London Protocol;
The United Nations, its Specialized Agencies, the International Atomic Energy Agency,
the UNEP Regional Seas Programme and the International Bank for Reconstruction and
Development (World Bank);
Intergovernmental organizations which have been granted observership status by the
governing bodies under the London Convention and Protocol∗; and
Non-governmental international organizations which the governing bodies under the
London Convention and Protocol had decided to invite*
Subject: Second Meeting of the Compliance Group established under the 1996 Protocol to
the London Convention 1972
The Secretary-General has the honour to invite representation at the Second Meeting of the
Compliance Group established under the 1996 Protocol to the London Convention 1972, which will
be held at IMO Headquarters, 4 Albert Embankment, London SE1 7SR, from Monday, 26 October
(commencing at 2.30 p.m.) to Wednesday, 28 October 2009. The provisional agenda for this
meeting is attached hereto (LP-CG 2/1) and is prepared on the basis of the decisions taken at
the 3rd Meeting of Contracting Parties in 2008.
This second session, which will be conducted in English only, will be held in parallel to
th
the 4 Meeting of Contracting Parties.
Elections for the Compliance Group prior to its second session
The second session will start following the election of nominated members of the
Compliance Group (maximum 15 members), which is scheduled to take place in the morning session
of the Meeting of Contracting Parties on Monday, 26 October 2009. Contracting Parties are
reminded in this regard that:

.1 members shall be nominated by Contracting Parties to the London Protocol, based on
equitable and balanced geographic representation of the five Regional Groups of the
United Nations as per the 2007 Compliance Procedures and Mechanisms;
.2 any of the five UN Regional Groups which has not provided three members at
the 3rd Meeting of Contracting Parties held in 2008 may do so in the intersessional
period with the approval of the Chairman and Vice-Chairmen of the Meeting of
Contracting Parties (LC 30/16, paragraph 6.7.4). It should be noted in this respect
that there are currently nine vacancies for the Compliance Group, as follows:
.1 the Africa Group has currently one elected member and two vacancies;
.2 the Asia/Pacific Countries Group has currently two elected members and
one vacancy;
.3 the GRULAC Countries Group has currently no elected members and
three vacancies;
.4 the Central and Eastern European Countries Group has currently one elected
member and two vacancies; and
.5 the Western European and Other Countries Group has currently two elected
members and one vacancy;
.3 any members nominated at the 4th Meeting of Contracting Parties itself will be
considered for election on Monday, 26 October 2009, and members so proposed
would have to commit to preparing for the second session of the Compliance Group;
.4 a three-term replacement needs to be elected for the current member from the Africa
Group, who was elected last year for one term, expiring on Friday, 30 October 2009;
and
.5 the list of members elected at the 3rd Meeting of Contracting Parties and the length of
their terms is shown below for ease of reference.

Any Party to the London Protocol or any non-Party observer listed in this invitation may
attend this meeting of the Compliance Group. The arrangements governing the participation of
accredited observer organizations are set out in the invitation of the 4th Meeting of Contracting
Parties (Circular letter No.2932, distributed on 19 December 2008).

Security at IMO Meetings
With reference to Circular letter No.2692 of 20 January 2006 concerning security at
IMO meetings, all delegates are required to carry a specially issued pass to gain access to
IMO meetings. Furthermore, delegates are required, on first arrival at IMO meetings, to show proof
of their identity, e.g., passport or identity card. Additionally, Member Governments,
intergovernmental organizations and non-governmental organizations are required to transmit a list
of their representatives to meetings prior to any meeting date, so that their particulars may be entered
into the list of participants’ database. In addition, the attached Pre-Registration Form should be
completed for every delegate (including Permanent Representatives to IMO). The list, which serves
as authorization for representatives to attend meetings, must be on official letter-headed paper and
signed by the officer responsible. No representative will be registered without evidence of his/her
authorization to attend the meetings. Those delegates whose names appear in the list of a particular
meeting will be issued with a requisite pass for entry to that meeting. Those delegates whose names
are not on the list will be requested to provide evidence of their authorization to attend the meetings.
Early arrival on the starting day of the Meeting (26 October 2009) would be of assistance with
registration services provided as from 7.30 a.m.
Visas
The attention of delegates requiring United Kingdom entry visas is drawn to the attached
information on procedures governing the support by IMO of visa applications.

Procedures governing the support by IMO of visa applications
Delegates invited by the Organization, and who require United Kingdom entry visas should,
in the first instance, apply for a visa at the nearest British Consulate or Embassy and obtain reference
numbers. The necessary documentation such as copy of the IMO programme of meetings (usually
issued during December/January each year); the original and relevant IMO official letter of
invitation (usually issued some six months prior to the time the meeting is to convene at IMO); copy
of the completed IMO Pre-Registration Form; nomination letter and note verbale from the Ministry
of Foreign Affairs must accompany United Kingdom visa applications.
Delegates must be nominated by the Ministry of Transport or the National Maritime
Administration. The nomination letter should be taken to the Ministry of Foreign Affairs to prepare a
note verbale to the British Embassy/High Commission.
If upon following the above procedures, the delegates still have visa problems, then either the
Ministry of Foreign Affairs, Ministry of Transport or the National Maritime Administration should
communicate, on letterhead, the following details to the Head, Human Resources Services,
requesting visa assistance and communicating to us the reasons, given by the British Embassy/High
Commission, why the visas have been refused or may be refused.
