II. Organizational Context

Under the guidance and direct supervision of the National Project Coordinator and Field Officer, the
Community Development Facilitator will participate and assist in implementation, formulation, management
and evaluation of project activities within the project goals.

The Community Development Facilitator will assist the Field Officer in facilitating the local community’s
participation in the implementation of the activities and serve as a focal person on community development
activities. The Community Development Facilitator works in close collaboration with community and project
staff in other UN Agencies, and Government officials and civil society ensuring successful implementation of
project’s objectives.



III. Function/ Key Results Expected

Summary of key functions:

    Implementation of project activities inline with the operational strategies
    Creation of strategic partnerships and implementation of the resource mobilization strategy
    Provision of effective and efficient administrative support services
    Support to knowledge building and knowledge sharing

1. Assist in the implementation of the project activities

        Assist the Field Officer in planning, implementation and monitoring & evaluation process under such
        plan;
        Assist the Field Officer in data collection and report preparation for the status of achievement of
        project implementations;
        Assist in identify the beneficiaries for involving in alternative development activities;
        Assist the Technical Specialist in capacity building trainings in terms of assisting in training needs
        assessment, community mobilization and translation as required.
2. Facilitate the local community’s participation in the implementation of the activities:

        Assist the Field Officer in establishing working committee such as water supply management
        committee, road maintenance committee, health committee, school committee, seed bank committee,
        drug treatment committee, etc;
        Support and expand the capacities of the mechanism by supporting establishment of similar groups in
        other villages.
        Facilitate with local communities of participatory approaches in planning, implementation,
        monitoring and evaluation of the activities;
        Assist the capacity trainings to improve farmer’s knowledge and capacities on relevant issues such as
        cultivation techniques, fertilizing, harvesting technologies, selection of seedlings and land preparation
        trainings.
        Facilitate and cooperate with local authorities, VBOs and beneficiaries in every process of project
        implementation;

3. Serve as a focal person on community development activities

        Share knowledge and information to create an enabling environment for capacity building among
        communities;
        Deliver village level training to enhance the capacity building of the communities;
        Keep good relationship with local authorities, village based organizations (VBOs) and the
        communities;

3. Prepare and submit required reports

        Provide regular feedback and reports to the Field Officer and timely submission of the reports;


4. Carry out any others duties as assigned by the Supervisor.



IV. Impact of Results


The key results have an impact on the collaboration with communities participating in each step of the project
implementation. All the stakeholders will receive mutual understanding of the goal and objective of the
project.

        that can be readily understood by non-information management practitioners.

VI. Recruitment Qualifications


Education:                Complete at least secondary education;


Experience:                  1 year of relevant experience in development projects or participation as
                             moderate role in community development activities such as member of
                             working committee, participation at youth group, etc.
                             Have experiences participating at trainings related to community
                             development, technical trainings, health trainings, and people skills trainings.
                             Familiarity with the project area would be a definite advantage.
                             Ability to work effectively with the local communities.
                             Good social communication skills, experience of working with the local
                             authority and ethnic groups. Ability to live and work in remote areas.


Language Requirements     Knowledge of Myanmar and at least one local language such as Shan or Pa-O
                          required.
