“This"seems"to"me"to"be"a"good"thing,"and"I"would"like"to"obtain"the"reaction"of"the"people"of"
Galveston,”"Mayor"Harris"said.""“I"would"appreciate"receiving"the"reaction"now"and"not"six"months"from"

Mayor"Harris"said"he"has"been"at"work"on"the"plan"for"the"past"four"months"and"has"held"a"number"of"

such"demand"that"I"am"assured"outside"sources"will"buy"them"all."

“In"the"event"that"rent"does"not"pay"the"bonds"and"the"government,"there"is"no"liability"on"the"city.""The"
worst"that"could"happen"would"be"that"the"government"would"take"over"the"property"and"rent"the"
houses."

“I"understand"that"money"is"available"for"Galveston"and"that"this"city"has"an"excellent"claim"on"such"

The"city"commission"has"the"power"to"authorize"the"mayor"to"file"an"application"with"the"government"
for"earmarking"of"such"funds"and"also"to"authorize"the"mayor"to"appoint"five"men"to"set"in"motion"the"
housing"authority."

Mayor"Harris"Friday"conferred"in"Houston"with"representatives"of"the"United"States"housing"authority"in"
connection"with"the"proposed"Galveston"slum"clearance"project.""He"said"Corpus"Christi"now"has"three"
such"projects"pending"and"that"Houston"is"completing"a"project"at"a"cost"of"$10,000,000."

The"mayor"said"he"understands"that"Austin"has"just"completed"the"first"housing"project"in"the"state"of"
Texas.""He"said"the"whole"system"is"new"having"been"started"by"the"government"about"1937."

“Slum#Clearance#Proposal#Arouses#Opposition#Here#/##Head#of#Real#Estate#Board#
Objects#to#“Interference”#

Opposition"to"Mayor"Brantly"Harris,"$1,500,000"slum"clearance"plan"is"developing,"it"was"
reported"yesterday."

Among"those"who"expressed"opposition"to"the"project"was"James"A."Hawkins,"president"of"the"
Galveston"Real"Estate"Board."

Mr."Hawkins"declared"that"there"is"too"much"government"interference"in"business"at"present"
and"that"he"is"opposed"to"the"government’s"going"into"competition"with"private"property"
owners."

“Locally,"state"and"nationally,"we"keep"adding"to"government"expenses"with"no"thought"of"how"

Some"owners"of"large"areas"of"rental"property"are"opposed"to"the"plan"as"the"proposed"modern"

Mayor"Harris"was"given"authority"by"the"board"of"city"commissioners"at"the"meeting"last"
Thursday"[Dec.14th]"to"file"an"application"with"the"United"States"housing"administration"for"the"
earmarking"of"$1,500,000"in"funds"for"a"Galveston"project"

Mayor"Harris"has"made"no"statement"as"to"when"he"will"present"the"application."

On"Dec"9"the"mayor"outlined"plans"for"the"project"and"the"steps"required."

Under"Section"22"of"the"Texas"housing"authority"law"which"went"into"effect"on"Nov3,"1937,"
such"projects"are"tax"exempt,"but"payments"may"be"made""in"lieu"of"taxes."

The"section"reads"as"follows:"

‘The"property"of"an"authority"is"declared"to"be"public"property"used"for"essential"public"and"
governmental"purposes"and"such"property"and"an"authority"shall"be"exempt"from"all"taxes"and"
special"assessments"of"the"city,"the"county"the"state"or"any"political"subdivision"thereof:"
provided,"however,"that"in"lieu"of"such"taxes"or"special"assessments,"an"authority"may"agree"to"
make"payments"to"the"city"or"the"county"or"any"such"political"subdivision"for"improvements,"
services"and"facilities"furnished"by"such"city,"county"or"political"subdivision"for"the"benefit"of"a"
housing"project,"but"in"no"event"shall"such"payments"exceed"the"estimated"cost"to"such"city,"
county"or"political"subdivision"of"the"improvements,"services"or"facilities"to"be"so"furnished.”"

In"his"original"outline"of"the"plan"Mayor"Harris"said"that"under"state"laws"cities"have"the"power"
to"set"up"housing"authorities"to"carry"out"slum"clearance"projects.""The"only"cost"to"the"city"
would"be"the"employment,"at"a"fair"salary"of"the"executive"manager"of"the"housing"authority."

