Appeal to the State Employee Health Commission
If a member is dissatisfied with the outcome of the appeals process with their Contract Administrator, he or she can
appeal further to the State Employee Health Commission. Appeals must be exhausted at all levels through the
Contract Administrator (ie, health or dental insurance carrier) before appealing to the Commission. The
Commission maintains an appeals panel consisting of representatives from labor and management. For more
information on appeals to the Commission Appeals Panel, contact the Office of Employee Health and Benefits at
1-800-422-4503 or (207) 287-6780.
Notice of further appeal rights: If the appellant or the insurance vendor is not satisfied with the decision of the
Appeals Panel, further appeal may be made to the State Employee Health Commission within thirty (30) days of
receipt of the Appeals Panel decision. Upon review of the appeal, the Commission may remand the case to the
Panel or may conduct a hearing before members of the Commission. Members who wish to pursue an appeal to
the Commission must submit a letter stating their appeal along with a copy of the decision made by the Appeals
Panel. Information should be mailed to the address at the top of this letter.
