					                                 REQUEST FOR PROPOSALS (RFP)
                    PROFESSIONAL SERVICES TO PROVIDE REAL ESTATE APPRAISALS
                       FOR THE MILLER CREEK ROAD IMPROVEMENTS PROJECT

 SERVICES TO INCLUDE COMPLETE AND ACCURATE APPRAISALS OF IMPACTED PARCELS WITHIN THE
    SCOPE OF THE ROAD RECONSTRUCTION PROJECT DESIGN LIMITS FOR THE CITY OF MISSOULA

NOTICE TO CONSULTANT APPRAISAL FIRMS:
Notice is hereby given by the City of Missoula, Montana, an Equal Opportunity government, will receive
written proposals to complete property appraisals for the Miller Creek Road Reconstruction Project.
The appraisals to be furnished under this RFP are required by the City for its guidance in making fair and
impartial determinations of fair market value and the just compensation to be offered to each property
owner necessary to complete the project. Selection will be in accordance with City Ordinance 3112
MMC Chapter 2.90 Section 010-060.

The appraisal process should begin in April 2008, with the requested information completed toward the
end of May 2008.

BACKGROUND:
The City of Missoula is working with Missoula County and area property owners to improve access to
the Miller Creek Area of Southwest Missoula. The City has contracted with WGM Group, Inc. for design,
grade and alignment engineering service for road reconstruction, including a roundabout intersection.
Construction is planned for 2009.

SCOPE OF SERVICES:
    Appraise approximately fifteen (15) parcels and prepare and deliver to the City appraisal reports
       within the specified time frame.
    Title commitment reports for each parcel identified and additional parcels that become
       necessary while making the appraisals.
    Testify as an expert witness in behalf of the City in any judicial proceedings involving any
       property appraised under the agreement, if necessary.
    Modify or furnish supplements to any appraisal report furnished under the agreement, without
       additional cost to the City, if (1) applicable principles of law with respect to the valuation of the
       property require the modification or supplementing of such appraisal, (2) material omissions,
       inaccuracies, or defects in the appraisal report are discovered after delivery and acceptance of
       the report by the City, or (3) the Appraiser receives or becomes aware of relevant additional
       appraisal information in existence prior to the date the appraiser signed the report.
       Estimate the value of any right of interest proposed to be reserved by the owner in a property
        appraised by the Appraiser, such as an easement for access to other property of the owner, the
        right to continue occupancy for an extended period after the City acquires the property, or the
        right to remove any building, structure, fixture, or other improvement, if necessary.
       Consult with the City and its legal counsel regarding services to be performed by the Appraiser,
        at such time(s) as may be mutually convenient for the parties to the agreement.

SPECIAL PROVISIONS:
    Appraisal Standards: The appraisals shall be based on nationally recognized appraisal standards
       and techniques to the extent that such principals are consistent with the concepts of value and
       the rules on the admissibility of evidence of value under the eminent domain law of the State.
    Date of Valuation: The Appraiser's valuation shall be as of a date concurrent with the
       preparation of his report, unless the City has specified some other date of valuation.
    Relocation Assistance: The Appraiser's analyses and opinions of property value shall not reflect
       any allowance for the relocation payments and other assistance provided under Title II of the
       Uniform Act.
    Influence of Project on Property Value: In forming opinion(s), the Appraiser shall disregard any
       decrease or increase in the fair market value of the real property to be acquired, prior to the
       date of valuation, caused by the project for which the property is to be acquired, or by the
       likelyhood that the property would be acquired for such project, other than that due to physical
       deterioration within the reasonable control of the owner.

Information to be provided by City:
     Preliminary design plans for the Miller Creek Road Improvements Project.
     A Map or Plat, based on official records, of the real property, showing boundaries and
       dimensions of the parcels. Each parcel shall be designated by a number, and the parcel
       numbers shown on the Appraiser's reports shall correspond to the parcel numbers shown on
       the map or plat. However, additional parcel numbers may be assigned by the Appraiser for
       easements appraised separately or for additional parcels revealed while making the appraisals.
       The Appraiser shall promptly advise the City of any such additions.

PROJECT BUDGET:
Approximately $35,000.00 is available for property appraisals and acquisition of impacted parcels within
the project design limits.

SELECTION COMMITTEE:
The Selection Committee consisting of the Director of Public Works, City Engineer, Construction Projects
Manager, and up to two additional committee members will evaluate all proposals submitted, check
references, and conduct interviews as determined by Committee. Final fees will be negotiated with
consultants after the selection process has been completed.
This selection process is expected to be completed by the end of March 2008. The City of Missoula
reserves the right to accept the proposal that the City Council deems is in the best interest of the City
and to reject any proposals that the City Council deems not to be in the best interest of the City for any
reasons.

PROPOSALS:
Proposals shall include State of Montana Form 115 – Architect/Engineering Questionnaire for Specific
Projects.

Proposals shall be structure in the following manner:

    1. Professional qualifications of the firm: This section should include a list of appraisals
       performed for construction related projects by the firm. A contact person with the phone
       number of a person of the agency who worked most closely with the firm should be included.
       Please include information regarding appraisal dates, quantities, and costs of the work.
    2. Key personnel: This section shall include a list of the key personnel in the firm, their
       backgrounds, and their location that would be doing the work on the proposed project. Also
       include a statement regarding any intention to subcontract any portion of this work out to any
       other firm.
    3. Proposed schedule: Submit a schedule of performing services and identify the ability of the firm
       to meet the scope of services as outlined. Include projected work load and availability of key
       personnel to complete the work in the schedule.
    4. Suggested approach (understanding of Project): Briefly describe your Firms approach to
       completing appraisal work related to acquisition of properties and easements for construction
       projects, including accurate cost estimates.

PROPOSAL EVALUATIONS:
Proposals will be evaluated by the selection committee based on the following criteria:
   1. Qualifications of professional personnel to be assigned to project:                          40%
   2. Capability to meet time requirements based upon present and projected workload:              25%
   3. Related experience on similar projects:                                                      25%
   4. Familiarity with the Miller Creek Road Project and recent work with the City:                10%

SUBMITTAL DEADLINE:
Five paper copies and one electronic copy of the proposals shall be submitted to the City Clerk's Office,
Attn. Kevin Slovarp, City Engineer, City of Missoula, 435 Ryman, Missoula, Montana 59802-4297 on or
before 5:00 p.m., local time Friday, March 18, 2008.

This solicitation is being offered in accordance with state statutes governing procurement of
professional services. Accordingly, the City of Missoula reserves the right to negotiate an agreement
based on fair and reasonable compensation for the scope of work and services proposed, as well as the
right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate.
