					                  DRAFT STATEMENT OF WORK (SOW)
           SECTION C- Descriptions and Specifications

1.0 BACKGROUND

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), F
Department, is assigned as Acquisition Engineering Agent (AEA)
for Surface Ship Self Defense System (SSDS) Mark 2 by Program
Executive Officer (PEO) Integrated Warfare Systems (IWS). The
Contractor shall deliver hardware as specified by the Government
Technical Data Package as per individual delivery orders. The
SSDS Mk2 system includes Modification 1D for aircraft carriers
up through CVN 76; Mod 2D for LPD 17 Class; Mod 5C for LSD 41/49
Classes; and Mod 6C for CVN 78 Class. The SSDS Mk2 system
consists of, but is not limited to:

1.1   SCOPE

This SOW describes the general requirements for hardware
procurement in support of the SSDS Mk2. The contractor shall
deliver hardware as specified by the Government’s Technical Data
Package and per individual delivery orders. The scope includes
(1) hardware production (which may include GFE), assembly,
configuration, alignment, integration, testing and shipping for
the SSDS Mk2 system hardware, typically ordered by the cabinet;
and (2) delivery of specific electronic components which
although they form a part of a cabinet, may be ordered un-
integrated for the purpose of Installation and Checkout (INCO)
spares or for populating Maintenance Assist Modules (MAMs)
cabinets. For this reason, Section B of the solicitation is
organized to provide ordering options for complete integrated
and tested cabinets or for ordering specified components of
cabinets. Orders will be placed by Delivery Order, which will
specify cabinets and or components to be acquired and place and
date of delivery.
2.0 APPLICABLE DOCUMENTS

The following documents form a part of this SOW, to the extent
specified herein. In the event of conflict between the
documents referenced and the contents of this SOW, the SOW shall
be considered a superseding requirement. For convenience of
reference, the SOW text cites only the document title.

2.3 PRECEDENCE

In case of disagreement between a reference listed above and
information contained in the Government Technical Data Package,
the information in the Government Technical Data Package shall
take precedence.

3.0 REQUIREMENTS: SSDS MK2 HARDWARE PRODUCTION

The Contractor shall provide hardware production, assembly,
configuration, alignment, integration, testing, and shipping for
the SSDS Mk2 system hardware as specified by the Government
Technical Data Package, consisting of mechanical, electrical and
assembly drawings.

SSDS Mk 2 hardware production includes assembly and integration;
testing of the assembled hardware in accordance with Government
provided Factory Qualification Test procedures; labeling of the
assembled hardware with label plates including Unique
Identification (UID) information; packaging and crating of the
hardware for shipment; and shipment to locations specified in
individual delivery orders. Installation of the equipment
aboard ship is not included in this Statement of Work.


3.1 PRODUCTION PLAN

The contractor shall provide a Production Plan (CDRL A001)
within two weeks of receipt of order for equipment production
under that order. The Production Plan shall show major
milestones, including: (1) dates by which Government Furnished
Equipment (GFE) is required; (2) the planned schedule for
conduct of Factory Qualification Test in order to provide an
opportunity for Government personnel to observe; and (3) other
major activities and milestones to facilitate Government
monitoring of progress. The Government will accept or request
to enter into discussion regarding the plan within one week of
receipt.

3.2 CONDUCT OF FACTORY QUALIFICATION TEST

The contractor shall allow for Government observation of Factory
Qualification Test.

3.3 REQUESTS FOR DEVIATIONS AND WAIVERS

The contractor shall provide for Government approval, a Request
for Deviation (CDRL A002) and a Request for Waiver (CDRL A003),
when warranted, as a proposed remedy for failure of produced
equipment to pass a Government Factory Qualification Test
procedure.

4.0 OTHER REQUIREMENTS

4.1 MONTHLY STATUS REPORTS

The contractor shall provide monthly production status reports
(CDRL A0004), which includes a current production plan with
status, major milestones, issues encountered and financial
status. The contractor shall support discussion regarding the
resolution of issues.

4.2 FINAL REPORT

The contractor shall provide a final report (CDRL A0005) at the
completion of each delivery order. The final report shall
include at a minimum: a summary of Factory Qualification Tests,
a summary of shipment of equipment, any approved deviations and
waivers, and a summary of issues and resolutions during
execution of the delivery order.

4.2 GOVERNMENT FURNISHED EQUIPMENT (GFE), GOVERNMENT FURNISHED
INFORMATION (GFI) AND GOVERNMENT FURNISHED PROPERTY (GFP)

  (a)    The contractor shall account for and manage all
    GFE/GFI/GFP. The contractor shall inspect GFE/GFI/GFP upon
    receipt and maintain the status of all GFE/GFI/GFP in
    custody.
  (b)    The GFE/GFI/GFP requirements will be listed in Section
    J as an attachment to the contract.

4.3 TECHNICAL RECOMMENDATIONS

The contractor is encouraged to provide recommendations which
reduce unit cost and or improve product quality.

4.4 PLANNED ORDERS

For informational purposes, the following list of planned orders
is provided. It is based upon the SSDS Mk 1 and Mk 2 System
Procurement Plan dated 16 April 2012. This plan is subject to
change.

4.5 MANDATORY REQUIREMENTS

The following requirements are mandatory and must be met prior
to award of a contract, as well as maintained throughout the
period of performance:

   The contractor’s facility must be located on the continental
     United States
   All personnel performing technical tasks under this contract
     must be United States citizens
