 POWERS AND DUTIES OF OFFICERS AND EMPLOYEES

Duties & Responsibilities of the Officers of Roads & Buildings Departments
are stipulated in PWD Manual, GAD Manuals and Rules of Business.
Briefly details pertaining to Duties & Responsibilities of the various officers
are given as under:


1.    Secretary:


      The duties & responsibilities of the secretaries of the various
      departments have been prescribed by G.A.D. and in Rules of business.
      The Secretary R&BD is administrative head who reports to the Minister
      and the Chief Secretary. Heading the department for meeting required
      objectives as per Rules of business and PWD-GAD Manuals.


2.    Chief Engineer:


      There are two wings namely Execution wing & Quality control wing.
      There are separate Chief Engineers for each wing and their duties and
      responsibilities have been prescribed in PWD Manual in details.
2.1   The Chief Engineer concerning State & Panchayat Public Works.
2.1.1 He is the Technical head for Roads & Buildings Works. He has full
      powers in technical matters. He is jointly responsible to Government
      for efficient technical working of the activities of the department. He is
      also Additional Secretary to Govt. in Sachivalaya.
2.1.2 Under him, various circles, divisions & Sub-divisions are functioning at
      the field level. He is responsible for supervising & controlling the
      working of Superintending Engineers, Executive Engineers and Dy.
      Executive Engineers. To discharge these responsibilities, he orders,
      with respect to some cadres otherwise recommends to the government
      for the postings & transfer of the Engineers. He also recommends
      disciplinary actions when needed.
2.1.3 As a Controlling Officer of budget, he is responsible for suggesting new
      works. He has to ensure that adequate grant is allotted, fully utilized
      and without any shortfall. With the assistance of the Accountant
      General, he is responsible to ensure the implementation of rules or
      payments and store accounts.
2.1.4 As per powers delegated to him, he is responsible to ensure that
      requisite sanctions like Administrative Approval, Technical Sanction,
      Acceptance of Tenders, Contract Management and proposals for
      sanction of excess over tender quantities, extra items and extension in
      time limit are processed in time. He is also responsible to monitor, the
      progress of various works.


2.2   Chief Engineer (Quality Control):


2.2.1 He is responsible to inspect the works in progress for ensuring the
      quality of ongoing works. For this purpose, the network of
      Superintending Engineers, Executive Engineers and Dy. Executive
      Engineers has been evolved at field level. Where the quality of works
      in progress is not maintained, he is responsible to instruct the
      dismantling and re-execution of defective works or improving the
      defective works if possible. He is also responsible for imparting
      guidance and training to the field staff on maintaining of quality of
      ongoing works.
2.2.2 He is also responsible for conducting preliminary inquiries of
      complaints and applications about irregularities in all matters
      pertaining to works, if so directed by the Secretary.


3.    Superintending Engineer:


3.1   He is responsible for technical matters of works under his circle.
3.2   He is responsible to ensure that the Accounts of works, cash & stores
      are maintained as per prescribed rules in divisions under the circle. He
      is also responsible to ensure that the Executive Engineers under his
      circle submit their monthly accounts to the Accountant General in
      time.
3.3   As per powers delegated to him, he is responsible to ensure that
      requisite sanctions like Administrative Approval, Technical Sanction,
      Acceptance of Tenders, Contract Management and proposals for
      sanction of excess over tender quantities, extra items and extension in
      time limit are proposed / processed/ issued in time. He is also
      responsible to monitor, the progress various works in his circle.
3.4   He is responsible to ensure that the procedure or inviting competitive
      rates followed by Divisions under his circle is efficient, effective & as
      per rules.
3.5   As Head of the Department, he is the controlling officer for budget
      allotted to the circle. He is responsible to see that the expenditure
      under his circle is within the budget allotment and to propose re-
      appropriation proposals and additional demands as per requirement.
      He is also responsible to ensure quarterly re-conciliation of
      expenditure booked in his office and in various divisions of office circle
      with the books of accounts of Accountant General. He should promptly
      investigate the reasons for difference in the figures of expenditure as
      per departmental books of accounts and as per AG's books of
      accounts.
3.6   He is responsible to see that item of works executed are as per
      accepted tenders and nearly close to the sanctioned estimates. He is
      also responsible to ensure that the expenditure is incurred by division
      within Letter of Credit issued by him and to monitor that the Executive
      Engineers under his circle solicits the sanction for excess / extra items
      or submit work-slips or revised estimate in time.
3.7   He is responsible to inspect each divisional office and one sub-division
      per division at least once in a year to ensure that the records and
      books of accounts maintained by those offices reflects the correct
      picture about physical and financial progress of works, under those
      offices. He is also to ensure during local inspection that the sire
      records for works in progress are maintained as per rules. During local
      inspection, he is responsible for physical verification of cash and stores
      at random. During local inspection, he reviews the efficiency and
      adequacy of stock, scientific instruments and machineries with each
      division.
3.8   At part of democratic administrative set-up, he has to ensure that
      proper attention is paid to the representations and suggestions of
      elected MP’s and MLA’s. He ensures that the information and
      clarifications sought for by various committees of Legislative Assembly
      are furnished in time.


