SYSTEMS DEVELOPMENT SPECIALIST IV
(Web Application Developer)
Full-time position 37.5 hrs/wk
$46,722.00 - $55,497.00
SCOPE OF WORK: Develops and implements software solutions in order to manage the development,
implementation, and maintenance of web-based applications.
Design and document detailed functional specifications, system specifications and program specifications
Provide software development, support, and maintenance services for Racing and Charitable Gaming
Commission (RCGC) web-based applications and databases, designing normalized database structures and
tables, graphic user interface, and navigation paths.
Develop new and enhance existing software applications as assigned. This includes conducting user needs
assessments, documenting development, change & completion milestones, and maintaining compliance
with existing standards.
Develops tests, debugs and maintains computer application in .Net and IIS environments in compliance
with general and specific DoIT and industry standards.
Prepare and complete notification/acceptance information on solution version enhancements including
change orders, milestone or completion documents, support and training documentation.
Prepare and deliver formal presentations to senior management, both orally and in writing.
Demonstrates a clear understanding of all aspects of web technologies that will enable the RCGC to build,
integrate, and deploy web-based applications.
Performs desktop related troubleshooting, including diagnosis, resolution, and documentation for all
desktop related hardware and software including operating systems, peripherals and application software.
Monitors relevant help desk tickets and assigns self or other appropriate technician for resolution.
Education: Bachelor's degree from a recognized college or university with at least 15 credit hours in the field
of computer science. Each additional year of approved formal education may be substituted for one year of
required work experience.
Experience: Four years’ experience as a computer programmer or systems analyst associated with computer
systems similar to the recruiting agency. Each additional year of approved work experience may be substituted
for one year of required formal education.
PREFERRED QUALIFICATIONS: Web application development using various software languages and
RECOMMENDED WORK TRAITS:
Knowledge of: Technical knowledge and understanding of rational database design, MS SQL required, Oracle
database skills are desirable.
Ability to: Evaluate present systems, organize data and develop new systems procedures based on user input,
system constraints, and prioritized responses; communicate effectively with various department and division
representatives; reduce problems to basic details; establish and maintain effective working relationships with
customers, superiors, associates and with representatives from other state departments.
