Executive Summary
Sustainability/sustainable development is about ensuring the earth’s resources (e.g. metals,
minerals, coal, oil, and gas) are used wisely and our environment such as land, water and air (which
are also resources) on which we depend are looked after now so that our's and our children’s quality
of life are not compromised by our actions. As such, sustainability is about protecting and enhancing
the environment whilst promoting economic success by using resources wisely, and meeting the
social needs in the community. What changes can we all (council's, individuals, communities,
businesses) make to help ensure the future is a bright one for us as well as for future generations?

This annual report, aligned with the end of the financial year, documents progress with the delivery
of the sustainability work by the Council and in accordance with its partners as appropriate, over the
last 12 months (from May 2010 until May 2011).

The sustainability work is primarily addressed by Scarborough Borough Council’s (SBCs)
Sustainability Officer, but also the Energy Manager, and other Officers as appropriate, for example,
economic development, parks and countryside, housing, procurement, and planning. The work is
also being delivered in conjunction with partners, for example, the Emissions Working Group, a sub-
group of the Scarborough Local Strategic Partnership; and other local authorities in the sub-region.

The sustainability work of the Council is monitored and reviewed through the Sustainability Working
Group of elected Members and Officers that meets on a monthly basis. Progress is reported and
reviewed through the Council’s other governance structures, for example, Scrutiny Committees and
to the Full Council each year. There are five main sections to the report:
   First, is an introduction on how this annual report ties in with delivering on the Council’s
    Sustainable Development Strategy which was published in September 2010.
   Second, is a summary of the progress of the sustainability work delivered over the last 12
    months (May 2010 - May 2011), including key actions completed, actions in progress, actions
    that are significant but yet to be started, and actions unlikely to be started due to funding or time
    constraints.
   Third, material on some of the financial and carbon savings made through the Council delivering
    on sustainability is highlighted.
   Fourth, the way forward for delivering on sustainability over the next 12 months, until May 2012
    is discussed.
   Finally, key considerations and conclusions are provided.

Appendix 1 provides a comprehensive assessment on the delivery of sustainability over the last 12
months. Examples of completed actions highlighted there and in Section Two (below) include:
   Further to consultation with the public and partners, the Sustainable Development Strategy and
    an accompanying comprehensive delivery action plan were published in September 2010.
   A number of energy efficiency actions have been implemented to reduce energy usage, carbon
    emissions and the energy bill of the Council in its buildings. These include Passive Infra-red
    Lighting in 50% of Public Conveniences; modern controls for the boiler at Whitby swimming pool;
    and pool covers for Whitby and Scarborough swimming pools.
   The Council obtained £65,000 match funding through the Carbon Trust’s Salix Energy Efficiency
    Fund to take forward pro-active energy management measures in Council buildings.
   A comprehensive sustainability section of the Council website has been developed
    (www.scarborough.gov.uk/sustainability).

   Through regional funding, the Council has helped to establish 3 sustainability community
    projects, whereby community groups improve their energy efficiency and look to install
    renewable technologies: these greener communities’ related projects are in Fyling Dales,
    Hawsker and Whitby in co-operation with the Yorkshire Energy Partnership and the Stockholm
    Environmental Institute in York.

    Section One - Introduction

Sustainable development/sustainability is about meeting the needs of the present without comprising
the ability of future generations to meet their own needs. It’s about ensuring a better quality of life for
all, both for today and in the future.

Sustainability is about ensuring that the earth’s resources (e.g. metals, minerals, coal, oil, and gas)
are used wisely and our environment such as land, water and air (which are also resources) on
which we depend is looked after now so that our's and our children’s quality of life is not
compromised by our own actions. As such, sustainability is about protecting and enhancing the
environment whilst promoting economic success by using resources wisely so that they are of
benefit and enjoyment to present and future generations, and meeting the social needs in the
community.

