                                 METHOD STATEMENT


      Introduction

      Samsung Engineering Co. Ltd. has awarded to KETTANEH Construction Saudi Arabia Ltd. the
      subcontract for the construction of Jubail Export Refinery Project Package no.3 (Aromatics Unit),
      Jubail. KSA

      Purpose

       The purpose of this method statement is to provide a procedure to be performed throughout the
       project and to ensure conformity with project specifications and approved drawings.

       Scope of Work

       This method statement outlined the procedure of the installation of Boxes (Junction, Terminal &
       Pull) and Wire Ways for Substation building nos. 1104/PIB 13 and 1105 in accordance with
       project specifications and approved drawings.

       Location

       Specified Boxes (Junction, Terminal & Pull) and Wire Ways in the Scope of Work shall be used
       within boundary limit of Substation building nos. 1104/PIB 13 and 1105 as specified in the
       approved drawings for Jubail Export Refinery Project, Jubail, K.S.A.

      Procedure of Work

           Electrical Boxes and Wire Way Installation

              Prior to commencing the installation, QC inspector shall check the materials relevant to
               the installation of its conformance to the standard specifications and free from defects.
              Installation of electrical system shall be done by trained personnel in handling and usage
               of applicable tools and equipments prior to start installation.
              Electrical boxes, troughs and wire ways in the substation buildings shall be installed in
               accordance with JERES-P-104, JERES-P-111, IEC, NEC and the Approved Design /
               Drawings.
              Enclosures in indoor refinery within the perimeter of process units, equipment and
               terminal enclosures shall be:
               a) Copper free aluminum manufactured.
               b) Plastic or fiberglass
               c) Degree of protection will be IP 66 or better according to IEC 60529 and IK 08
                   according to IEC 62262.
              Enclosures in outdoor refinery and other industrial areas located in severe corrosive
               environments, equipment and terminal enclosures shall be:
               a) Copper free aluminum manufactured.
               b) Stainless steel (type 304 or better) manufactured.
               c) Degree of protection will be IP 66 or better according to IEC 60529 and IK 08
                   according to IEC 62262.
              Electrical boxes, fittings and joints installed in Class I Division 1 or Class I Division 2 shall
               be approved for the purpose.
              Metal wire ways shall be permitted in the following:
               a) For exposed work.
               b) In concealed spaces as permitted in NEC Sec. 376.10
               c) In hazardous locations as permitted by NEC Sec. 501.4(B) for Class I, Division 2
                   locations; NEC Sec. 502.4(B) for Class II, Division 2 locations and NEC Sec. 504.20
                   for intrinsically safe wiring
               d) Where installed in wet location, wire ways shall be listed for the purpose.
               e) As an extension to pass transversely through walls if the length passing though the
                   wall is unbroken. Access to the conductors shall be maintained on both sides of the
                   wall.