4.    Executive Engineer:


4.1   He is the district technical head for public works and he is responsible
      for constructions & maintenance of Roads, bridges & buildings in his
      divisions.
4.2   To discharge technical responsibilities, he is responsible for survey,
      investigations and preparations of plans & estimates for budgeted new
      works. He is also responsible for preparation of plans and estimate for
      maintenance of Roads & Buildings in his division. He should accord
      technical sanction to estimates within his delegation of powers and
      submit plans & estimates to the Superintending Engineer where the
      cost of estimate is beyond the powers delegated to him.
4.3   He is responsible for inviting tenders for works for which
      administrative approval, technical sanction and adequate budget
      provision is placed at his disposal. If tenders are to be invited by
      splitting the works, he should obtain prior approval of Govt.
4.4   After issue of the work order, he should ensure that the works
      executed are of proper quality standard. For this purpose, he
      frequently inspects the work on site, monitors that adequate test of
      proposed construction materials for works are carried out, site records
      as prescribed are maintained and test check the measurement
      recorded by Dy. Executive Engineer or Section Officers. He should also
      ensure that the contract conditions about quality of works, progress of
      works and financial aspects are strictly ensured.
4.5   He has to check at least 10% of the measurement of works when the
      value of measurement recorded since last checking exceeds Rs. 1.00
      lakh before passing the bill. The financial limit for checking of
      measurement for supply of materials is Rs. 75,000/-. Further he has to
      see that the measurement for supply of materials above Rs. 20,000/-
      and up to Rs. 75,000/- are 100% crossed checked by Dy. Executive
      Engineer before passing the bill. He has also to see that the
      measurement of materials for road construction are 100% crossed
      checked by another Dy. Executive Engineer before passing the bill.
4.6   He is responsible to restrict expenditure within allotted budget and
      released L.C.
4.7   He is responsible to see that the financial and accounts rules for
      drawing the cash or issuing the cheques, bringing the cash from the
      bank, remittance of cash in to bank, and payments are strictly
      followed in his division and proper cash book and accounts are
      correctly maintained.
4.8   He has to procure and handle the stock of construction materials
      required or minor and maintenance works to be executed
      departmentally. He is responsible to keep the correct account of
      stock, plant & machineries and road metal. He has to ensure the
      maintenance of prescribed five registers for day to day and monthly
       receipt consumption and balance of materials purchased in his
       division.
4.9    He has to submit monthly account to the Accountant General in time.
4.10   He has to reconcile the cash and cheque drawings and withdrawals
       with treasury books of accounts every month.
4.11   He is responsible for reconciliation of expenditure figures as per his
       books of accounts with the books of accounts of A.G.
4.12   He is responsible for upkeep and proper maintenance of all buildings,
       roads and bridges in his divisions and to see that no encroachment of
       Govt. land is made.


5. Deputy Executive Engineer:
5.1    He is the responsible to the Executive Engineer for constructions &
       maintenance of Roads, bridges & buildings in his sub-divisions.
5.2    He is responsible for survey, investigations and preparations of plans &
       estimates for budgeted new works and for preparation of plans and
       estimate for maintenance of Roads & Buildings in his sub-division. He
       accords technical sanction to estimates within delegated powers and
       submit plans & estimates to the Executive Engineer where the cost of
       estimate is beyond the powers delegated to him.
5.3    He is empower to invite tenders for work estimated to cost up to
       Rs. 1.50 lakhs after the work is administrative approval, technical
       sanction and adequate budget provision is placed at his disposal. He
       should invite one tender for one estimate sanctioned. If tenders are to
       be invited by splitting the works, he should obtain prior approval of
       Govt.
5.4    After issue of the work order, he should ensure that the works under
       execution are of proper quality standard. For this purpose, he should
       frequently inspect the work on site, see that adequate test of materials
       to be sued in works are carried out, site records as prescribed are
       maintained and test check the measurement recorded by Section
       Officers. He is also to ensure that the contract conditions about quality
       of works, progress of works and financial aspects are strictly adhered
       to.
5.5    Records the final measurement of works in his sub-division. If running
       measurements are recorded by Section Officers, he should test
       checked these measurements when the value exceeds the prescribed
       limits. Further he has to see that the measurement for supply of
       materials above Rs. 20,000/- and up to Rs. 75,000/- are 100%
       crossed checked by Dy. Executive Engineer before recommending the
       payment. He has also to see that the measurement of materials for
       road construction are 100% cross checked by another Dy. Executive
       Engineer before recommending the payment.
5.6    He is responsible to restrict expenditure within allotted budget and
       released L.C.
5.7    He is responsible to see that the financial and accounts rules for

       bank, remittance of cash in to bank, and payments are strictly
       followed in his sub-division and proper cash book and accounts are
       correctly maintained.
5.8    He has to submit monthly account to the divisional office in time.

       roads and bridges in his divisions and to see that no encroachment of
