8c TO: Administration Committee DATE: June 1, 2005 FR: Executive Director W.I.: 1221 RE: TransLink® Change Order — BART TVM and AFM Integration: Motorola/ERG Background In October 2003, MTC signed a Memorandum of Understanding (MOU) with BART regarding the implementation of TransLink® in the BART system. In the MOU, MTC agreed to support the integration of Ticket Vending Machines (TVM) at BART to enable TransLink® cardholders to load TransLink® e-cash at BART TVMs. Subsequent to this agreement, BART indicated their desire to upgrade their Add Fare Machines (AFM) to load TransLink® e-cash to allow cardholders to load the appropriate fare amount to exit the BART system if their card does not have enough value to exit. This change order is not required for BART’s revenue ready date (launch of TransLink®), and does not have a schedule impact on the current work that is underway. Change Order #67 — BART TVM and AFM Integration Integration of TransLink® functionality into BART TVMs and AFMs requires a joint software development and testing effort between the TransLink® Contractor (Motorola/ERG), BART, and Cubic Transportation Systems. The scope of work for this Motorola/ERG Change Order consists of three parts: (1) Enable BART TVMs to load e-cash; (2) Enable BART AFMs to load e-cash; and (3) Allow patrons to perform inquires about all products (e.g., passes and ride books) stored on a TransLink® card. Funding for items #1 and #3 ($1,121,003) will come from RM2 funds programmed for TransLink®; BART has agreed to fund item #2 ($266,521). The Commission had earlier approved the RM2 allocation for the change order with Cubic for TVM and AFM integration (items #1 and #2) in September 2004. BART has executed the change order and the work is underway. A cost estimate for BART’s and Cubic’s efforts related to item #3 is being developed. An additional RM2 allocation request may be brought to the Programming and Allocations Committee for approval in the future, if necessary. Staff is presenting a change order for approval today for the TransLink® Contractor to begin their portion of the work to support TVM and AFM integration on TransLink®. The TransLink® Management Group (TMG) approved Change Order #67 at its meeting on May 23, 2005. Previously approved change orders are described in Table 1 (attached). Remaining, anticipated changes orders are described in Table 2, also attached. Recommendation Staff recommends that this Committee authorize the Executive Director or his designee to negotiate and enter into Change Order #67 for the TransLink® Contract with Motorola/ERG, in an amount not to exceed $1,387,524, to accomplish the work described herein. Funding for Change Order #67 will be provided by Regional Measure 2 capital and BART funds.
