Cultural Competency Training
across the West Midlands

RECC Training the Trainer Programme
for the West Midlands
• To develop a regional capacity in the West Midlands for
the delivery of the newly produced Race Equality and
Cultural Capability materials by Ferns Associates and
CSIP/NIMHE through the creation of a pool of trained
and accredited mental health trainers, including BME
service users, survivors and carers.

Key objectives of the programme
• A Regional pool of trainers will be a very valuable asset
to all mental health training in the Region as once
established it will provide expertise and training input in a
variety of ways involving race equality and cultural
capability issues.
• It will also be a great opportunity to increase the number
of BME service user / survivor trainers in the area.
• The materials are designed for multidisciplinary working
and will have an impact on local cross agency working
and improve channels of communication between local
services working in multi-ethnic areas.

• Less fear of mental health services among BME
communities and service users
• Increased satisfaction with services

Approach developed
• Each candidate completed the following processes:
• Recruitment and selection
• Two forms have been designed; one aimed at Service Users/ Survivor
consultants and another at Practitioners/ CDWs/ Clinicians
• Pre-course questionnaire template has been designed.
• Post course questionnaires and evaluation models and templates have been
developed and will be piloted
• A template guide outlining:
• Commitment to the RECC Programme
• The selection process; with timescales for commitment
• Briefing on MUST ENSURE SIGN UP FROM DIRECTOR for completion of all
stages of the training.
• Template for Criteria of RECC Trainers has been developed

General Comments
• Programme piloted in the West Midlands
• More effective having the direct involvement of Race
Equality Lead and Project Development Lead
• Consider the size of the group - 22 too large?
• Level of support required
• Consider regional ‘expert’ group

Learning Points
• Increase the number of days for the RECC
Programme to allow time for in-depth exploration of
materials
• Reduce the total numbers of participants to facilitate
better management of process
• During application process, designate criteria as
essential or desirable
• Ensure all practitioner trainers applying have some
training experience
• Ensure all participants have some basic knowledge
of mental health issues

Challenges of Implementing
• Ensuring commitment is realistic to the whole
training programme
• Getting the right cohorts and right mix of trainers – 5
users and 11 practitioners
• Concerns on over-capacity
• Ensure focus on ‘right people with relevant skills
mix’ to ensure implementation and risks this process
can carry.
• Ensuring that all the Trainers and User Trainers have
support networks and support mechanisms that they
can draw upon to support their learning and
development

Delivery of RECC Training
• Each cohort begins planning the delivery of modular
direct training to practitioners within 6-9 months of
training – timeline for delivery from the 1st cohort of
train the trainers.
• March 2008 – feedback, evaluation, monitoring and
production of outcomes report
• April 2008 – Accreditation and recognition for
Course trainers and participants
