Introduction

The Mississippi School Resource Allocation Appraisal was designed after consideration
of existing research literature and to conform to the needs of the Mississippi School
Accountability Model as described in the Request for Proposals issued in November 2000
by the Mississippi Department of Education. This instrument is one component of the
model designed for use in schools at risk. The instrument aims to document variation in
school resource expenditures to determine resource knowledge and adequacy.

          School resource refers to (a) dollar funds allocated to the school by
           district, state, and federal education agencies, as well as (b) human
           resources and human capital possessed at each of those levels (teachers
           and administrators, experience, education level).

          Resource knowledge reflects the principal’s knowledge of resource
           expenditures including knowing the amounts and sources of school
           funds and having reasonable strategies for the management and
           expenditure of school funds.

          Resource adequacy includes the following comparisons and figures for
           the school, district, and state:        (a) student/teacher ratio, (b)
           student/administrator ratio, (c) teacher/administrator ratio, (d) teacher
           experience average, (e) percentage of teachers with advanced degrees
           (master’s or higher), and (f) school and district per-pupil expenditures.

          The coding scheme consists of the financial codes and categories
           currently used by the Mississippi Department of Education to facilitate
           data collection and entry.

Instrument Purpose and Development

Because of the many uncontrolled factors and extenuating circumstances involving
school expenditures, fixed rules for appropriate use of money cannot be applied to an
individual school case. Thus, the instrument solicits the school principal's rationale for
variations and discrepancies in the figures calculated to determine resource knowledge
and adequacy.

Although the widely cited work of Hanushek (1986, 1989) posits that money does not
make a difference, the majority of research in school finance demonstrates that student
achievement benefits when money is spent on instruction. Several studies show that a
weighting system is needed to adjust for the negative effects of poverty on educational
achievement. The amount of these weights is subject to debate and school circumstance.

A few studies demonstrate instances where specific expenditures made a difference, but
again these are situation-specific.

Hedges, Laine, and Greenwald (1994) completed a meta-analysis of studies on the effects
of differential school inputs on student outcomes. They identified several questions to be
addressed in the study of how expenditures affect student outcomes:
         What level and percentage of school funds are spent at the central
            office? At the school site?
         How much do schools spend per student on direct instruction,
            instructional support, and other functions?
         What proportion of school expenditures is spent on each of these
            functions?
         How much do schools spend per student on compensation for teachers
            and other school personnel, instructional supplies and materials, other
            operating expenditures?
         What proportion of school expenditures is spent on each of these
            objects of expenditure?
         Are there systematic differences (a) in expenditures per student and (b)
            in the share of expenditures for different functions and objects, schools
            of different size, schools located in different geographical areas, and
            different types of schools (i.e., elementary, middle, high schools)?
         Are there other factors that affect the use of school funds for different
            functions and objects?

In addition to permitting analysis of differences in the use of school funds, school-level
data can provide valuable information about the equity, or fairness, of the distribution of
educational resources. Traditional equity analyses have focused on the school district as
the unit of analysis, largely because school districts in most states have been empowered
by state governments to raise revenues for education and provide school programs.
However, these analyses assume that all students in a district receive the same level of
resources. School-level finance data offer the potential to examine that assumption by
conducting comparisons of schools within districts.

Selected principals in the state of Mississippi reviewed progressive iterations of the
instrument during May, June, and July 2001. Principal and state department personnel
feedback from the pilot test also guided the revision of data collection processes and
instrument formats. Revisions were instituted in August 2006 based on new state
reporting requirements.

Guidelines for the Mississippi Department of Education

The Mississippi Department of Education liaison completes appropriate sections of the
Microsoft Excel School Resource Data Collection Form spreadsheet, School Data
Collection tab.

Guidelines for the District Budget Office Representative

The district budget officer completes appropriate sections of the School Resource Data
Collection Form, School Data Collection, Previous Year School Expend, and Previous
Year District Expend tabs provided by Mississippi Department of Education or
evaluation team member.

Guidelines for the School Principal

The principal completes a paper copy of the Microsoft Excel School Resource Data
Collection Form (if not completed by the district budget officer) and the Mississippi
School Resource Allocation Discretionary Funds Form provided by Mississippi
Department of Education or evaluation team members. After the information has been
entered into the Microsoft Excel School Resource Data Collection Form spreadsheet, all
information is shared with the principal. He/she reviews this information prior to the
interview.


Guidelines for the Evaluation Team Member

The evaluator assigned to conduct the School Resource Allocation Evaluation completes
the following activities:
         Collect paper copies of the completed School Resource Data Collection Form
           (Tab = School Data Collection) and School Resource Data Collection Form
           (Tab = Previous Year School Expend) from the school principal or the district
           financial officer.

          Submit the data from these forms to the team leader to be entered into the
           appropriate sections of the Microsoft Excel School Resource Data Collection
           Form file so that calculations can be completed for review.

          Print copies of the final Microsoft Excel School Resource Data Collection
           Form file. One copy is to be retained by the evaluator; one copy is given to
           the principal prior to the interview.

          Collect the completed Discretionary Funds Form from the principal.

   Review the contents of the School Resource Data Collection Form and the
    Discretionary Funds Form prior to the principal interview.
   Conduct an interview with the school principal using the Mississippi School
    Resource Allocation Principal Interview Scripting Form. Ask the principal to
    explain variations between the school and district or the school and state.

   Complete the scoring rubrics with corresponding rationales.

   Write a narrative summary to be used for the final district report.

                                INSTRUMENTATION

The forms comprising the Mississippi School Resource Allocation Instrument are
presented in the pages that follow:

          One form for interviewing the principal (i.e., The Mississippi School Resource
           Allocation Principal Interview Scripting Form,

          One Microsoft Excel data collection spreadsheet (i.e., the School Resource
           Data Collection Form spreadsheet), and

          Three forms for review (i.e., the School Resource Allocation Resource
           Adequacy Review Form, the Mississippi School Resource Allocation
           Discretionary Funds Form that is also used as a data collection form, and the
           Mississippi School Resource Allocation Scoring Rubric.

The interview form and the review forms are paper-based, and the data collection
spreadsheet is based in Microsoft Excel. Data is collected for both the school and district
levels from district office personnel using paper copies of the Previous Year School
Expend and Previous Year District Expend tabs from the School Resource Data
Collection Form spreadsheet. The Mississippi Department of Education provides the
state-level data to the evaluation team using the appropriate sections of the School
Resource Data Collection Form spreadsheet. The percentages and ratios calculated using
the School Resource Data Collection Form spreadsheet are used by evaluation team to
estimate adequacy.

School resource allocation will be assessed based on resource data gained from the state, district,
and school and an interview with the school principal conducted by the evaluation team member
assigned to school resource allocation. Prior to the interview with the principal, the evaluation
team leader or his/her designee should determine if the Mississippi School Resource Allocation
Resource Adequacy Review Form (see p. 11) and Mississippi School Resource Allocation
Discretionary Funds Form (see p. 9 or 12) have been completed and are available for use during
the principal interview. If these forms are not available, the interview should be delayed
until the completed forms are available for use during the interview.

Following the interview, the evaluation team member should review the interview scripts and
complete independent Mississippi School Resource Allocation Scoring Rubrics.
