STATEMENT OF WORK 1.0 GENERAL INFORMATION 1.1 INTRODUCTION. The MCIEAST Contracting Department, Marine Corps Base, Camp Lejeune, NC has a requirement for procurement support services to support their mission. 1.2 SCOPE. The purpose of this contract is to provide procurement support services to the Contract Administration Division within the Contracting Department. 1.3 APPLICABLE DOCUMENTS. Attachment #1: Individual Non-Disclosure Agreement Attachment #2: Contractor Security Requirement Business Access Verification Form 2.0 WORK REQUIREMENTS. 2.1 TECHNICAL REQUIREMENTS Furnish procurement support services to the Contract Administration Division of the MCIEAST Contracting Department, Camp Lejeune, North Carolina, to include, but not limited to, the following: 2.1.1 Obtain final receiving reports of property/services received. 2.1.2 Insure that invoices are received from vendors. 2.1.3 Follow up on overdue material. 2.1.4 Investigate and resolve discrepancies between contracts, receiving reports and invoices. 2.1.5 Prepare administrative modifications. 2.1.6 Closeout completed contracts (regardless of dollar value) in accordance with the Federal Acquisition Regulation, the Defense Federal Acquisition Regulation Supplement, the Navy Marine Corps Acquisition Regulation Supplement, the Marine Corps Acquisition Supplement, and the Naval Supply System Command Regulation 4200.85D. 2.1.7 Promptly (within 24 hours) respond to inquiries from internal and external customers with problems/questions/concerns that may arise after the contracts for goods/supplies were awarded. 2.1.8 Update all databases to track contract close outs and location of closed contract files. 1 2.2 MINIMUM QUALIFICATION REQUIREMENTS The Government requires that resumes be provided with each quote in order to confirm the acceptability and availability of key personnel. Contractor personnel shall possess, at a minimum, the education, qualifications, and experience listed in this Statement of Work (SOW). 2.2.1 Minimum Education, Qualifications and Experience Requirements: 18.104.22.168 At least 3 years of experience with the Federal Government in the 1102 (contract specialist) series within the past 8 years; or at least 2 years of experience in the GS-1102 series within the past 5 years. Preference will be given to those resumes with experience with the US Marine Corps in the 1102 (contract specialist) series. 22.214.171.124 Possess ability to interpret and understand contracts, purchase orders, receiving documents, packing lists, and invoices. 126.96.36.199 Knowledge of the Federal Acquisition Regulation (FAR); Defense Acquisition Regulation Supplement (DFARS); Marine Corps Acquisition Procedures Supplement (MAPS); and Navy Marine Corps Acquisition Regulation Supplement (NMCARS). 188.8.131.52 Experience with the following Government e-Business systems: Procurement Defense Desktop (PD2) Wide-Area Workflow (WAWF) Defense Finance and Accounting Service (DFAS) MyInvoice System Electronic Data Access (EDA) Standard Accounting and Budgeting Reporting System (SABRS) 3.0 SECURITY AND BASE ACCESS REQUIREMENTS A security clearance is not required; however, a background check is required in order to obtain a Common Access Card (CAC)/ Base access. Up to four (4) hours will be provided to each contract employee to report to Camp Lejeune to start this background check process within five (5) business days from date of award. 4.0. PERFORMANCE 4.1 Period of Performance – 20 May 2010 – 19 May 2011 or for a period of one year after the effective date of the contract (whichever is later). The contractor is required to begin performance within five working days after the award of the contract. 4.2 Place of Performance – Services shall be performed at MCIEAST Contracting Department, Bldg 1116, Marine Corps Base, Camp Lejeune, North Carolina. 4.3 Hours of Work – Services shall be performed between 7:00 a.m. and 5:30 p.m. Monday through Friday (excluding all Federal Holidays – see paragraph 4.4). The Contractor shall work a minimum of 16 hours per week, up to a maximum of 40 hours per week. The workload will dictate work schedule. Hours 2 worked per week shall be identified by the Contracting Officer Representative (COR) in advance, at the end of each work week. 4.4 Recognized Holidays – Federal holidays observed by the base are New Year’s Day, Martin Luther King, Jr’s Birthday, Presidents’ Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day. When a holiday falls on a Sunday, the following Monday will be observed as the legal holiday. When a holiday falls on Saturday, the preceding Friday is observed as a holiday by U. S. Government agencies. Contractor shall only be paid for hours worked. 5.0. INVOICING REQUIREMENTS All invoices shall be submitted on a monthly basis using the Wide-Area Workflow System (refer to Section G for additional information). Each invoice shall identify the day and number of hours that services were performed. 6.0. GOVERNMENT FURNISHED FACILITIES/EQUIPMENT The Government will provide the contractor with office space, office equipment and supplies necessary for performance of required tasks. 7.0. CONTRACTOR RESPONSIBILITIES The Contractor shall provide all necessary labor, supervision, and local transportation to perform the services identified in this statement of work. 8.0. DELIVERABLES The Contractor shall submit monthly reports reflecting the contract number of each contract file that was closed out for the month to include the total dollar amount that was de-obligated de- obligations. 