Why this seminar now?
In January 2007, a new programming period for the Structural Funds will begin for 27 Member States. A new
set of regulations governing the Funds brings some of the biggest changes in over a decade. The European
Social Fund (ESF) should contribute to achieving the objectives of the “Lisbon Strategy for Growth and
Jobs”. Moreover, the new regulatory framework is more focused than the current one: the ESF will be a
significant funding and policy tool for labour market and skills development.
Member States are currently drafting the National Strategic Reference Frameworks (NSRF) and negotiating
with the Commission the Operational Programmes which set out priorities and arrangements for ESF post-
2006. This seminar - the first part of a series of ESF training projects - will concentrate on the new policy
priorities designing and managing programmes and projects geared to building the skills and adaptability of
workers and enterprises, as well as increasing labour market participation.

Who should attend?
Officials from ministries of labour and social affairs, ESF Managing Authorities, social partners, ESF policy
makers, co-financers, development agencies, training institutions and practitioners from EU Member States
and acceding countries, as well as other stakeholders involved in ESF matters.

Why participate?
The participants will be able to:
- get an international angle and work in a multicultural context: participants will come from all EU countries;
- receive practical first-hand information from acknowledged EU experts and practitioners;
- work in small groups and build on what they have already implemented in their home country.

Training methodology
This seminar will take a participatory approach: participants will be invited to exchange country-specific
views. By offering a balanced mix of presentations and discussions, the seminar will seek to draw on
participants' experience.

Working languages
The seminar will be conducted in English. Simultaneous interpretation into Italian, German or French will be
available provided that there is a sufficient number of requests for these languages.

Fee and overall costs
The participation fee is € 490 (incl. documentation, lunches and refreshments). N.B.: there are four airports in
the Milan region, all of which are served by several low-cost airlines.

Programme
The seminar will commence on Thursday 8 February at 09.30 hrs and finish Friday 9 February at
14.45 hrs.

Working language
The seminar will be conducted in English. Simultaneous interpretation into German, Italian or

Fee
The participation fee is € 490 and includes documentations, 1 lunch and refreshments.