Therefore, it is important that we all take account of the environmental impacts of our activities. For
example, to live sustainably we need to live within the limits of the Earth's environment and
resources. The Borough is one of the most beautiful parts of the world and it is important that we all
look after it for everyone to enjoy.

The sustainability work of the Council was re-energised two years ago in 2009 with the Cabinet
approval of a Sustainability Policy, the employment of a Sustainability Officer, and the setting-up of
the Sustainability Working Group of elected Members and Officers that continues to meet on a
monthly basis.

This document only assesses the delivery of the sustainability work by the Council and in
accordance with its partners as appropriate, over the last 12 months, from May 2010 until May 2011.
Whilst progress with delivering on sustainability actions over the last 12 months is reported in the
Table’s highlighted in Appendix 1, the majority of the material provides a detailed assessment of
progress since the publication of the Sustainable Development Strategy and the accompanying
delivery action plan in September 2010, and therefore the work that has been addressed over the
last 8 months1. For example, the relevant Table’s in Appendix 1 are structured around the order of
priorities, objectives and the comprehensive range of actions highlighted within the delivery plan.

The Sustainable Development Strategy highlights 4 priorities (see Box 1) to be addressed that will
help to make the Borough of Scarborough a more sustainable place to live and work - progress is
assessed against these four priorities throughout this annual report. In turn, within the delivery
action plan there are a total of 26 objectives with which the actions and priorities are aligned - see
Appendix 2.

This annual report is concerned with the progress of work primarily delivered by the Sustainability
Officer but also the Energy Manager (e.g. priority 2), and other Officers as appropriate, for example,
economic development, parks and countryside, housing, procurement, and planning. The work is
also being delivered in conjunction with partners, for example, the Emissions Working Group, a sub-

actions completed, actions in progress, actions that are significant but yet to be started, and actions
unlikely to be started due to funding or time constraints.

Section Three provides material on some of the financial and carbon savings made through the
Council delivering on sustainability. The material includes some of the energy efficiency measures
implemented by the Energy Manger and examples work by the Sustainability Officer that has
brought funding into the Council.

Section Four discusses the way forward for delivering on sustainability over the next 12 months, until
May 2012. Finally, Section Five provides key considerations and conclusions. Appendix 1 provides
a comprehensive progress report against actions over the last 12 months and highlights, for
example, key actions completed, actions in progress, actions that are significant but yet to be
started, and actions unlikely to be started due to funding or time constraints.



Section Two - Summary of progress in delivering key sustainability actions


To provide clarity in assessing progress with delivering on sustainability, this has been structured
into five classifications, ranging from those actions that have been completed through to those yet to
be started. The classification is as follows:

   Actions completed as a tangible outcome: for example, developed a climate change
    awareness screen saver, the setting up of an Energy Champions Group, or developed a
    Sustainability Impact Assessment template).
   Actions in progress but will be an on-going basis: for example, working with communities on
    sustainability and climate change initiatives or providing environmental business support in
    through advice and developing tools they can use including case studies, contacts, action
    planning etc.
   Actions in working progress but yet to be completed as a tangible outcome: for example,
    developing a bus map.
   Actions yet to be started (either as a tangible outcome or actions more aligned to be
    undertaken on an on-going basis)
   Actions unlikely to be started or taken forward (due to financial or time implications).

The remainder of this section provides a summary and examples of progress for key actions of the
sustainability work set-out to be delivered over the last 12 months in line with the classification
highlighted above. As applicable, the examples are aligned with 1 of the 4 priorities highlighted in
the Sustainable Development Strategy (SDS), as referred to in Box 1 (Section One) above. See
Appendix 1 for a comprehensive assessment of the sustainability actions the Council has been
working on over the last 12 months in accordance with the priorities.

   Examples of actions completed (as a tangible outcome):

    » New sustainability section on the Council website. A comprehensive sustainability section
    of the Council website has been developed (www.scarborough.gov.uk/sustainability).

