The minutes of Lezayre Parish Commissioners meeting held on Thursday 4
October 2007, at 7.00pm, The Community Hall, Clenagh Road, Sulby, Lezayre.
Members present: Mrs V A Quane (Chairman), Mr A D Radcliffe, Mrs F
Robinson, Mrs C S Sheard and Mr A K Brew. Mrs R Cringle, Clerk was in
attendance. There was one member of the Public in attendance, no members of
the Press attended.
The minutes of the previous meeting held on Thursday 6 September 2007,
having been circulated, were taken as read and signed as a correct record by the
Matters arising from the minutes
War Memorial - Mrs Quane advised that she has been unable to proceed any
further with the restoration. It was agreed by the Commissioners that it would be
better if it could be restored by somebody on the Island. Mr Brew said he would
look into the matter further. If no solution can be found then the Commissioners
will contact the War Memorial Trust in London to see if they can give any advice.
Wall at the Community Hall – Mr Radcliffe thought a dwarf wall with fencing on
top may be the best idea. It was agreed (proposed Mr Radcliffe: seconded Mrs
Quane) that the Clerk is to write to the occupiers of next door to see if they have
any thoughts on the type of boundary wall they would require. Mrs Quane will
then discuss options with Caines Builders.
Kerbside Collection Study – Mrs Sheard and Mr Brew attended the meeting held
by Mr Shimmin MHK. They discussed the issues raised at the meeting and
explained that the outcome was that the Island must start recycling on a greater
scale. It will start in Douglas, Onchan and Braddan in approximately one year’s
time and then over the next 2/3 years consultants will look into organic and
plastic bottle recycling. The Commissioners felt that they should be able to
monitor the situation and assess the study as it rolls out.
Refuse Board Meeting – Mrs Quane advised that she had attended the refuse
board meeting where they had also discussed recycling.
Northern Neighbourhood Policing Team Level One Tasking Group Minutes of
meeting held Tues 4 Sept 07. Crime figures down for the time of year. Noted.
Road Transport Licensing Committee Applications, Decisions and Notices
Circular No. 214. Butterflies Day Nursery, The Mill, Sulby Glen. Minibus to
provide a Commercial Courtesy Service in conjunction with a nursery school
Department of Transport Mrs Barry questionnaire on Annual Events. Noted.
Department of Transport Cara Ravenshear email confirming she will get the
public light engineer to fix the streetlight outside The Community Hall. She will
also check if the property owners are responsible for cutting back branches or it
is their responsibility. The Commissioners were pleased to note that the
streetlight outside the Community Hall had been fixed.
Susan, Simon & Ruairi McNally re Proposed Mountain Road Sign – Complaint
about proposal of sign in Sulby without consulting residents.
Dou & Manna Bairstow re Proposed Mountain Road Sign – Complaint about
decision to erect sign when this has had such strong opposition in the past. Also
various points about costs, benefits and light pollution. He also provided a copy
of a letter sent to residents by the Department of Transport dated 28 September
2007 giving 9 options of locating the sign and their recommendations. Lezayre
Commissioners have not received a copy of this letter.
Sue Wooley IOM Newspapers re Proposed Mountain Road Sign - Email
requesting Commissioners views on the proposed sign for Sulby.
The Commissioners discussed the proposals for the new Mountain Road Sign at
Sulby. It was agreed (proposed Mrs Sheard: seconded Mr Radcliffe) that the
Commissioners were of the opinion that the signs should be at “Option A
(existing location) & Option G (on Claddaghs Road)”. The Clerk is to write to the
DOT advising them of the Commissioners views and convey their feelings that
they would have liked to have been officially consulted at the time. The Clerk is to
write to the other parties involved.
DoLGE Planning Committee re Agricultural Workers Tie. Advising that the
Committee shares the concerns of the Commissioners and has raised the issue
with the Department. Noted
Department of Agriculture Fisheries & Forestry re Sulby Claddagh Liaison Group
Meeting Thursday 18/10/07. Ideas requested for improving the site layout at the
Claddagh in terms of access control & zoning of activities. Mr Brew and Mrs
Robinson will attend the meeting.
Northern Local Authorities Swimming Pool Board – Photograph Competition. It
was agreed (proposed Mrs Sheard: seconded Mr Brew) that the Commissioners
would like to arrange a competition for Lezayre. It was thought that letters should
be sent out to all Schools and other organizations and a poster made to advertise
the Competition. The Clerk will look into the matter.
Mr John Kermeen, Manx Grand Prix Supporters Club. Thanking Lezayre
Commissioners for loan of tables and chairs for the TT Grandstand and allowing
the club to collect during MGP week. Total raised for Helicopter Fund was
Northern Neighbours Ann McDonald notification that Lisa Simms is no longer the
Assistant Scheme Manager of Northern Neighbours. Mrs Jayne Sloane, the
Island Live-at-Home Scheme Co-coordinator, is currently acting as the manager
in the north and she can be contacted at the Town Hall in Ramsey. Noted.
