							                                    PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 25 July 2000
      DOCKET NUMBER: AR1999034853

I certify that hereinafter is recorded the true and complete record of the
proceedings of the Army Board for Correction of Military Records in the case of the
above-named individual.

Mr. Carl W. S. Chun Director
       Mr. Vic Whitney Analyst

The following members, a quorum, were present:

       Mr. Ted S. Kanamine Chairperson
       Mr. John H. Kern Member
       Mr. Stanley Kelley Member

The applicant and counsel if any, did not appear before the Board.

The Board considered the following evidence:

Exhibit A - Application for correction of military
               records
Exhibit B - Military Personnel Records (including
                   advisory opinion, if any)

FINDINGS:

1. The applicant has exhausted or the Board has waived the requirement for
exhaustion of all administrative remedies afforded by existing law or regulations.
ABCMR Proceedings (cont) AR1999034853

2. The applicant requests that his military occupational specialty (MOS) be changed to
11E (armor crewman) instead of 64B (truck driver).

3. The applicant states that he was trained as a tanker, served on a tank crew, and
was wounded in Vietnam on a tank.

4. The applicant’s military records show that he enlisted and entered active duty on 21
November 1966. He completed training as an armor crewman, MOS 11E, and was
assigned to Vietnam.

5. While in Vietnam the applicant was assigned to a headquarters company of a tank
battalion with the duty MOS of 64B. On 11 June 1967 he requested assignment as an
11E with the tank company he was attached to. On 17 June 1967 his request was
disapproved because of the shortage of truck drivers. On 19 July 1968 he was
promoted to pay grade E-4 with the MOS of 64B.

6. The applicant was awarded the Bronze Star Medal with “V” device for his actions on
4 February 1968 while serving as a tank crewmember. He was also awarded the
Purple Heart for his wounds on that date. He was wounded again on 16 March 1968,
awarded a second Purple Heart, and medically evacuated because of his wounds.

7. A convalescent leave order, dated 22 April 1968, and a reassignment order, dated
16 August 1968, shows his MOS as 11E. His separation orders for retirement based
on physical disability and his data for retired pay show his MOS as 64B.

8. The applicant’s DA Form 20 (Enlisted Qualification Record) shows that he was
awarded MOS 11E on 7 April 1967, and further awarded MOS 64B on 19 March 1968,
three days after he entered a patient status. His list of principal duties show that he
was assigned in MOS 64B while in Vietnam until he entered a patient status.

9. Effective 30 October 1968 the applicant was transferred to the Retired Reserve.
His DD Form 214 (Report of Transfer or Discharge) shows his specialty number as 64B.

CONCLUSIONS:

1. There is sufficient evidence of record to show that the applicant was trained as and
served, for an unknown period of time in Vietnam, as an armor crewman in MOS 11E.

2. Notwithstanding the other evidence of record that he served for an unknown period
of time in the duty MOS of 64B, he was wounded in action while serving as an armor
crewman, and is entitled to have his records corrected to show his most significant duty
assignment in MOS 11E.

3. In view of the foregoing, the applicant’s records should be corrected as
recommended below.

RECOMMENDATION:

That all of the Department of the Army records related to this case for the individual
concerned be corrected by showing that he was separated from active duty with the
specialty number of 11E20, armor crewman.