    » Energy management. The Council successfully obtained £65,000 match funding through the
    Carbon Trust’s Salix Energy Efficiency Fund to set-up a Council energy efficiency project fund.
    This is now up and running and as is highlighted in some of the actions discussed below in this
    section, the Energy Manager has pro-actively take forward energy efficiency projects within the
    Councils own operations.

    » 10:10 campaign. The Council has signed up to the national 10:10 Campaign to demonstrate
    it’s commitment to reducing its carbon emissions within its own operations by 10% over a 12
    month period starting in June 2010.

    » Sustainable Development Strategy (SDS). Further to consultation with the public and
    partners, the SDS and an accompanying comprehensive delivery action plan was published in
    September 2010 (see also Appendix 1).

    » Sustainability Impact Assessment (SIA) template. The SIA template has been developed
    and will help to ensure that sustainability is considered within proposals in Cabinet reports. It
    has been modified and completed with approval from the Sustainability Working Group and just
    needs to be passed by the Senior Manager Team for use with Cabinet reports (linked to priority 1
    of the Sustainable Development Strategy).

    » Sustainability Champion. Anchored sustainable development within the Council by
    nominating a Strategic Director as a Sustainability Champion – Hilary Jones (priority 1).

    » Recycling in Council buildings. The role out of recycling units (to separate paper, cans,
    plastic from landfill waste) to respective offices across the Council buildings (priority 2).

    » Energy efficiency projects in Council buildings. A range of energy efficiency projects
    within the council’s own buildings have been taken forward, including: Passive Infra-red Lighting
    in 50% of Public Conveniences; modern control boiler at Whitby swimming pool; pool covers for
    Whitby and Scarborough swimming pools; Quattro Seal draft exclusion installed at Whitby Spa;
    and retro-fit T5 light adaptors installed at Whitby and Scarborough swimming pools. See Table 1
    below and the actions under priority 2 in Appendix 1 for a more detailed analysis (priority 2).

    » Smart meters. All 10 buildings have electric smart meters with monthly readings taken. For
    gas meters, monthly meter readings are entered onto supplier’s website (priority 2).

    » Energy Champions Group. The Energy Manger has set-up an energy champions group
    (priority 2).

    » Energy action plans for council operations. Key Council building sites have energy action
    plans in place so that key energy efficiency actions have been identified and can be implemented
    to reduce energy usage, carbon emissions and the energy bill of the Council (priority 2).

    » Display Energy Certificates (DECs). Ensure that all public buildings that require a DEC
    (which assesses the energy efficiency of the building) have a proper formal assessment
    displayed (priority 2).

    » Video-conferencing. Encouraged video-conferencing as a means to move away from vehicle
    travel by having a climate week screen saver and setting up a half day workshop on using the
    video-conferencing equipment in March 2011 (priority 2).

    » Community energy efficiency projects. Through regional funding, the Council has helped to
    establish 3 sustainability community projects, whereby community groups improve their energy
    efficiency and look to install renewable technologies: these greener communities’ related projects
    are in Fyling Dales, Hawsker and Whitby in co-operation with the Yorkshire Energy Partnership
    and the Stockholm Environmental Institute in York (priority 3).

    » Climate risk assessment work. Comprehensive risk assessment of the impact of a changing
    climate on local authority services and business continuity has now been completed for SBC by
    a part-time North Yorkshire Climate Change Adaptation Project Officer and the Sustainability
    Officer.

    » Sub-regional co-operation: carbon modelling funding bid. Through the Regional
    Efficiency and Improvement Programme (REIP) the York and North Yorkshire Sustainability
    Officers Group have successfully obtained money for carbon modelling work to help develop an
    evidence base for key carbon intervention measures in the respective districts. Carbon
    modelling work to progress through the summer of 2011 (priority 3).

