I refer to your letters of 4 March 2011 and 7 March 2011 informing me that Kingston upon
Thames Council is minded to grant planning permission for the above planning application. I
refer you also to the notice that was issued on 10 March 2011 under the provisions of article
5(1)(b)(i) of the above Order.

Having now considered a report on this case (reference PDU/2573/02 copy enclosed), I am
content to allow Kingston upon Thames Council to determine the case itself, subject to any
action that the Secretary of State may take, and do not therefore wish to direct refusal.
