II. Organisational Context
The Women United Nations Entity for Gender Equality and the Empowerment of Women (hereafter UN
Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the
elimination of discrimination against women and girls; the empowerment of women; and the
achievement of equality between women and men as partners and beneficiaries of development, human
rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts,
UN Women will lead and coordinate United Nations system all efforts of the to ensure that commitments
on gender equality and gender mainstreaming translate into action throughout the world. It will provide
strong and coherent leadership in support of Member States' priorities and efforts, building effective
partnerships with civil society and other relevant actors.
UN WOMEN set up its office in Dhaka in 2006 at the invitation of the Government of Bangladesh and
since then has been supporting the implementation of various programmes. Some of the specific
programme areas in which UN WOMEN is involved in Bangladesh include supporting the government
institutions in strengthening the national structures and mechanisms for gender mainstreaming in all
relevant government programme; projects, policies, actions and budgets; ensuring safe migration of
women; supporting efforts for the elimination of violence against women; combating HIV/AIDS;
CEDAW learning and sharing both at national and regional levels; promoting economic security for
women; supporting excluded women’s network; and taking the Beijing biennial review process forward.
UN WOMEN has consolidated and intensified its work with a range of stakeholders in Bangladesh
including the government, the civil society, women’s organisations, UN agencies and donors, towards the
promotion of gender equality and women’s empowerment. UN Women is closely working with the
government and other stakeholders and has the wherewithal to influence policymaking as it has built its
credibility on issues of women’s empowerment in Bangladesh.
Under its programme, “Reducing vulnerability of women affected by climate change through livelihood
options, the programme aims at reducing vulnerability of women in selected disaster prone districts by
building skills on sustainable livelihood alternatives. It also seeks to transform women as change agents
to have a greater voice in shaping climate change, adaptation and mitigation measures.
The Programme Associate (Climate Change) will work under the direct supervision of Programme
Coordinator(Climate Change) and in close collaboration with the implementing partners and stakeholders
involved with the programme in Bangladesh and South Asia Regional Office in India.
III. Functions / Key Results Expected
Summary of Key Functions:
Support to formulation of programme strategies and implementation of the Climate Change
Support to management of the Women and Climate Change Programme
Provide administrative support to the Women and Climate Change Programme
Support to resource mobilization
Facilitation of knowledge building and knowledge sharing
Liaise between the Programme Co-ordinator (Climate Change) and District Programme Officers
(Climate Change) for maintaining good communication within the Programme.
Collection, analysis and presentation of background information for preparation of policy advocacy
for engendered Climate change strategies in Bangladesh, effective application of RBM tools and
establishment of management targets (BSC).
Presentation of background information for formulation of training modules for government officials,
work plans, budgets, proposals on implementation arrangements.
Provides effective support to management of the Women and Climate change programme focusing
on the achievement of the following results:
Creation of a project in Atlas, preparation of required budget revisions, revision of project award and
project status, determination of unutilized funds, operational and financial close of a project.
Provision of guidance to the executing agencies on routine implementation of projects.
Presentation of information for audit of NEX projects, supports implementation of audit
Provides administrative support to the Programme Unit focusing on achievement of the following
Review of Financial Reports; preparation of non-PO vouchers for development projects.
Maintenance of the internal expenditures control system which ensures that vouchers processed are
matched and completed, transactions are correctly recorded and posted in Atlas.
Timely corrective actions on unposted vouchers, including the vouchers with budget check errors,
match exceptions, unapproved vouchers.
Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas.
Making budget check for requisitions, POs and vouchers.
Supports resource mobilisation focusing on achievement of the following results:
Analysis of information on donors, preparation of donor’s profile.
Track and reporting on mobilized resources. Review of contributions agreement, managing
contributions in Atlas.
Ensures facilitation of knowledge building and knowledge sharing in the engendered Climate change
programme focusing on achievement of the following results:
Organization of trainings for the operations/ projects staff on programme.
Synthesis of lessons learnt and best practices in programme.
Sound contributions to knowledge networks and communities of practice.
IV. Impact of Results
The key results have an impact on the overall performance of the Programme Unit and success in
implementation of programme strategies. Accurate analysis, data entry and presentation of information
ensure proper programme implementation.

VI. Recruitment Qualifications
Education: University Degree in Business or Public Administration, Economics, Political/Social
Science would be desirable, but it is not a requirement.
Experience: At least 5 years of progressively responsible administrative or programme
experience is required at the national or international level.
Experience in the usage of computers and office software packages (MS
Word, Excel, etc) and advance knowledge of spread sheet and database
Experience in handling of web based management systems.
Language Requirements: Fluency in written and spoken English and language of the duty station.
