CARLTON cum WILLINGHAM PARISH COUNCIL
Minutes of the Parish Council Meeting held in St Peter’s Church Carlton
On Tuesday 18th November 2003
Present: Caroline Revitt (Chairman), Michael Mann, Malcolm Stennett, Margaret Whalley,
Gill Davis, Hedley Francis, Richard Barrett District Councillor and M Reynolds as Clerk.
1 Apologies: Terry Bear County Councillor
2 Previous Minutes. Of 19th August should have recorded that J Coppen was present.
3 Matters arising. Minute 7 The clerk reported that the salt bin had been purchased and sited
on Brinkley Road hill, together with the road markers on the Old School bend of Church
Road.
4 Finance. The Clerk presented the Receipts, Expenditure and reconciliation report since the
last meeting that was accepted by councillors. The external auditor’s report for fiscal year
2002 – 2003 had been received as satisfactory. The Clerk pointed out that there was an
increase in charges for this work.
Payment authorisation was given for:
CALC - Training £3.30
Moore Stephens Audit fee £141
5 Planning applications: None had been received. The Parish Council had received a copy of a
letter complaining of work of extensive tree trimming that had been carried at the building site
in Brinkley Road. The letter had been addressed correctly to the Planning Officer at SCDC
and it is understood the developer will be addressing the problem.
6 Environmental: The Chairman reported that an allocation of native type trees would be
available from C.C.C, and agreement had been made with Thurlow estate on the siting of them
along the Walkway. A date for planting and for an official opening is to be set.
Whilst still awaiting an invoice from B.T. for the telegraph pole moving against an estimate of
£4,840 there is £3,498 set aside in the Parish accounts, without calling in the second round of
pledges from residents.
7 Highways: The Clerk reported that S.C.D.C. had been informed of a number of road name
signs that are missing or need re-fixing, which includes the CARLTON village sign in Carlton
Green Road.
8 Councillors Training: Councillors M Stennett and M Whalley reported on a course they
attended on the role of a Parish Councillor. They found it most informative in light of their
responsibilities and liabilities as a councillor under current legislation. Then, how that risk
should be managed. Together with the Clerk they would review the current situation of
liability within the parish boundaries and report at the next Parish Council meeting.
9 A.O.B. M Whalley informed the Council of two burglaries that had take place in Carlton
Green, garden machinery had been taken. It was also reported that water was flooding across
the bend just prior to Lophams Hall going to Carlton Green. Concern was expressed about the
vehicle parking on the pavement along Church Road; this at times meant having to step out
into the road to pass by.
Villagers are informed that the web site for Carlton is worth viewing by calling up
www.carlton-cambridgeshire.ord.uk.
10 The next meeting is to be held on Tuesday 17th February 2004
The meeting closed at 9.20pm.
