    The OHIM is organizing a selection procedure in order to constitute a reserve list from which to fill
    vacant post(s) of Procurement Administrator (M/F), in particular in the Resources Department
    (RD).

The Resources Department comprises two areas structured as follows:
a) The Finance, Budget and Procurement Area operating under the responsibility of a Deputy
Director comprises two Services, each one managed by a Head of Service:
- Control & Procurement: monitoring the overall execution and implementation of the sound
    financial management as well as the management and execution of all procurement activities.
- Accounting & Treasury: in charge of the elaboration of the Annual Accounts of the Office,
    treasury management as well as the management of the general accountancy and validation
    of systems.

b) The Human Resources Area operating under the responsibility of a Deputy Director comprises
two Services, each one managed by a Head of Service:
- Staffing, Entitlements and Staff Welfare: responsible for all issues related to the working
    relationship between OHIM and its staff, from staffing, recruitment, entitlements to staff
    integration and welfare.
- Development & Recognition: responsible for the development of human resource policies,
    advising partners on optimal organizational structure and workforce composition as well as
    performance management and learning.


    1. DUTIES

    The job will consist in carrying out tasks within the field of legal advice for management and
    execution of procurement activities, under the authority of the Head of the Control & Procurement
    Service, and in particular:

-       checking from a legal perspective the OHIM procurement processes and monitoring these
        activities regarding their compliance with the legal requirements;

-      providing legal and contractual advice, assistance and support on contracts and procurement
       related issues in particular checking from a legal perspective the OHIM’s procurement

        processes and monitoring the compliance with the legal requirements (OHIM’s Financial
        Regulation and the Implementing Rules thereof);

-       drafting of legal documents;

-       providing legal advice and assistance in the field of EU law; and

-       dealing with files assigned to him/her in the context of the public procurement rules and
        financial rules in collaboration with the internal stakeholders, in particular the technical line
        managers and the internal legal and financial officers.

    The post offers an extensive view to the activities of the Office and its legislative and
    administrative framework.

    Duties applicable to all staff:
    - Actively work towards the achievement of the goals of the OHIM in accordance with the
       Strategic Plan
    - Perform any other work-related duties and responsibilities that may be assigned by the Line
       Manager

    2. ELIGIBILITY CRITERIA

    To be admissible for this selection, you must fulfill all the following conditions by the deadline for
    submission of applications:

    General conditions1
    - Be a national of one of the Member States of the European Union or of Croatia (in view
      of the enlargement of the EU)
    - Enjoy full rights as a citizen;
    - Have fulfilled any obligations imposed by the laws on military service;
    - Meet the character requirements as to suitability for the performance of the duties involved;
    - Be physically fit to perform the duties;
    - Be able to provide an extract from judicial records or certificate of good conduct.

    Education
    - Have a level of education which corresponds to completed University studies2 attested by a
       diploma in Law, or equivalent, when the normal period of University education is four years
       or more
    OR
    - Have a level of education which corresponds to completed University studies attested by a
       diploma in Law, or equivalent, and appropriate professional experience of at least one year
       when the normal period of University education is at least three years.

    Professional experience
    Have, after the award of the diploma and in addition to the professional experience giving access
    to the function group (see “Education” above), at least nine years of full-time relevant
    professional experience in the areas mentioned under point II “Duties”3; and thereof have a

minimum of three years of professional experience in procurement in the financial and
legal framework of European Institutions/Agencies.

Language skills
- A thorough knowledge of English (minimum level C1 according to the Common European
   Framework of Reference for Languages).
- A good working knowledge of another official language of the European Union or Croatian
   (minimum level B2 according to the Common European Framework of Reference for Languages).
In order to make sure you comply with these criteria, please indicate your level in accordance
with an officially recognized certificate.


3. SELECTION CRITERIA

If an application has been considered admissible based on the eligibility criteria, it progresses to
further examination.
The purpose of selection criteria is to allow the Selection Committee to select the best qualified
candidates for interview and then, to recommend the best successful candidates to be placed on
the reserve list after the interview and test phase.
Fulfilment of one or several selection criteria will be considered as an advantage in this process.

The examination of the CV to select the best candidates to be invited for the interview and test
phase will be based on the following criteria:

Specific professional experience (all details must be clearly indicated in the CV)
- more than 3 years of professional experience in procurement in the financial and legal
   framework of European Institutions/Agencies.

-   working experience in procurement in the financial and legal framework within the EU
    Institutions and/or agencies

-    working experience providing legal advice, assistance and support on contracts and
    procurement-related issues in an international environment (private or public);

Additional language skills
- A working knowledge of other official language(s) of the Office (Spanish, German, English,
  French and Italian) at minimum level B1 according to the Common European Framework of
  Reference for Languages). In particular, Spanish would represent an advantage.

In addition to the above criteria, candidates invited to the interview and test phase will also be
assessed against the following requirements:

 Solid knowledge and understanding of of all aspects of the European Union Financial
   regulations and rules on contracts and procurements, including legal procedures
 Knowledge of Data Protection regulations and procedures
 Knowledge of EU institutional framework and procedures

Computer skills
Advanced computer literacy is compulsory as the Office is a “paperless office”. You must have
extensive professional experience with computer applications such as MS Office package or similar
(mainly Word, Excel, PowerPoint, Outlook), databases (at user level) and Internet research. You
must demonstrate your capacity to perform the major part of your work on a computer.


4. INTERVIEWS AND WRITTEN TESTS

Interview
If you are selected for an interview, it will take place in Alicante and will be carried out mainly in
English. Other relevant languages that you have stated on your CV will be assessed when the
level indicated is B1 or above.
The interview will test your knowledge of matters relating to the duties to be performed (in
particular, technical knowledge and area of expertise) as well as other skills and competencies
related to this vacancy notice, the activities of the Office, knowledge of the EU, suitability to
perform the tasks to be accomplished and suitability to work in an international environment.

Test(s)
One or several tests will complete the assessment of one or several of the aspects included in
this vacancy notice. Your language skills, drafting and essential computer skills will be tested in
the form of a written test. Other tests may be organized for you to demonstrate, e.g., your
technical skills or knowledge.
