  RESOLUTION AUTHORIZING SPECIAL INITIATIVES CONTRACT
  FOR WORK FIRST NEW JERSEY PARTICIPANTS ADMINISTERED
      BY THE DIVISION OF EMPLOYMENT AND TRAINING,
  FOR THE PERIOD OF OCTOBER 5, 2009 THROUGH JUNE 30, 2010


       WHEREAS, this Board previously authorized the competitive contracting of

various Work First New Jersey service contracts, pursuant to N.J.S.A. 40A:11-4.1

et seq., under Resolution Number 06-164; and

       WHEREAS, competitive proposals for a Special Initiatives service contract

for the period of October 5, 2009 through June 30, 2010 were received by the

County on September 4, 2009 (DET 09-003); and

       WHEREAS, one (1) valid proposal was received; and

       WHEREAS, the County’s Qualified Purchasing Agent referred the

proposals to an evaluation committee for review; and

       WHEREAS, the evaluation committee has rendered its reports; and

       WHEREAS, the Qualified Purchasing Agent has filed her report in

accordance with N.J.S.A. 40A:11-4.5(d); and

       WHEREAS, both the evaluation committee and the Qualified Purchasing

Agent have recommended the one (1) contract shown on the attached Schedule A.

       NOW, THEREFORE, BE IT RESOLVED by the Board of Chosen

Freeholders of the County of Monmouth that the Director and Clerk of the Board be

and they are hereby authorized to execute a Special Initiatives service contract for

the period of October 5, 2009 through June 30, 2010, as shown on Schedule A, to
be administered by the Division of Employment and Training, at a cost not to

exceed $20,000.00.

       BE IT FURTHER RESOLVED that the form of the contract shall be in

accordance with the request for proposals, as well as the proposal and any addenda

or revisions that are made in order to comply with State or Federal requirements.

       BE IT FURTHER RESOLVED that the Director of the Monmouth County

Board of Chosen Freeholders be and she is hereby authorized to execute any

modifications to the contract as may be required by the New Jersey Department of

Labor and Workforce Development and/or the New Jersey Department of Human

Services, provided that the total expenditure may not exceed $20,000.00.

       BE IT FURTHER RESOLVED that the Agency appointed herein shall

comply with the Equal Employment Opportunity requirements of N.J.S.A. 10:5-31,

et seq. (N.J.A.C. 17:27).

       BE IT FURTHER RESOLVED that the Clerk of the Board cause notice of

this action to be printed in an official newspaper of the County of Monmouth, as

required by N.J.S.A. 40A:11-4.5(g).

       BE IT FURTHER RESOLVED that the Chief Financial Officer has filed the

attached certification, stating that funds are available in the 2009 budget, in the line

item and amount listed on Schedule A.
