Minutes of the Ordinary Meeting of the Hanbury Parish Council (HPC)
Held at 19.30 on Monday February 22 at 19.30

1. Apologies for absence
There were no apologies received.
2. Declarations of Interest
There were declarations received from Cllrs RR, NN and DF re agenda item, 7.1
planning application –Dee An Ar. Declarations of interest also received from Cllrs DF
and NN re agenda item 7.1 – planning application – The Byre.
3. Approve and sign the minutes of the Ordinary Meeting on Monday 25th
January 2010
The minutes were taken as read and approved.
4. Progress Reports from the Previous minutes
Lighting at Courts Close Bungalows. Clerk has written to the Housing Association in
the last few days and they are looking into the matter of the ownership of the
lighting.
4.5 The Lengthsman has litter picked along Forest Lane.
There are no bins available for purchase at the moment, and it was felt that extra
bins would not help the littering of Forest Lane, as it was probably mainly due to
motorists.
4.9.3 Purchase of a new set of lights in time for Christmas 2010. Mr Roger Wright would
purchase the extra lights and send the receipt to the Parish Council for payment.
4.12 Vehicle Activated Speed Signs. AS agreed to let the Clerk have the manufacturers
contact information when the bill for the vehicle activated signs had been paid for.
The Chairman – AB agreed that HPC would pay the bill for the signs when the
ongoing matter of the speed of the sign had been settled.
5. Correspondence received to date.
No correspondence received this month.

6. County and District Councillor’s Reports
M. Broomfield – County Cllr reported the following
There is to be a 2.9% increase in expenditure over the next year at County
Council.
MB agreed to find out if the Lengthsman scheme would continue in the year
2010/2011.
A.Steel –District Cllr reported the following
The Youth Bus is ready for use. Contact Rob Mace at the Wychavon hub to
book.
Wychavon budget 20010/11 is to rise to 1.94% above last years budget.

8. To Receive Reports from:
8.1 Hanbury 2010 activities
“Hanbury in your Hands – the group are producing the final draft, having
incorporated comments from Planning, Conservation, Highways and Planning
Policy. We need to add photographs and get it ready to drop into the
printers. Hopefully we can do this in the next week.
Once we have the final layout, we will be able to inform the Parish Council on
how much of the allocated £1500 we will need.
Improving Hanbury’s Looks – as spring approaches, it will be time for a
replanting of the three planters on the main roads into the village. We have
three lots of volunteers who will do this.
Woodlands and Orchards of Hanbury – the current work of this group is
ending, with a small amount of funding still to spend.

REVIEW
2010 would a good year to review our priorities which came out in the
booklet, Hanbury 2010, in 2004 – there have been a lot of new people
coming to live in Hanbury since it was published. Advice about a review from
Community First suggests that we ask parishioners what they think of what
we have achieved (maybe a two sides of A4 questionnaire in the Herald),
then have couple of events asking parishioners what their priorities are now”

CS agreed to send a copy of the final report of the amended Hanbury in your
Hands Design Statement to the Clerk who would then forward it to JE and
other interested Councillors before the document went to the printer.
8.2 The Village Hall extension Committee
Plans for the proposed extension to the Village Hall were circulated at the meeting to
all Councillors. It was agreed that NN and DF would take the plans to Wychavon for
a pre application meeting before April 1st.
9 Finance
9.1 Monies received by the Parish Council:
There were no monies received by the Parish Council this month.
9.2 Payments submitted and approved for payment by the Parish Council
A. D Farnsworth – Parish Lengthsman £220
N Power – Landlords lighting for Court s Close, Hanbury. £140.30
BT – Clerks telephone to February £76.71
Wychavon District Council – Vehicle Activated Sign £3260.25
This cheque was written and signed, ready to be sent to Wychavon Finance
Department when the issue in 4.12 is resolved.
Hanbury Herald – Final donation for 2009/10 £200
Elmcroft Tree Nursery Woodlands and Orchards budget £333.70
9.3 Other financial matters
A letter was received from the Internal Auditor – Dianne Malley asking HPC if they
would like her to carry out the internal audit for 2009/2010. HPC agreed to use D
Malley for the forthcoming internal audit.
10. Jobs for the Parish Lengthsman
It was agreed to ask the PL to do the following jobs
To tidy the playground on the Recreation Ground.

PL to contact Mr Hoomans re the hedge outside his property on Courts Close,
and to report back to the Clerk with his suggestions, as Mr Hoomans has
requested that the hedge be cut back to allow him to be able to maintain the
hedge himself.
11. Discussion and decision as to how Hanbury Parish Council would like its
relationship with Hanbury 2010 to continue.
A long discussion took place with regard to the above agenda item.
It was reported that Hanbury in Your Hands were currently finishing the Design
Statement – which had been submitted to the Council in October 2009. A final draft
will be issued to Councillors before printing.
Woodlands and Orchards Group had finished spending the last of their monies
and the group would become dormant until a need was identified for further trees
within the Parish.
Improving Hanburys Looks was an ongoing group and HPC had budgeted £300
for them in 2010/2011 for the refurbishment of the planters by the “Hanbury” signs.
Crash is an active group within the Parish. It was agreed that Crash would be asked
to express their view in terms of what they would like to do in the future, and what
they would like their relationship with HPC to be.
CS noted that the Parish Plan needed to be reviewed and a survey, or different
activity needed to take place to get parishioners views on their priorities in the
parish.
12. Parish Councillors’ Reports and Items for Future Agenda
It was reported that 8 new speed reminder signs had been installed along Forest
Lane, although 3 had been knocked down already.
The Clerk provided the March article for submission to the Hanbury Herald, and all
Councillors agreed to contact the Clerk if they had any additional information to be
included.
13. Agenda Appendix items for information
Members did not wish to discuss any item on the Agenda Appendix.

Public Question Time
There was concern re the removal of hedging at the Vernon Arms. Planning
enforcement had been out and inspected the site.
Jenny Hawkins Community Support Officer (Police) – reported on the following
burglaries

Hanbury Woods – Bag theft
Hanbury Growers
Also suspicious activity noted and police presence sent to local residence
Actions for February
