General presentation
Medecins Sans Frontieres is an international organization, which has been working in Myanmar since 1992
and is currently providing healthcare in Shan, Rakhine and Kachin States as well as Thanintharyi and Yangon
Division. Over 1,200 international and national staff work closely together to provide high-quality care and
treatment through a network of health centres and health posts.

The Myanmar Emergency Response Coordinator will work in support of the two MSF-sections with presence
in Myanmar - MSF Holland and MSF Switzerland, dividing their time between the two as required. The role
will focus on preparedness and response in the event of emergencies e.g. epidemic outbreaks or natural
disasters, affecting Myanmar as a whole with particular focus in MSF project areas. This position will work in
collaboration with MSF’s emergency desks in Amsterdam and Geneva.

General Responsibilities

Emergency Response
    •   To lead assessments to evaluate medical, humanitarian needs in the event of an emergency and
        recommend MSF’s appropriate response
    •   To play a leading management role at field level for any emergency response undertaken generally
        to include:
             o security management
             o liaison with (medical) authorities
             o management of medical programme(s)
             o reporting and data collection
    •   To conclude any emergency response with a ‘lessons learnt’ discussion and document

Emergency preparedness
    •   To lead on the development of an inter-sectional national emergency preparedness plan including all
        relevant reporting forms
    •   In collaboration with Project/Field Coordinators, to ensure emergency preparedness plans are in
        place in every project location
    •   In collaboration with Head of Missions, to build relations with national disaster response structures
    •   In collaboration with Medical Coordinators, to ensure up to date knowledge exists within the mission
        of emergency response technical developments, particularly medical protocols
    •   To develop and implement emergency response training for both missions
    •   In collaboration with Human Resources, to ensure staff lists for potential emergency response are up
        to date
    •   In collaboration with Logistics and medical supply responsible, to ensure emergency stock lists are
        up to date
    •   In collaboration with Logistics, to ensure awareness of market availability of emergency items and
        associated prices
    •   To monitor and inform of future, potential emergency situations
    •   To build a network of other Emergency Coordinators for INGOs

    •   Medical/para-medical degree with Full and current registration/license with relevant professional
    •   Previous experience of working with MSF in Myanmar in a senior medical management role for at
        least 2 years
    •   Previous experience of conducting assessments and emergency response
    •   Excellent leadership skills with the ability to motivate teams whilst working under high-pressure and
        demanding conditions
    •   Willingness to take responsibility for health needs of emergency team as needed
    •   Willingness to undertake trainings and professional development relevant to the described job
    •   Commitment to the aims and values of MSF
    •   Ability to cope with stress
    •   Ability to work well as part of a multi-cultural and multi-disciplinary team
    •   Excellent communication skills
    •   Very good computer skills; MS Office
    •   Excellent organisational skills
    •   Diplomatic nature
    •   Flexibility to travel around MSF project sites in Myanmar and to work long hours when required
    •   Fluent Myanmar language
    •   Excellent command of English language

    •   Masters degree in relevant field (e.g. public health)
    •   Previous experience with other humanitarian organizations
    •   Previous experience with the media
    •   Experience using epidemiological data tools.
