1. Consultation Undertaken Under Regulation 28 – Submission Draft
Consultation

1.1
The pre-submission draft SCI was amended in light of the comments received
and the Submission Draft SCI, was formally submitted to the Secretary of State
on 29 December 2006. In line with Regulation 28 of the Town and Country
Planning (Local Development) (England) Regulations 2004, a six week period of
public consultation on the document took place between 29 December and 9
February 2007. During this period copies of the Submission Draft SCI, DPD
matters, a Statement of Compliance and a comments form were made available.
The following specific actions were taken:

      The document, Statement of Compliance and comments form were made
       available on the Borough Council website, with a statement explaining
       where and when paper copies of the documents were available for
       inspection.

      Copies of the document, Statement of Compliance and comments form
       were placed at all libraries in the Borough and at the Borough Council
       offices.

      Statutory notices were placed in the Basingstoke Gazette on 28
       December, the Andover Advertiser on 29 December, and the Newbury
       Weekly News on 28 December. A copy of the statutory notice is set out in
       appendix 1.

      A press release was published to raise awareness, a copy of which is
       included in appendix 2.

      Copies of the document, DPD matters, Statement of Compliance and
       comments form, along with details of where the documents were available
       for inspection, were sent to the consultees listed below. A copy of the
       accompanying letter is shown in appendix 3. A list of consultees is
       attached as appendix 4.

          o Parish and town councils in the Borough
          o Neighbouring local authorities

      A notification letter or email (set out in appendix 5) was sent to the
       consultees listed below, inviting comments on the documents, setting out
       the next stages of the process and outlining where hard copies of the

       documents were available for inspection. A copy of the DPD matters and
       a comments form were also provided.

2. Representations Made on the Submission Draft

2.1
21 representations have been received by the Borough Council in response to
the consultation on the Submission Draft SCI. Details of these representations
are outlined in appendix 6 of this report, where a summary is given of the main
issues raised. Appendix 6 includes a response to the issues raised and offers,
where necessary, suggested changes to the final SCI which the Inspector may
wish to consider.

2.2
Of the representations received, nine representations found the SCI or part of the
SCI to be unsound. 12 found the SCI to be sound. Seven representations state
that they wish to have their objection considered as a written representation
whilst 14 representations have not indicated a preference. Therefore, no
individuals or organisations have stated that they wish to appear and present
their case at a public examination.

2.3
In order to complete its statutory duty under section 31 of the Town and Country
Planning (Local Development) (England) Regulations 2004, the Borough Council
has undertaken the following:

      The representations received have been made available at the same
       location as the pre-submission SCI was available for Inspection under
       regulation 26, namely at local libraries and at the civic offices

      The representations have been published on the Borough Council’s
       website (basingstoke.gov.uk)

      The representations have been summarised, as shown in appendix 6, to
       highlight the main issues raised.

      Four copies of this statement will be sent to the Secretary of State, along
       with copies of the actual representations made. An electronic version of
       the information will also be provided.

Residents and businesses are being urged to ensure that they are happy with
Basingstoke and Deane Borough Council’s plans to involve them in the planning
process in the future.

"New development proposals generate more calls, emails and letters for
councillors than any other single aspect of the council's work", said Cabinet
Member for Planning and Transport Horace Mitchell, launching the council's
latest consultation paper.

"This is the opportunity for local people and businesses to tell us how to make
sure your views are heard, understood and responded to in the future".

Cllr Mitchell was launching the 'Draft Statement of Community Involvement',
which sets out how residents and other interested groups and bodies will be
consulted on future planning applications and other planning guidance
documents.

Now is the last time to comment, as this is the final draft, to be submitted to the
Secretary of State on 29 December. Comments can be received from the public
until Thursday 8 February.

The draft statement, along with forms to give your views, are on-line at
www.basingstoke.gov.uk. They are also available from Parklands Reception at
the Civic Offices, open Monday to Thursday 8.30am to 5.00pm and Friday
8.30am to 4.30pm, and at local libraries

As you will be aware, the Borough Council is currently in the process of preparing a
Statement of Community Involvement (SCI), which will detail how we will consult and
involve the community in decisions on planning matters. Following the completion of two
stages of consultation, a proposed Submission Draft SCI has now been drawn up,
incorporating the comments received as appropriate. This will be submitted on 29
December 2006 to the Secretary of State for an ‘examination’ of its soundness. A copy
of the SCI, including an executive summary, is enclosed.

The submission of the SCI to the Secretary of State triggers the start of a statutory 6
week period of public consultation. As either a statutory or local consultee, or as a result
of previously expressing an interest in the SCI, you are now invited to submit your
comments on the document. Your comments must relate to the 9 tests of soundness set
out in Government guidance and therefore all representations should be made on the
comment form enclosed with this letter.

At the end of the consultation period in February 2007, we will make publicly available all
of the responses received. All comments will be considered during an ‘examination’ of
the SCI when an independent Planning Inspector will scrutinise the document in light of
the tests of soundness. During the examination, which is expected to take place around
May 2007, it is anticipated that most objections can be dealt with by way of written
representation, although it may be necessary to arrange hearing sessions involving a
discussion chaired by the Inspector. Following the examination, the Inspector will issue a
report to the Borough Council on the SCI. The report is binding, and it may contain a
number of recommendations that must be addressed before the SCI can be adopted as
Council policy.

website for downloading at www.basingstoke.gov.uk. Hard copies can also be obtained
from the Parklands Reception at the Civic Offices, from all libraries in the Borough, or by
