                           Principles of IPPC
• Integrated consideration of all environmental aspects, possible
  transfer of pollution between the media and related cost
• Prevention – systematic implementation of best available
  techniques (BAT)
• Negotiation of permit conditions between the regulatory
  authority and the applicant and other stakeholders
• Transparency – participation of government agencies and the
  public, publication of integrated permits

IPPC Directive transposed into Croatian legislation through :

• the Environmental Protection Act (OG 110/2007)
• the Regulation on the procedure for establishing
  integrated environmental protection requirements (OG
  114/2008)

                                 Definition
Installation
   • Installation is a technical, organisational unit used for the performance
     of an activity by a company managed or supervised by the operator,
     where at least one activity listed in Annex I is carried out
   • It includes devices, equipment, structures, pipes, machines, tools and
     other parts used for operation.
   • The installation may consist of several independent units (plants)
     situated at the same location
   • A permit may cover one or more installations or parts of installations
     on the same site operated by the same operator

                 Requirements for operators
Operate with IPPC permit (art. 4)
Inform the authority about any planned changes in operations
 (art. 12)
Permit conditions are complied with (art. 14)
Report on monitoring of releases and on any incident or accident
 significantly affecting the environment
Allow the authority to carry out inspections within the installation, to
 take samples and to gather necessary information

              Integrated permitting approach
No precise administrative procedure set by the Directive –
   discression of member states

The Directive requires:
 permitting procedure to be fully coordinated if more than
   one authority is involved (art. 7)
 to allow public to participate in the procedure (art. 15)
 access to appeal procedure with independent and
   impartial body (art. 16)

Opportunity for public to participate in procedures for:
 issuing new permit or permit for substantial change
 updating of a permit conditions for an installation

Authorities have to publish/inform about:
 results of monitoring of releases as required by integrated permit (IP)

2011    Entry into force of the Directive on industrial emissions (IED).
2013 Member States fully transpose the IED. The Directive applies to all new installations
from this date onwards
2014 All existing installations previously subject to IPPC, WI, SE and TiO2 Directives
must meet the requirements of the IED.
2015 Existing installations operating newly prescribed activities (e.g. waste installations,
wood based panels, wood preservation) must meet the requirements of the IED.
