70’s-80’s. Human rights and liberation theology: new NGO’s
Now: a country run by NGO’s ?
> 3,000 NGO’s operate in Haiti in agriculture, health care,
nutrition,human rights,community development, vocational training,
civil society building.
Since the 80’s ,attempts by the Haitian state to control , restrict
NGO’s:Creation of a “Ministere du Plan”,open media criticisms,
protests against diversion of international funds
Paradigm shift since 2009? NGO’s now supposed to establish their
programs according to the Haitian Gvt priorities.

The “new”:Paul Farmer and Zanmi La Sante.
The “newest”: Fokal, Healing hands,Guy Theodore
and Comite Bienfaisance, Medishare,The Green
Family Foundation, Diaspora based NGO’s and
HAS: Public health approach, rural outreach, geographical focus, progressive
integration of Haitian staff.
Zanmi la Sante: CHW’s, non compromising standards of
care,anthropological and sociological approach.
Medishare:service education, meshing with established state structures and
human resources,networking with other NGO’s.
Comite Bienfaisance: Haitians helping Haitians, strong emphasis on
culturally acceptable techniques, and local capacity building.
