There were 3 waste coal-fired power plants of approximately   No               No

no longer active in the permitting or development process.
Good Spring has not begun construction, faces additional
permit challenges, and has no off-taker for the power or
demonstrated financial ability to construct.



There have been 3 IGCC or coal to liquid power plants of      No               No

Bend, Conneaut, Lima). None of the facilities are actively in
the permitting process and 2 of the 3 have been dropped from
development by the companies involved.




No construction has occurred on this facility and there is no     No           No

in order to move forward with construction. There is no final air
permit for the facility and the Kentucky Division of Air does not
expect a final permit to be issued soon.




Longleaf’s air permit remains under challenge, no power          No            No
purchase agreements have been identified, and one of the
project developers (Dynegy) has withdrawn from the facility.
No construction has begun, the Department of Energy (which No          No
had budgeted financial support for the plant) no longer lists the
project as a priority, the facility has no air permit and no off-
taker for the power from the facility. No evidence of the
financial wherewithal to begin construction exists.




Basin Electric has stopped development of this project. No       No    No
permits exist for the facility.



No construction has occurred on this facility, there is no    No       No
evidence of sufficient power purchase agreements or financing
in order to move forward with construction, and one of the
development partners for the facility - Dynegy - has backed
out. There is no final air permit for the facility and the
Arkansas DEQ has not heard from LS Power since January of
2010 despite requests for additional information.




We think this is just a clerical error in the spreadsheet. There No    No
are two 534 MW Wise Energy coal plants listed in Virginia.
One is listed as planned, the other under construction. Should
only be one project, which is under construction. The
"planned" facility should be excluded.
NEL received strong overall support of EISPC members with         No   No
69% voting for inclusion of the project. This indicates that a
strong majority of EISPC representatives agree that the project
meets the “reasonably certain” criteria. Despite strong regional
and overall support that the project is “reasonably certain”, the
vote when weighted, according to states electricity
consumption, resulted in NEL’s total vote falling below the 66%
threshold. Another transmission project in Illinois which
received 69% of the straight vote, was weighted at 74% and
included in the baseline case.
NEL is an ‘elective upgrade’ identified in the ISO-NE queue;
ISO-NE did not originally include elective upgrades in its
regional plan submission to the EIPC. However, development
of NEL is progressing and the project is expecting to submit a
filing to FERC in the first quarter of 2011 requesting a
declaratory order as a participant funded transmission line.
NEL has undertaken detailed routing analyses and has in final
draft form a filing addressing environmental permitting for the
bulk of the route. NEL is also in discussion with potential
providers for both REC qualified renewable and balancing
resources that are requesting transmission services across the