The"mayor"said"that"under"the"plan"there"would"be"two"projects"in"Galveston,"one"for"white"

“Slum#Clearance”#

To"The"News:"

In"order"to"properly"enlighten"property"owners,"taxpayers"and"others"who"would"be"vitally"
affected"by"the"purpose,"broad"powers"and"wide"scope"granted"the"USHA"by"theA"soAcalled"
“slum"clearance"ct”"under"which"Mayor"Harris"proposes"a"“slum"clearance"project”"–"for"the"
city"of"Galveston,"it"is"necessary"to"call"the"attention,"of"those"interested","to"the"package"of"
legislation"concocted"principally"by"United"States"Sen."Robert"F."Wagner"and"colleagues"of"New"
York"City,"and"passed"by"congress,"creating"what"is"nationally"known"as"the#USHA"(United"States"
housing"authority)".""This"act"should"have"been"honestly"branded"so"as"to"accurately"describe"
the"contents"of"the"package."Government"owned"–"tax"freeArental"below"cost"housing"act.""The"
public"is"protected"by"law"against"packages"of"foodstuffs"and"drugs"bearing"misleading"labels;"
but"evidently"we"have"not"yet"advanced"far"enough"along"the"path"of"civilization"to"prohibit"the"
fixing"of"misleading"labels"in"some"of"the"laws"of"our"nation."

If"this"soAcalled"–“slum"clearance"project”—comes"to"this"city"it"will"mean"the"setting"up"of"a"
governing"housing"authority"provided"with"the"powers"of"“eminent"domain”"for"the"purpose"of"
forcibly"acquiring,"through"condemnation"proceedings"if"necessary,"blocks"of"ground"–"with"or"
without"AA""improvements.""The"number"of"blocks"of"ground"to"be"acquired,"also"the"number"
and"type"of"new"houses"and"apartments"to"be"build"on"the"ground,"will"depend"largely"on"the"
amount"of"funds"which"may"be"forthcoming"from"Washington"D.C."

The"USHA"is"by"no"means"compelled"to"purchase"only"property"located"in"slum,"or"blighted"
areas.""It"has"full"authority"to"acquire"unimproved"empty"ground"if"it"sees"fit"to"do"so,"and"to"
allow"the"old"dilapidated"shacks"to"remain"in"the"community.""In"most"of"the"cities"where"these"
housing"projects"are"underway,"no"attempt"was"made"to"acquire"and"clean"off"the"dilapidated"
shacks,"instead"empty"ground"was"used"for"the"new"houses"and"apartments."

The"present"activities"of"the"USHA"are"not"clearing"slums"or"rehousing"slum"dwellers"and,"in"
fact,"Administrator"Nathan"Straus"has"said"publicly"that,"under"the"act,"he"has"no"responsibility"
whatever"for"their"rehousing"and"the"proponents"of"the"USHA"program"are"openly"stating"that"

the"emphasis"on"“slum"clearance”"given"in"the"legislation"was"used"only"as"a"“sop"to"the"
banking"and"real"estate"interests.”""(See"article"in"Harper’s"Magazine"for"March,"entitled:"""
“What’s"Happened"to"Housing?”)"

After"the"authority"acquires"building"sites"it"proceeds"to"build"modern"and"expensive"houses"
and"apartments.""After"they"are"complete"they"are"rented"at"monthly"rentals"not"exceeding"$3"
per"room"per"month,"including"the"furnishing"of"al"utilities"such"as"electricity,"water"and"gas.""It"
is"obvious"to"every"one"that"this"ridiculously"low"rental"is"far"below"cost;"against"such"unfair"
competition"it"is"hopeless"for"privately"owned"property"to"compete.""Low"rentals"are"made"
possible"by"the"fact"that"such"property"is"government"owned"and"controlled"and"therefore"is""
entirely"free"from"all"state,"city,"county,"school"and"federal"taxation.""Aside"from"such"projects"
being"tax"free,"the"rental"charged"is"still"below"cost"of"utilities,"insurance,"wear"and"tear,"
obsolescence"and"repairs.""This"means"that"whatever"oss"is"incurred"by"the"government"on"such"
projects"will"have"to"be"made"up"by"extracting"more"money"from"the"taxpayers."

The"most"colossal"mistake"imaginable"is"to"exempt"large"scale"public"housing"from"local"and"
state"real"estate"taxes,"as"is"being"attempted,"which"thereby"saddles"the"increased"cost"of"
streets,"schools,"community"and"state"services"upon"private"home"owners"and"industry.""That"is"
doing"everything"possible"to"discourage"private"property"and"home"ownership"and"the"
development"of"industry"and"business.""Furthermore"there"is"no"better"way"by"which"the"
financial"condition"of"a"municipality"can"be"more"seriously"jeopardized"than"by"the"exemption"
from"local"taxation"of"a"large"scale"housing"project."""The"finances"of"a"municipality"are"a"matter"
of"serious"import"to"the"holders"of"municipal"bonds,"and"if"a"municipality’s"credit"is"impaired,"
then"what."