Ballaugh Parish Commissioners Civic Sunday at 10.30am on Sunday 7 October
2007. Mrs Quane and Mr Radcliffe will attend.
Mrs L M Baldwin-Charles letter of thanks to the Commissioners, for all the work
done by the Commissioners, as she is moving from Lezayre. The Commissioners
were very pleased and noted Mrs Baldwin-Charles’s kind remarks.
Manx Electricity Authority. Report on Streetlights and ways of saving money. Mrs
Sheard took the document to read and will report back to the Commissioners.
Manx Grand Prix Supporters Club. Letter from Mr John Kermeen applying to the
Commissioners for permission to collect in the Sulby/Ginger Hall areas 24May08
to 07Jun08 and 16Aug08 to 30Aug08 all proceeds to the Rescue Helicopters for
the 2008 Manx Grand Prix. The Commissioners agreed (proposed Mrs Quane:
seconded Mrs Sheard) that the Clerk should send a letter confirming the Club
can collect in Lezayre.
DoLGE Carole Sutherland.The Department is seeking Tynwald allowing local
authorities to borrow up to £25000 for rate borne schemes without Department
approval. Also wish to know Commissioners views on other methods of finance
such as leasing agreements by 31 October 2007. The Commissioners agreed
(proposed Mrs Robinson: seconded Mrs Sheard) that they thought that this was
being proposed to help Local Authorities however there were a few points that
they wished answered. The Clerk is to write to Carole Sutherland.
Castletown Town Commissioners Civic Sunday @ 2.40pm on Sunday 21
October 2007. The Clerk is to write sending apologies that none of the
Commissioners are available to attend.
Institute of Occupational Safety and Health Barbara OLeary Health and Safety
Seminar 23 October 2007. The Clerk is to write giving our apologies that no one
is available to attend.
Lonan Parish Commissioners Civic Service at 11.00am Sunday 14 Oct 07. Mrs
Quane will be attending.
Department of Agriculture Fisheries & Forestry re Christmas Tree Orders. It was
agreed (proposed Mr Brew: seconded Mr Radcliffe) that two16 foot trees are
required. One to be delivered to Kella Mill and the other to Raymond Caleys.
Mrs Avril Muller re Hire of Hall for an evening of Clairvoyance to raise funds for a
charity called Willomee. It was agreed by a Majority of 3 to 2 that the
Commissioners should allow the evening to go ahead once the charity concerned
has been formally identified. The Clerk is to contact Mrs Muller to advise her.
Mr Peter Carroll copy of letter sent to the Police over speeding on Clenagh Road,
Sulby. Mrs Quane will also discuss this with Hazel Fletcher at the next Traffic
Management meeting. The Clerk will write to Mr Carroll to advise him.
Barbara Dunworth Secretary to the Municipal Association. Email introducing
herself. Also asking if the Commissioners would be agreeable to their Chairman,
Mrs Wendy Megson, attending one of Lezayre Commissioners meetings after the
end of October. The Commissioners agreed (proposed Mrs Quane: seconded
Mrs Sheard) that they invite Barbara Dunworth to meet them at 6.30pm before
the next meeting on Thursday 1 November2007.

Any Other Business
Mrs Quane asked the member of public if there was anything she wished to
discuss. She advised that she was still concerned over the speed limit in Glen
Auldyn, especially with the number of large vehicles that travel up and down the
road and the fact that children use the road to walk to and from school. She also
commented on the position of the 50mph speed limit sign on Lezayre Road as
being too close to the turning into Glen Auldyn Road. After much discussion with
the Commissioners it was agreed (proposed Mrs Sheard; seconded Mr Radcliffe)
that Mrs Quane will discuss the matter with Hazel Fletcher when she attends the
next Traffic Management Meeting.
Mrs Sheard wished to thank the staff at Milntown for their generous hospitality
and their time showing the Commissioners around the house and gardens. The
Clerk is to write thanking them.
Mrs Quane wished to remind everyone that Remembrance Day will be held on
Sunday 11 November 2007 at 11.45am at the War Memorial.
The Commissioners agreed (proposed Mrs Quane: seconded Mrs Sheard) that
they would like to have a Christmas Lights Competition again with a prize for the

Clerk should contact the Manx Electricity Authority about the electric cable to the
sub station at Sulby Bridge. The Clerk will liaise with Mr Brew to draw up a
location plan highlighting the concerns the Commissioners have.
Mrs Quane reminded everybody that Lezayre Parish Commissioners Civic
Service will be on Sunday 28 October 2007 at Kirk Christ Church, Churchtown,
Lezayre at 11.00am. Invitations are to be sent out and Notices are to be put in
the newspapers and in the notice boards.
The Next Meeting was arranged for Thursday 1 November 2007 in the
Community Hall, Clenagh Road, Sulby, Lezayre at 7.00pm.
