220_Aquatics in Western Cape Schools

Further to the announcement by the National Minister of Sport for Sport Federations to
restructure their disciplines to include and revive schools sports, Sports & Recreation South
Africa has issued guidelines to assist with this process. Sport & Recreation South Africa, the
Department of Education and Swimming South Africa, after numerous consultative meetings,
have decided to integrate the Aquatics programs in the country. These documents are
available on the Western Province Aquatics web site, should further information be required.

Western Province Aquatics, and S.W.D. Aquatics are the two registered Swimming South
Africa affiliates in the Western Cape and will work with the various schools committees and
Government departments to formulate the future structure. Western Province Aquatics, the
largest affiliated federation in the Western Cape, will take responsibility for aquatics in
schools into the future. The schools and clubs will work jointly with the federation to promote
aquatics in schools, and will comply with federation rules. Please note that in terms of the
integration plan, no further national schools tournaments will take place. Western Cape
Schools teams will attend the Swimming South Africa National level 1 and 2 championships,
which are hosted on a regional basis.

School swimmers will be selected to participate in the SSA Level 1 regional championships,
which take place in East London from 1 – 3 April 2011, and the SSA Level 2 regional
championships in Cape Town from 25 – 28 March 2011, provided they qualify according to
the SSA qualifying times for these championships – attached herewith and also available on
the WPA website. Schools swimmers can earn points for both their provincial schools team,
as well as the clubs they represent. Swimmers who have qualified for Level 3 National
championships, will represent their clubs, and will automatically represent their schools
provincial teams. Youth & Senior National qualifiers, whilst representing their province, will
also earn points for their provincial schools team, provided they did not earn schools’ points
at Level 3. Please note that Federation rules apply at all meets, and swimmers will therefore
swim at their age as on start date of meet.

To be eligible for selection to the provincial schools teams, swimmers are required to have
official times in the Western Cape/Swimming South Africa database. This Western Cape
database will be established by combining the WPA and SWD databases. Schools
swimmers who do not have times in these databases, may participate at a special WPA
qualifying meet on Saturday, 19th February in Paarl, at the Groot Drakenstein pool. These
swimmers are required to be registered to the Provincial Federation as “Recreational”
swimmers, in order that their entries to this meet can be recognised. Due to the short notice,
we recommend that schools make contact with an affiliated aquatic club in their district, and
request that the clubs register their swimmers and submit their entries via the clubs’ standard
procedure by making use of the Team Manager software. Should you not be aware of a club
in your district please contact the WPA Swim Board convenor (address below). Attached is
the WPA registration document, which must be filled in by each swimmer and submitted via
their school to the nearest club in their district.

The recommendation is that at the start of the new season on the 1st of May annually,
schools that wish to participate in aquatics, register the school as a club, and then register
their swimmers who are not already a member of a competitive club. This will allow them to
participate at WPA Club Series galas. If these swimmers qualify and wish to participate in the
Federation league galas, they will then be required to join an affiliated competitive club.
Please note that all swimmers registered with a competitive club will be eligible to represent
their club, their province and their respective schools club and provincial team.

Please confirm receipt of this notice via email to :, and, by the latest Monday, 14th February 2011. Also advise the number of
swimmers who need to enter the qualifying meet on the 19th. No entries will be allowed on
the day. All queries must be directed to the nearest club in your district.