3 CONTRACTOR SECURITY REQUIREMENTS BUSINESS ACCESS VERIFICATION The Contractor shall submit this notification to the Contract Administration Office as reflected in Section G of the contract upon completion of the Security Requirements reflected in Section C1 of the contract. CONTRACTOR ACKNOWLEDGEMENT In accordance with the Security Requirements in Section C1 of the contract, I acknowledge and certify that all personnel providing services under this contract have been processed for access to Marine Corps Base, Camp Lejeune, North Carolina, and its' satellite activities and/or Marine Corps Air Station, New River, North Carolina, and have furnished the documentation reflected below to obtain personnel badges and vehicle decals. _____ Proof of employee citizenship or legal alien status. _____ Proof of a criminal records check. _____ Proof of employment. _____ An installation sponsor request forwarded to provost Marshall office. _____ A valid form of Federal or state government identification. _____ If driving a motor vehicle, a valid driver’s license, vehicle registration and proof of insurance. I, also, acknowledge and certify in accordance with the contract, that I am responsible, upon completion/termination of this contract or an individual’s employment, to collect and turn in all personnel badges and vehicle decals. CONTRACTOR NAME: ______________________________________ ADDRESS: _____________________________________________ _____________________________________________ _____________________________________________ _____________________________________________ CONTRACT NUMBER: ______________________________________ _______________________________________ Contractor's printed name _______________________________________ _____________________ Contractor's signed name Date 4 U.S. MARINE CORPS SUPPORT CONTRACTOR NON-DISCLOSURE AGREEMENT (INDIVIDUAL) In the course of performing work on Contract/Order: TBD), I may be given access to or entrusted with Source Selection Information as defined in Federal Acquisition Regulation (FAR) 3.104-3, (e.g., source selection plans, contractor proposal before being made public, ranking of proposals), other sensitive Government data such as data identified as “Business Sensitive,” and/or data belonging to or marked or considered as “proprietary” (e.g., restrictive legend per FAR 52.215-1), advanced procurement information (e.g., future requirements, statements of work, and acquisition strategies), trade secrets and other confidential business information (e.g., confidential business information submitted by a contractor), Government attorney work product, information protected by the Privacy Act (e.g., social security numbers, home addressees and telephone numbers of Government employees) and information that would not be released by the Marine Corps under the Freedom of Information Act (e.g., program, planning, and budgeting system information, workload data, and performance systems data). Data includes all data, information and software, regardless of the medium (e.g. electronic or paper) and/or format in which the data exists, and includes data which is derived from, based on, incorporates, includes or refers to such Source Selection, Business Sensitive and/or proprietary data (collectively referred to as “the data”). As a condition to receiving access to the data, I will not discuss with, disclose, release, reproduce or otherwise provide or make available the data, or any portion thereof, to any employee of my company, or any other company, unless and until such person has executed a copy of this individual non-disclosure agreement. I also will not discuss with, disclose, release, reproduce, or otherwise provide or make available the data, or any portion thereof, to any non-Government person or entity (including, but not limited to any subcontractor, joint venture, affiliate, successor or assignee of the Contractor), unless the Contracting Officer (and any company claiming the data is proprietary) have given prior written approval, AND the person receiving the data has executed an individual non-disclosure agreement similar to the subject contract/order. Furthermore, I agree to safeguard the data and to use the data solely for the purpose of performing duties under the subject contract. Any other use, disclosure, release or reproduction is unauthorized and may result in substantial criminal, civil and/or administrative penalties to me. Appropriate restrictive legends will be included by me on any copies and reproductions made of all or any part of the data and any data that is derived from, based upon, incorporates, includes or refers to the data. I agree that these obligations not to use, discuss, disclose, release, reproduce or otherwise provide or make available the data continue, even after completion of the contract. I will promptly (within one business day) report to my Program Manager any actual or suspected unauthorized use, disclosure, release, or reproduction of such data or violation of this agreement of which I am now or may become aware. I agree that when the Marine Corps determines that my need for such data no longer exists, I shall return such data promptly (within five business days) to my Program Manager.