    » Local Development Framework (LDF) and climate change. The emerging Core Strategy of
    the LDF has a specific proactive policy approach to development, adapting to the environmental
    risks at the local level that result from environmental processes and climate change. The climate
    change agenda is captured in the draft Core Strategy and generic Sustainability Appraisal
    (priority 3).


   Examples of actions in progress on an on-going basis:

    » Further energy efficiency projects in Council operations. Energy Manager is taking
    forward energy efficiency projects within the council’s own buildings with support from the
    Sustainability Working Group (see Table 2, Section Four, below) (priority 2).

    » Renewable technology feasibility studies. The Energy Manager is identifying potential
    renewable technologies, for example, wind turbines, photovoltaics and solar thermal heating
    within the council’s own buildings. - Filey Caravan Park identified as a potential site for wind
    turbines. The proposed new depot site awaiting surveys for solar thermal, biomass and PV solar
    panels (priority 2).

    » Community Energy Savings Programme (CESP). A project proposal for CESP has been
    completed by the Housing Manger and Sustainability Officer. However, financial match funding
    issues by SBC and the delay in the more comprehensive feasibility study by the partner
    organisations (Yorkshire Energy Partnership and EAGA) involved in the programme have
    hindered getting CESP off the ground, albeit the feasibility assessment work has now started
    (priority 3).

    » Low carbon economy – supporting business. The sustainability section of the SBC website
    has a section for businesses support and is regularly up-dated. Information is circulated to
    Scarborough business eco-blog, media etc about environmental support events taking place in
    the sub-region. The Sustainability Officer has attended and helped to organise venues for Green
    Business Club meetings in Scarborough and is looking to hold some in Whitby in the foreseeable
    future. Through the Emissions Working Group (sub-group of the Scarborough Local Strategic
    Partnership), the Sustainability Officer is working with the businesses to develop an
    environmental businesses support framework for action (for example, see the below heading
    ‘Environmental Strategy for businesses and partners’). The Sustainability Officer has attended
    regional low carbon exchange event workshops and presented on sustainability and funding
    opportunities for businesses (priority 3).

    » Switch from polystyrene to cardboard packaging. The Sustainability Officer and the Waste
    Enforcement and Recycling Team are exploring the possibility of setting up a scheme where
    take-away outlets transfer to cardboard for take-away packaging rather than polystyrene. This
    will include working with businesses by using cardboard devising incentives (priority 4).

    » Sustainability web updates. The sustainability section of the SBC website which has been
    built is updated regularly with funding opportunities for the wider community, and highlights
    events and projects they can get involved in (priority 4).

    » Compost giveaways. Continuation with the successful compost giveaways twice a year
    (priority 4).

    » Community energy efficiency and broader sustainability projects. Examples of work the
    Sustainability Officer has been involved in include: sustainability presentations at two Area
    Forums; worked with the Scarborough and Whitby 10:10 campaign groups; worked with the
    Scarborough Climate Change Action Network; supported the Fyling Dales, Hawsker, and Whitby
    green communities projects; supported funding bids of the Esk Valley Community Energy Group;
    attended various events on local food production; attended various local events on energy
    efficiency in the Borough; involved in the Local Transport Group; participated in environmental
    workshops and a sustainability presentation at Graham School; involved in a teacher training
    climate change event; involved in the early phases of organising a series of workshops on
    climate change for the public in Whitby (priorities 3 and 4).

   Examples of actions started yet to be completed:
    » Sustainability Impact Assessment (SIA) for Cabinet reports. This has been completed in
    its draft form and approved by the Sustainability Working Group but still awaiting
    amendments/approval by Senior Managers (priority 1).

    » Aalborg Commitments. The Council is exploring signing-up to the Aalborg Commitments to
    formalise processes and knowledge exchange between towns and cities. The Sustainability
    Officer has produced a report on this for the Policy and Performance Manger and Leader of the
    Council. Need to confirm with Leader of the Council as to whether he can sign as soon as
    possible or whether Cabinet approval is required (priority 1).