Two"important"issues"are"involved"over"big"government"expenditures"for"housing"in"soAcalled"
“slum"areas"of"cities.”""One"is"that"of"government"versus"private"enterprise.""The"other"is"
whether"all"the"people"should"provide"homes"for"themselves"at"their"own"expense,"or"most"of"
the"people"should"bear"a"large"part"of"the"expense"of"providing"homes"for"others."

Before"the"depression"nobody"questioned"that"all"housing"should"be"built"by"private"enterprise"
with"private"capital,"and"occupied"by"its"owner"or"rented"by"them"at"the"market"value.""Private"
investment"in"housing"in"the"decade"before"the"depression"averaged"around"four"billion"dollars"
annually."

Almost"from"the"inception"the"new"deal"has"proceeded"on"two"assumptions"new"in"this"country"
–"(1)"that"it"is"essential"to"the"provision"of"adequate"housing"that"government"shall"erect"part"of"
it,"and"–(2)"that"governmentAbuilt"housing"should"be"rented"at"less"than"cost"–"the"balance"of"
the"cost"to"be"borne""by"the"general"public."

In"invading"the"housing"field"the"government"uses"money"collected"from"all"the"taxpayers"to"
engage"in"direct"competition"with"private"enterprise.""No"convincing"evidence"has"been"offered"
that"that"is"needed"or"tends"to"increase"the"total"amount"of"building.""The"increase"in"total"
housing"construction,"including"government"construction,"has"been"much"less"than"experience"
during"previous"periods"of"recovery"indicates"it"would"have"been"if"the"government"had"
followed"only"policies"of"encouraging"private"enterprise"and"investment."

Nor"is"this"all.""Those"responsible"for"government"housing"construction"assume"that"all"the"poor"
housing"needing"replacement"is"in"congested"parts"of"cities."Every"person"familiar"with"homes"
in"towns"and"the"farms"knows"this"is"not"true.""Millions"of"our"people"outside"of"cities"in"all"
parts"of"the"country"live"in"as"poor"homes"as"any"in"cities.""Most"of"them"are"small"business"
men,"clerks,"farmers,"laborers"and"so"on"who"are"willing"to"work,"and"save,"and"provide"fully"for"
themselves,"as"their"fathers"did.""Why"should"they,"in"addition,"be"taxed"to"help"provide"homes"
fo9r"the"soAcalled"“underprivileged”"in"the"cities?"

Why"so"much"more"concern"in"Washington"about"those"living"in"cities"than"outside"them?""And"
why"so"much"less"concern"about"the"large"majority"who"are"able"and"willing"to"provide"for"
themselves,"than"about"a"minority"who"may"or"may"not"be"less"able,"but"obviously"are"less"
willing,"to"provide"for"themselves?"

One"thing"is"certain:""the"policies"of"(1)"increasing"government"competition"with"private"
enterprise,"and"(2)"heavily"taxing"most"of"the"people"to"help"a"minority,"have"been"
accompanied"thus"far"bys"recovery"than"ever"occurred"in"this"country"from"any"depression"in"
which"such"policies"were"not"followed."

Worth"officials"of"the"USHA"and"has"been"submitted"to"Washington"for"approval"of"USHA"

The"property"includes"all"of"Blocks"282,"291,"292,"351"and"362.""One"block"faces"on"J"between"J"
and"I"and"52nd"and"53.""The"other"four"blocks"are"between"51st"and"53rd"and"I"and"G.""This"
property"lies"immediately"South"of"Moody"Stadium."

Mr."Henslee"said"the"local"authority"has"had"this"site"under"consideration"for"several"months"
and"that"local"officials"are"well"pleased"with"the"area."

improvement"of"existing"houses"in"which"people"can"live"while"the"white"project"is"under"

Mr."Henslee"said"the"proposed"site"in"the"West"end"is"vacant"with"the"exception"of"two"
warehouses."

Commenting"on"proposed"development"of"the"site"Mr."Henslee"said"tentative"plans"call"for"the"
closing"of"52nd"between"G"and"I,"the"closing"of"I"between"52nd"and"53rd.""This"would"leave"51st"
and"53rd"open"for"traffic"between"J"and"Moody"Stadium"and"points"beyond."

Mr."Henslee"said"the"city"owns"the"block"of"ground"to"the"east"of"the"proposed"site"bounded"by"
50th"and"51st"and"G"and"H.""He"said"that"in"the"event"the"white"project"is"developed"on"the"
proposed"site,"the"city"will"be"asked"to"establish"a"public"park"on"the"block"it"owns"in"the"area."
