SESSION I
Objective
To contribute to the preparation of UNESCO Education Sector’s Position Paper on ‘literacies’, this
session will 1.) review the concept of the renewed vision of literacy as literacies, 2.) reflect on the
issues and challenges that this new understanding raises in education in operational terms and 3.)
generate inputs for policy and strategy recommendations and guidelines for Literacy for All that
take the notion of literacy as ‘literacies’ into account (Chapter 4).
Expected Outcomes
Inputs to UNESCO on the implications of the plural notion of literacy for educational
systems and provisions;
Inputs for policy and strategy recommendations for Literacy for All in the framework of
UN Literacy Decade, which will contribute to the position paper.

Proposed general conceptual framework for the development of an assessment
methodology of literacy, in particular in the context of developing countries
Recommendations on how literacy assessment can be used for improving literacy levels
and overall learning systems performance