    » Sustainability presentations for Officers and Members. Undertake a series of
    presentations and workshops with elected Member and Officers from respective units. The
    presentations and workshops will cover both sustainability and energy management.
    Presentations have been developed around the draft Sustainability Impact Assessment template
    for the business units of the Council. Previous presentation has been trialled with Sustainability
    Working Group and the Environmental Services Department. Members will be invited to Officer
    training sessions once dates are set. This will also tie in with an e-learning sustainability module
    on Learning Pool (priority 1).

    » Vehicle tracking for refuse vehicles. At the moment The Council are focussing on the in-cab
    system and associated vehicles tracking. This is currently out to tender and the Council are
    looking at an installation date of August/September 2011. SBC has also purchased some route
    optimisation software for refuse and recycling collection rounds. This, together with vehicle
    tracking and the in-cab system, should enable us to achieve a significant fuel saving (priority 2).

    » Travel Plan. On-going to be completed. Sustainability Officer to write the revised travel to
    work plan with targets (priority 2).

    » Council Energy Strategy. Energy Manager to up-date the Corporate Energy Strategy for the
    Council (priority 2)

    » Scarborough Town Bus Map. Produce a bus map that draws together key bus routes to
    encourage alternative forms of transport. The Sustainable Development Officer is working with
    the Scarborough Renaissance Transport Group and Print Plus in taking forward the bus map.
    The bus map has been started and is likely to be completed end of July 2011 (priority 3).

    » Environmental Strategy for businesses and partners. Encourage partners and businesses
    to develop an Environmental Strategy/action plans and set targets and outcomes to deliver on,
    by providing them with a template of case studies, the types of actions they can undertake to be
    more resource efficient and reduce energy usage, contact/links for sustainability organisations
    that can provide them with advice etc. The Sustainability Officer has started work on an
    Environmental Strategy/Action Plan template that businesses can adapt. Work includes
    contacting businesses to find out about case studies of good energy management practice and
    their own top tips. To be completed end of summer 2011 (priority 4).


   Examples of actions yet to be started:

    » Green Fleet Environmental Management Plan. Ensure the Green Fleet Environmental
    Management Plan (draft Green Fleet Policy and draft Tyre Policy) for SBCs fleet is amended
    with appropriate quantitative targets; and approved by the Council. Because it is unclear as to
    the future of the Garage services, this action has been postponed with a view to amending the
    management plan as appropriate (priority 2).

    » Climate Change Action Plan. Sustainability Officer to develop a Climate Change Action Plan
    that will capture the risks from the risk assessment, adaptation actions and carbon emission
    reduction in the community. This will tie in with the carbon modelling assessment work due to
    take place in the summer 2011. Draft climate change plan due to be developed by end of
    October 2011 (priority 3).

    » Tree Strategy. With support from the Sustainability Working Group, the Tree Officer to
    complete the Woodland Management Strategy once the agency agreement with the County has
    been assessed. A draft version will be completed by end of October 2011 (priority 4).


   Examples of actions unlikely to be taken forward due to funding or time
    constraints:

    » Town twinning for sustainability. Increase the quality of city partnerships and twinning with
    regard to sustainability. Budget cuts have affected delivering on this action (priority 1).

    » Electric vehicles. Trialled electric vehicles’ for Council fleet (e.g. parks and countryside
    services and parking wardens) on three occasions, but as of yet this is not cost effective and the
    vehicles tested do not meet the requirements of the Council (priority 2).

    » Telematics chip for engines of vehicles to improve fuel efficiency. At the moment the
    Council does not have telematics on any vehicles. The main issue is that the majority of Council
    vehicles don’t have the links necessary to monitor driver/vehicle performance which means that it
    is difficult to measure any increase in efficiency. Some of the newer vehicles do have these links
    but the vehicle suppliers are not willing to provide vehicle warranty where engines were so
    modified. The current position is that the Council will look at this again when the warranty period
    ends for the vehicles which can be modified and run a trial (priority 2).

