Dear Ms. Jeffrey:

Ojibway Prairie, located in Windsor, ON, is a five park complex that includes the Ojibway
Prairie Provincial Nature Reserve. It is currently threatened by a proposed 500 000 ft2
Big Box retail development. The case is currently before the Ontario Municipal Board.
Ojibway Prairie hosts the Tallgrass Prairie, which as you may know, is one of Canada’s
and the globe’s most endangered ecosystems. It provides habitat for over 4,000
species, of which 160 are species at risk, totalling 20% of Ontario’s species at risk.


The proposed 47 acre development is directly adjacent to the Ojibway Prairie Provincial
Nature Reserve and Ojibway Park. This present development will undoubtedly
compromise the natural features and ecological function of this ecosystem with
additional traffic, hydrogeological changes, garbage and pollution (light, air, water, and
noise). Prescribed burns, essential to the health of Tallgrass prairie, will likely be
affected as well. The Ministry of Natural Resources has documented a decrease in the
number of burns over the last five-ten years due to abutting residential development.


Further, experts from both MNR and parties opposing the development at the OMB,
have found many Tallgrass Prairie indicator species, including over 100 endangered and
threatened species on the proposed development lands. With so many species many in
the Windsor community are now calling the lands “Coco’s Prairie”, named after the
developer Coco Paving. One wonders how many endangered and threatened species
does it take, before the Endangered Species Act provides protection.


Coco Paving’s big box development does not have regard to Ontario’s Endangered
Species Act, Provincial Policy Statements, Canada’s Species at Risk Act, nor the City of
Windsor’s Official Plan. Please assist in bringing an end to this proposed development.
