I would like to take this opportunity to welcome you as a member of the State Employees' Retirement System
(SERS).
Enclosed are a SERS Member Handbook and information regarding Purchase of Service. This material
contains very important information about your membership in SERS. Please read it carefully. Also enclosed
you will find an information sheet and a variety of forms. Within 30 days from the date of this letter, and as

appropriate, you should submit the following information/forms to SERS. A self-addressed envelope is
enclosed for your convenience:

   NOMINATION OF BENEFICIARIES FORM - In the event of your death, the financial benefits from your
   SERS retirement plan could be significant. Death benefits are paid to your designated beneficiary(ies). If
   a properly executed Nomination of Beneficiary(ies) form is not on file with SERS at the time of
   your death, any benefits payable will go to your Estate. Please complete the standard Nomination of
   Beneficiary(ies) form enclosed and submit it to SERS. If this form does not meet your needs, contact
   your regional SERS Counseling Center for the proper form.

   VERIFICATION FORM - Please verify that the information we have on file about you is correct. If there
   are changes or corrections, please make them and submit the form to SERS.

   ELECTION FORMS - If you wish to make a purchase of service and/or elect multiple service at this time,
   please indicate your choice(s) and submit the proper form(s) to SERS. Election of multiple service
   must be made within 365 days from the date of this letter.

To obtain confidential, secure access to your member account, register with SERS through the Account Login
link found on the left navigation bar of the SERS website (www.sers.state.pa.us).

Multiple service is the combining of all credited/creditable prior public school service in Pennsylvania with the service you

will accrue in the State Employees' Retirement System (SERS) for receipt of a combined benefit at the time of retirement.
Service as a school teacher, bus driver, administrator or office staff may qualify.
You must elect multiple service within 365 days from the above date. Failure to elect multiple service within this time
frame will require a break in membership and subsequent membership in either SERS or PSERS for the opportunity to
receive a new election period. For a multiple service election to be effective, a method of payment must be chosen
within 90 days of the notice you will receive from PSERS. Lump sum payments or payroll deductions paid for the

election of multiple service do not reduce gross earnings for Federal tax purposes.


If you are currently a multiple service annuitant, your monthly pension will stop effective the date of your return and
your pension will be frozen as described in the SERS "Member Handbook". You will be required to repay any annuity
payments plus statutory interest received from your date of return until your annuity is discontinued by PSERS. If
you are currently an annuitant with PSERS, you should contact your regional SERS Counseling Center by telephoning
toll-free 1-800-633-5461 to obtain counseling concerning a multiple service election.

Section 5102 of the State Employees' Retirement Code defines "State Employe" as someone who held a State
office or position under the Commonwealth or was employed by the State Government of the Commonwealth in

any capacity whatsoever, except an independent contractor or someone compensated on a fee basis or
any person paid directly by an entity other than a State Employees' Retirement System employer. Also
included are members of the General Assembly, any officer or employe of the Department of Education, State-
owned educational institutions, Community Colleges, The Pennsylvania State University, Pennsylvania
Turnpike Commission, Delaware River Port Authority, Port Authority Transit Corporation, Philadelphia Regional
Port Authority and other agencies specifically outlined in Section 5102 of the Retirement Code.

             IMPORTANT INFORMATION - PLEASE READ


If you are an annuitant receiving a monthly pension from the State Employees' Retirement
System (SERS) or a multiple service annuitant collecting a monthly pension from the Public
School Employees' Retirement System (PSERS), you are required to be enrolled upon your date
of hire by any member agency/school of SERS or PSERS. Your monthly pension benefit will stop
and your pension will be frozen as described in the enclosed SERS Member Handbook. You will

be required to repay any annuity payments plus statutory interest received from your date of
return until your annuity is discontinued by PSERS.
The pension contributions deducted from your salary are referred to as "pickup contributions".
Your gross earnings will be reduced by your pickup contributions for Federal tax purposes.
Monies paid for the purchase of service do not reduce your gross earnings for Federal tax
purposes.

Valid purchase of service requests received within 30 days from the date of the welcome package
from SERS will not accrue interest. You may elect to make a service purchase request at any
time while you are an active contributing member. Service purchase requests received
beyond the 30-day period will accrue 4% interest compounded annually from the date you began
contributing to the system until the date your request is received.

If you are employed in more than one member agency at the same time (concurrent), you will
be required to remit contributions on all earnings. An example would be working for a member
agency full-time and teaching at a state-owned educational institution, community college, or

The Pennsylvania State University part-time. Be sure to notify your part-time employer if you
render concurrent employment.

If you stop service before qualifying for a monthly pension benefit, you should request a refund of
your contributions immediately. The process is not automatic and requires you to submit the
correct application. Contributions and interest remaining in SERS stop accruing interest as of your
termination date, unless you are eligible to be vested or receive a monthly pension benefit.

Generally speaking, all property obtained during a marriage, including retirement benefits accrued
during the marriage, are considered to be marital property. In addition, Pennsylvania law provides
for court-ordered attachment of annuities for the purpose of spousal and child support.

On or before April 1 of each year, you will receive from SERS a "Statement of Member
Account". Keep the Statement in a safe place. It details your balance from the previous year
and, if applicable, any current year activity in your retirement account. When you become eligible,
monthly annuity benefit information will also be provided in your Statement. Replacement copies
of statements cost $5.00.

SERS has seven regional Counseling Centers to serve you. They are located in Seneca,
Pittsburgh, State College, Montoursville, Hazleton, Bensalem and Harrisburg. You may
reach the counseling center serving the area in which you work by telephoning toll-free
1-800-633-5461. Your specific questions about SERS membership should be directed to your
Counseling Center.