    » Carbon reduction sub-regional workshop report. Write-up the carbon reduction report as
    an outcome of the findings from the planning and low carbon sub-regional workshop organised
    and chaired by the SBC Sustainability Officer (November 2009). This has been started but will
    still need to be completed. However, it is unlikely to be completed due to time constraints and
    the detail that is still required to go into the report (priority 3).

    Section Three – Financial and carbon savings through delivery of the
    sustainability work

The sustainability work delivered over the last 12 months has demonstrated significant carbon and
financial savings and has brought money into the local authority through regional funding climate
change programmes. Examples include:

    Salix Finance energy efficiency match fund. Through the Sustainability Working Group the
     Council successfully applied for Salix funding of £65,000 from the Carbon Trust, to match the
     Council’s own contribution for energy efficiency measures in Council operations (see the next
     bullet point below and Table 1). These monies went into a Council energy efficiency fund (total
     £130,000) that the Energy Manager has draw upon since he has come into post in February
     2010, although the fund was not up formally up and running until April 2010.

    Energy management in Council operations using the Salix/Council energy efficiency fund.
     Table 1, below, provides examples of financial and carbon savings through energy management
     by reducing energy usage in the Council’s operations using the Salix/Council energy efficiency
     fund. Table 1 highlights a range of energy efficiency measures that have been undertaken using
     the fund between September 2010 and April 2011 (e.g. its taken time for some of these projects
     to get through procurement and to be implemented and monitored for success), which include,
     modern boiler controls, swimming pool covers, and Passive Infra Red) motion sensors in Public
     Conveniences. Between September 2010 and April 2011 (these projects have amounted to
     £10,490 in financial savings and 70 tonnes of CO2.

    Regional Improvement and Efficiency Partnership (RIEP) funding programmes. SBC has
     been and is involved in a range of RIEP funding programmes2. However, the following examples
     clearly highlight the financial contribution of RIEP funding as money that has been brought into
     the Council over the last 12 months that has helped to take forwarded programmes that would
     otherwise not have been possible due to limited financial support:

        » Development of Local Climate Impacts Profiles for all North Yorkshire Authorities.
        AECOM consultants were employed to help all local authorities in North Yorkshire to
        progress from level 0 of National Indicator (NI) 188 (level of preparedness to adapt to
        climate change) to level 1. The project was undertaken between December 2009 and June
        2010. Funding for each local authority from RIEP to support this project = £2,000.

        » Comprehensive York and North Yorkshire climate change risk assessment project.
        This work has helped the local authorities in York and North Yorkshire to progress from Level
        1 to level 2 for NI188. Work started in October 2010 and is on-going until August 2010.
        SBCs Sustainability Officer is on the steering board for this project. Two part-time project
        officers were employed to work with Sustainability Officer’s to: (1) undertake a
        comprehensive risk assessment of the impact on local authority services for climate change
        adaptation work (this work is now completed for SBC); (2) disseminate the results of this
        work both within the Y&NY Authorities and their partners (on-going). This information can be
        used by organisations for their risk registers and adaptation action plans. Funding for each
        local authority from RIEP to support this project: £2,200

        » Greener neighbourhoods support officer for greener communities (through the
        Climate Change Skills Fund Programme). This is a 12 month programme that will run until

    Section Four – Looking forward: the next 12 months in delivering the
    sustainability work
The Sustainable Development Strategy and accompanying delivery action plan covers a 3 year
period from September 2010 until September 2013. Whilst there will be a number of smaller
actions taking place, key actions for the next 12 months until May 2012 includes much of the on-
going work as highlighted in Section Two (see also Appendix 1). More specifically, this work
includes:

    Sustainability Impact Assessment (SIA). Take forward the SIA for Cabinet reports: This has
     been completed in its draft form but awaiting amendments/approval by Senior Managers (work
     started, to be completed) (linked to priority 1 of the Sustainable Development Strategy).

