NOTICE INVITING BID
NOTICE INVITING BIDS FOR CONSULTANCY SERVICES FOR PREPARATION OF
FEASIBILITY STUDY AND DETAILED PROJECT PREPARATION FOR
CONSTRUCTION OF NEW BYE PASS IN BOKARO FROM KM. 52OF N.H 32 NEAR
I.T.I.MORE & JOINS THE EXISTING N.H.23 AT KM. 9TH. NEAR UKRID MORE IN
BOKARO DISTRICT (LENGTH ABOUT 7.00KM.)
Technical and financial bids for work of survey investigation and
preparation of technical Feasibility report and detail project report for engagement
of consultant for preparation of feasibility study and detailed project preparation
for New Bye Pass in Bokaro as detail below are invited in sealed double cover
system one containing technical bid and other financial bid from reputed
consultants who are empanelled with Minister of Road Transport in Highways
Govt. of India New Delhi in a appropriate category.
(a) FEASIBILITY STUDY AND DETAILED PROJECT PREPARATION FOR
CONSTRUCTION OF NEW BYE PASS IN BOKARO FROM KM. 52 OF N.H 32 NEAR
I.T.I.MORE & JOINS THE EXISTING N.H.23 AT KM. 9TH. NEAR UKRID MORE IN
BOKARO DISTRICT (LENGTH ABOUT 7.00KM.)
2. Qualifying requirements for consultancy firms -
a) The firm should have carried out successfully as prime consultants for new
bye pass/Green field alignment for 13 kms. Of 2 lane road and bridges
having individual span of 15m. or more, (Attach proof) for Govt./Semi-
Govt./
Public sector under taking in last 3 years. (attach certificates of
completion
as proof)
(b) The firm should have completed at least D.P.R. project (cost 100 crore)
and
above. (Attach proof)
(c) The firm should empanelled with MORT&H, Govt. of India, New Delhi for
above nature of work.
3. The details of consultancy service broadly cover the following :
(a) Inception report
(b) Submission of technical feasibility report.
(c) Preparation of preliminary project report.
(d) Preparation detail project report including detail engineering
design, working drawing, tender document for execution of civil
work etc.
(e) Obtaining necessary approval for concerned authorities including
approval of technical feasibility report. And detail project report by
the Ministry of Road Transport & Highway Govt. of India New Delhi.
(f) Bill of quantity item rates note for efc. Economic.
4. The term of reference for consultancy services may be obtained from the
office of the (1) Executive Engineer, N.H. Division, Dhanbad. (2)
Superintending Engineer, N.H. Circle, Dhanbad (3) The Chief Engineer, N.H.
Wing Jharkhand, Ranchi by the intending bidders upto 13.00 hours from 24—
05-2010 to 28-05-2010 on payment of Rs. 5000/- in shape of bank draft in
favour of Executive Engineer, N.H. Division, Dhanbad payable at S.B.I,
Dhanbad. The firms that are in listed as an association/joint
venture/consoritiums shall furnish MOU/joint venture agreement along with
the proposal.
Alternatively, quotationers can download the terms of
reference ( T.O.R) from any the
following website :
(i) www.jharkhand.gov.in
(ii) www.jharkhand.nic.in
However, the quotationers shall have to pay the above stated
cost of terms of reference( T.O.R) along with their quotations at
the time of submitting the quotation in the form of demand draft
as stated above.
5. The Bids accompanied by supporting the documents must reach the office
of the Executive Engineer, N.H. Division, Dhanbad on or before 15.00 hours
on 01-06-.2010 in double cover with technical proposal and financial
proposal sealed in separate envelope which are clearly marked as technical
proposal and financial proposal for proper identification by register post or
by special messenger and and shall be opened 15.30 hour on the same day
in the presence of bidder who wish to attend.
6. Financial bids will be inclusive of all taxes and duties. All statutory
deduction will be made from the bill of consultants, the technical proposal
shall be open first & financial proposals will be open for the those whose
technical proposal are qualified. Only the firms whose technical proposal are
accepted shall be informed the date of opening of the financial bids. The bids
received letter than stipulated date and time will summarily be rejected.
7. The bidder should enclose duly pledged NSC/TDP/Bank guarantee of any
Nationalized Bank in favour of undersigned amounting to 2% of quoted
amount in financial bids. The Bank guarantee should be valid 180 days from
date of opening of bids.
8. The successful bidder will have to submit performance security in the form
of Bank guarantee/NSC/TDP @ of 3% of the contract sum valid for period of
one year from the dt. Of commencement of the consultancy service.
9. The intending bidder are required to quote their PAN in the bid document.
10. All right are reserve to reject/postponed one or all proposal without
assigning any reason thereof.
