 Ukrainian military officers of multiple ranks and services from local and regional bases gathered at the Odessa Military Institute for the July 8 conference. Three Marshall Center alumni and Marshall Center faculty member John Kriendler were among the speakers at both events. Partnership for Peace events in July PfP-C works to develop Georgian curriculum From July 22-24, members of the PfP Consortium Education Development Working Group and NATO team met with Georgian National Defense Academy and Joint Staff to examine issues regarding the development of a curriculum for Georgian Joint Command and General Staff College (JCGSC). As a result, the Georgian JCGSC Curriculum Road Map and Action Plan were adapted and next implementation steps were planned. The information and understanding of the issues that developed during this week allowed the roadmap to outline a process agreed upon by both sides as a reasonable approach to reach the eventual goal of Georgian JCGSC. Work progresses on Georgian signal officer course From July 27-29, command and control experts from the PfP Consortium Education Development Working Group and NATO team worked with their colleagues from the Georgian Ministry of Defense regarding the new signal officer course designed for the Georgian Armed Forces. The result of that meeting was a draft and layout of the 18-week long course that was recommended to the Georgian MOD for its review and feedback. Logistics visit set for September From July 22-29, planning and preparations were made for the PfP Consortium EDWG DEEP Logistics Team September 2009 visit during which educators from several countries specializing in logistics and logistics management will meet with their Georgian counterparts. The five-week program focuses on how a state can effectively combat terrorism but still adhere to the fundamental values of a democratic society The Program for Security, Stability, Transition and Reconstruction graduated 47 participants from 31 different countries on July 24.