    Aalborg Commitments. Further to the report that the Sustainability Officer has developed as
     to the advantages of SBC signing up to the Aalborg commitments, encourage the Council to
     sign-up to these to formalise processes and knowledge exchange between towns and cities
     (work started to be completed) (priority 1).

    Sustainability presentations for Officers and Members. Undertake a series of
     presentations and workshops with elected Members and Officers from respective units.
     Presentations have been developed around the draft Sustainability Impact Assessment
     template for the business units of the Council. Members will be invited to Officer training
     sessions once dates are set. This will also tie in with an e-learning sustainability module on
     Learning Pool (started to be completed) (priority 1).

    Energy efficiency in Council buildings. Energy Manager to take forward energy efficiency
     projects within the council’s own buildings (see Table 2 below) and other initiatives (an on-
     going basis) (priority 2).

    Energy Strategy. Energy Manger to up-date the Corporate Energy Strategy for the Council
     (yet to start to be completed) (priority 2).

    Travel Plan. Sustainability Officer to write the revised travel to work plan with targets (started
     to be completed) (priority 2)

    Community Energy Savings Programme (CESP). Completion of the comprehensive
     feasibility study for CESP by the partner organisations Yorkshire Energy Partnership and
     EAGA) with support from the Housing Manager and Sustainability Officer, with a few to taking
     forward a programme of action (started to be completed) (priority 3).

    Business support in the low carbon economy. Sustainability Officer to support local
     businesses to be involved in the low carbon economy by promoting renewable technologies,
     their viability and funding opportunities by attending business forums, undertake presentations,
     meetings, explore viability of taking forward a scheme for micro-technology renewable
     technologies at Scarborough business park (an on-going basis) (priority 3).

    Scarborough Town Bus Map. Sustainability Officer to continue to work with Scarborough
     Renaissance Transport Group and Print Plus to produce a bus map that draws together key
     bus routes to encourage alternative forms of transport. The bus map is likely to be completed
     end of July 2011 (work started to be completed) (priority 3). The possibility of developing bus
     maps for Filey and Whitby will be explored.

    Climate change action plan. Sustainability Officer to develop a climate change action plan
     that will capture the risks from the risk assessment, adaptation actions and carbon emission
     reduction in the community. This will tie in with the carbon modelling assessment work due to
     take place in the summer 2011. Draft climate change plan due to be developed by end of
     October 2011 (yet to be started) (priority 3).

   Community sustainability/energy efficiency workshops, projects and meetings.
    Sustainability Officer to continue to raise awareness of sustainability and be involved in
    projects amongst the wider community of the Borough by attending Area Forum’s and
    community group meetings and events as appropriate. Proceed with the series of workshops
    on climate change for the public in Whitby and support other programmes, schemes and
    projects as appropriate. Continue to support the 3 greener neighbourhood schemes in the
    Borough and the Whitby Esk Energy project. Support climate change education in schools by

    format once the agency agreement with the County has been assessed. Draft version will be

   Environmental Strategy for businesses and partners. Encourage partners and businesses
    to develop an Environmental Strategy/action plans and set targets and outcomes to deliver on,
    by providing them with a template of case studies, the types of actions they can undertake to
    be more resource efficient and reduce energy usage, contact of sustainability organisations
    that can provide them with advice etc. Sustainability Officer has started work on an
    Environmental Strategy/Action Plan template that businesses can adapt. Work includes
    contacting businesses to find out about case studies of good energy management practice and
    top tips etc. To be completed end of summer 2011 (on-going yet to be completed) (priority 4).