                                    METHOD STATEMENT
              Metal wire ways shall not be used where subject to severe physical damage and severe
               corrosive environments.
              Where the enclosure or wire way is subject to physical damage, the conductors shall be
               installed in hot dip galvanized steel conduit.
              The interior of the wire way shall be free from burrs and sharp corners or edges that may
               abrade the insulation on conductors or otherwise damage wiring. Screws and bolts,
               however used, shall not project into the wire way unless sharp ends and threaded sections
               are covered or otherwise prevented from coming in contact with wires.
              A wire way system shall include all wire ways and fittings and support required to make a
               complete installation.
              Metal covers shall be of the same material and thickness as the box or with which they are
               used.
              Where individual conductors pass through a metal cover, a separate hole equipped with a
               bushing of suitable insulating material shall be provided for each conductor.
              Metal boxes and fittings shall be corrosion resistant or shall be well galvanized inside and
               out to prevent corrosion.
              Verify that all junction, pull and device boxes are correct size and type.
              Switch or contactor enclosures shall not be used as junction boxes or as raceways for
               conductors feeding through or tapping off to other switches, unless special designs are used
               to provide adequate space for this purpose.
              All cables entering enclosures are required to be sealed by the NEC, they shall be sealed by
               conduit sealing fittings or barrier type cable glands, utilizing sealing compound, (EEx d).
               These are called explosion proof or flame proof cable glands
              An edge on an enclosure shall not be sufficiently sharp to constitute a risk of injury in
               normal maintenance or use.
              Boxes shall be installed so that the wiring contained in them can be rendered accessible
               without removing any part of the building or, in underground circuits, without excavating
               sidewalks, paving, earth, or other substance that is to be used to establish the finished
               grade.
              In damp or wet locations, electrical boxes shall be placed or equipped so as to prevent
               moisture from entering or accumulating within the box. Electrical boxes installed in wet
               locations shall be approved for the purpose.
              The junction box shall be permitted to be separated from the motor by not more than 1.8
               m (6 ft), provided the leads to the motor are armored cord or are stranded leads enclosed in
               liquid tight flexible metal conduit.
              A means shall be provided in each metal box for the connection of an equipment
               grounding conductor. The means shall be permitted to be a tapped hole or equivalent.
              Covers of outlet boxes having holes through which flexible cord pendants may pass shall
               be provided with approved bushings or shall have smooth, well-rounded surfaces on which
               the cord may bear.
              An enclosure mounted on a building or other surface shall be rigidly and securely fastened
               in place.
              An enclosure supported from a structural member of a building or from grade shall be
               rigidly supported either directly or by using a metal brace.

                                       METHOD STATEMENT
                  Metal supports for electrical boxes shall be hot dip galvanized.
                  Doors and covers of enclosures used solely as pull boxes, splice boxes or junction boxes
                   shall be locked, bolted, or screwed on.
                  Verify that all unused openings in boxes shall be effectively plugged.

              Handling and Storage

               All electrical materials shall be inspected upon receipt at job site. If any defect or damage
                is found, it shall be segregated and will be subject for replacement.
               Loading and Unloading of electrical equipments and materials shall be properly controlled
                by using guide ropes and proper lifting procedures. Straps, slings and ropes shall be used.
                Manual loading & unloading can also be done for small electrical item.
               The materials shall be handled at all times in a manner that prevents damage to the
                 electrical equipment, and its associated components.
               All electrical equipment shall be adequately protected during transit from warehouse to
                 installation area.

              Responsibilities

                  Site Engineer shall organize, manage and supervise all activities related to the installation
                   of electrical boxes and wire ways with regards to safety, quality and productivity of the
                   over-all performance of the work.
                  Site Supervisor and Foreman shall arrange all the necessary manpower, tools and
                   equipments and implement the approved working procedure for a proper execution of
                   the work with regards to safety, quality and productivity.

                                   METHOD STATEMENT
         Responsibilities

          QA / QC Inspector shall make sure that all activities related to the installation of electrical
           boxes and wire ways are carried out in accordance with the project specification and
           approved drawings.
          QA / QC Inspector shall arrange inspection required with Samsung Engineering Co. Ltd. In
           accordance with the QA/QC Plan. He shall maintain and keep records for all QC
           Documents.
          Site Engineer, Supervisor and Foreman shall assist the QA/QC Inspector whatever he
           required in relation to the quality of works, procedures or documents.

         Inspection

            Request for Inspection shall be issued to Samsung Engineering Co. Ltd. 24 hours in advance
             on weekdays and 48 hours in advance for weekends and holidays.
            Inspection shall be done in accordance with the QA / QC Plan

     SAFETY

         Guidelines

                Electrical works and testing involves working on electrical equipment and system where
                 voltages and/or mechanical movement exist or may suddenly occur; all Personnel shall
                 follow the project requirements.
                The manufacturer’s manual for individual equipment shall be consulted for any additional
                 safety requirements.
                Barricades shall be provided whenever required for any related works that invite hazard to
                 working personnel.
                Where utilized, scaffold shall be inspected, certified and tagged according to scaffolding
                 procedure.

      Responsibilities

                Safety Officer in conjunction with the site supervisor or foreman shall physically check
                 and conform that all safety requirements had been provided and implemented, where
                 there is a deficiency, the work will be stop until rectified.