Section Five - Key summary points of this annual report


Further to the above sections that have highlighted the sustainability work delivered by the Council
and its partner organisations over the last 12 months (May 2010-May 2011), and where delivery of
work is to be concentrated in the future (May 2011-May 2012), key considerations include:
      Many actions that are associated with priority 1 ‘mainstreaming sustainability at the
       strategic level in our own operations’ have had the preparation work completed. These
       actions now just need to be taken forward at the strategic level, (e.g. Sustainability Impact
       Assessment, officer training, signing up to the Aalborg commitments) and then these
       actions will be completed. As such many of these actions are associated with
       policy/training measures.
      Those actions associated with priority 2 ‘sustainability and energy management within the
       Council’s own operations’ have clear outcomes and are more associated with practical
       measures, for example, installation of boiler controls or swimming pool covers. A number
       of these more practical actions have been progressed and completed.
      Much of the work to be delivered in the community around climate change and broader
       sustainability (priorities 3 and 4 respectively) have been started (e.g. projects and
       programmes that engage the community) and are actions to be undertaken on an on-going
       basis, rather than actions to be completed with any specific end point highlighted at this
       juncture. However, many of these actions will require deadlines to be set against them in
       due course, rather than being classified simply as an ‘on-going basis’.
      Some of the actions around supporting businesses still need to be taken forward, for
       example, environmental audits and environmental action plans, but once an environmental
       support action plan template has been developed in co-operation with local businesses,
       and CO2 sense, this work will progress quite swiftly.

      Members, Officer’s and the local community should recognise that investing in sustainability
       is not just about financial savings, for example, reduced energy bills by installing energy
       efficiency measures, but also about the carbon savings that can be incurred. This is
       because there are financial costs associated with emitting each ton of carbon. For
       example, for larger organisations there is a range of mandatory carbon trading schemes in
       place that put a price on each ton of carbon that they emit, but current consultation
       processes by the Department for Energy and Climate Change (DECC) suggest that the
       threshold of such schemes might be lowered to capture smaller organisations.

       To illustrate, the Carbon Reduction Commitment Energy Efficiency Scheme is compulsory
       for private and public organisations that consumed over 6,000 MWh (6,000,000 kWh) of
       half-hourly metered electricity during the period from January 2008 to December 2008
       (therefore, SBC is not fully involved in the is scheme, it only has to report on its energy
       usage). At today's prices, this is roughly equivalent to electricity bills of approximately
       £500,000 per year, but there is a suggestion from DECC that this threshold will be lowered
       to capture small organisations that have half hourly meters. In short, organisations involved
       in the CRC have to reduce their carbon emissions to avoid the financial penalties
       associated with emissions. Thus, there is a clear financial incentive to perform well in the
       CRC because organisations will reduce the number of emissions allowances they need to
       buy which cost £12 per ton of CO2 they emit, putting them at a cost advantage to
       competitors that have not cut emissions.

    Appendix 2 – Objectives’ of the Sustainable Development Strategy

Priority 1 - Building capacity and local management towards sustainability (links with
objectives 1-4).

Objective 1: To build participation and sustainable development capacity within Scarborough
Borough Council as an organisation and through its Members and officers at a personal and
professional level.

Objective 2: To strengthen Local Agenda 21/Aalborg commitments or other local sustainability
processes and mainstream them into the heart of local government.

Objective 3: To ensure that sustainability issues are central to decision-making processes.

Objective 4: To set-up a monitoring mechanism to ensure the prioritisation of sustainability is
apparent and is being delivered.


Priority 2 Buildings and estates and activities within the council’s own operations: Making
effective use of resources (links with objectives 5-12).

Objective 5: Understand and qualify SBCs use of natural resources with regards to energy
management and water usage.

Borough towards sustainable development by capacity building within the community to reduce the

Objective 25: Undertake effective management of natural resources and increase the use of local

*A difference between priority 3 and 4 is that the former gives prominent recognition to reducing
the carbon footprint of the Borough, whereas the latter is more about the broader environmental
footprint, with regards to biodiversity, natural resources, supporting local consumption and
production.
