SIMSHILL AND OLD CATHCART COMMUNITY COUNCIL
MINUTES OF MEETING HELD ON MONDAY 6TH FEBRUARY 2012
1. WELCOME
The chair opened the meeting by thanking everyone for their attendance.
2. PRESENT

3. MINUTES OF PREVIOUS MEETING:
The Minutes of the meeting of 9TH JANUARY 2012 were approved and adopted as correct

5. REPORTS:
POLICE REPORT: NO REPORT
SECRETARY’S REPORT AND MATTERS ARISING FROM PREVIOUS MINUTES
An email with appropriate pictures was sent to George Gillespie, Assistant Director of LES on behalf of the owners
of 150 Old Castle Road regarding the large tree growing on the pavement outside No.150 and a reply is awaited.
Jack Devine was contacted regarding the problem of litter/overflowing bins etc. Jack passed this to the supervisor
responsible but this continues to be a problem.
Ryan Noble of Community Safety Services was contacted regarding the ongoing problem of dog fouling. He will
discuss with Andrena Stamper and arrange for additional notices/visit by community wardens
ADDITIONAL MATTERS:
The safety railings have now been installed at the toddlers’ play area in Linn Park and there has been an excellent
response from parents. The area is looking extremely untidy due to fallen trees and the work involved in clearing
these but it appears that over 2,000 trees fell or were uprooted throughout Glasgow parks so there is a major
clean-up underway.
Liz Hamilton ofMacTaggart and Mickel will inspect the broken fencing at their Seil/Shetland Drive land but has
confirmed they will probably renew the full fence.
P. Cockburn has received an email from a Mrs. Lee and a visit from Mr. Alan Cutherbertson (Simshill residents)
regarding the problems of litter and lack of street cleaning. Jack Devine has been advised and arranged for work to
be carried out (1.2.12)
Bailie Margot Clark has also raised concerns regarding cleansing issues. Some residents of the flats above the

Drakemire/Carmunnock Road shops have approached her and she invited them to a meeting on 24 January. This
was also attended by Mrs, Margaret Barr, Head Teacher of KP Secondary, Ryan Noble of Community Safety Services

and Patricia Cockburn representing the CC. No-one from LES attended. There will be a further meeting on 7
February and Bailie Clark will invite representatives from LES to attend.
A late licence has been applied for by the proprietor of the hot food take away premises at 71 Old Castle Road (12
Midnight Sunday - Thursday and 1.00a.m. Friday and Saturday). As agreed in 2008 P. Cockburn can deal with
urgent matters arising between CC meetings therefore a Letter of Objection has been submitted (Recorded Delivery).
Bailie Clark has also registered an objection to this.
In connection with the safety issue of high trees at Simshill Primary site which we took up on behalf of
Mr. McGoldrick a reply has been received from City Property advising that a preservation order exists and nothing
further can be done (Letter in correspondence)
Hastie’s Bakers have decided to close their business and the staff have been given 12 weeks notice. Again, there
was an element of urgency involved as various parties have shown an interest in the Croftfoot Roundabout property
with (apparently) measurements having been taken to see whether gaming machines could be installed. Letters
were sent by the three local CC’s to a similar business asking if they might consider looking at these premises
Replies have been received indicating possible interest. Nothing further can be added at present but we should
monitor the situation in the event that the gaming machines issue might indeed be true.
The secretary would like to have it minuted that she has received several calls late at night from a ‘withheld’ number
and due to the timing feels it could be connected to an earlier situation involving the CC If so, she has
reciprocated in a one -off way which may possibly indicate to the perpetrator they have been ‘rumbled’. The
secretary uses caller ID therefore these calls have been ignored resulting in the ‘phone being taken off the hook late
evening until morning and hopefully this has put an end to it. Friends/family have access to her mobile number.
It is important that this should, however, be noted but if it has not stopped this will be taken further.
ACTION:
a) Hastie’s premises – ask police to support any objection we would be raising if an application for gaming
machines or the like is submitted.
b) After discussion and confirmation from the Chair that she has received emails all directed against our
secretary, the CC decided that the secretary should draw attention to the withheld calls when forwarding
minutes to the police, advising that telephone will no longer be left off the hook until we see if this problem
continues.

6. CORRESPONDENCE
a) GCC Planning Applications – no relevant applications this month
b) Minutes of King’s Park Parent Council January 2012 – Nothing to report
c) Reply from City Property advising of technical report on trees at Simshill Primary site. They also confirm
all trees on site are protected by statutory Tree Protection Order and we cannot take this any further at
present. (Mr. McGoldrick has been advised and thanks us for pursuing this as far as possible).
d) Reply from Stevie Scott, Neighbourhood Services Manager (South) with update on proposed
improvements/repairs/maintenance issues requested by this CC for Linn Park - (to be read out in full).
Graham Gillan, Secretary, Friends of Linn Park, has also advised that WIAT funding has now been confirmed
from the Forestry Commission therefore with these two proposals we should see improvements within the
park.
e) Email was received from CCRC advising that minutes from January 2011 until October 2011 had not been
received thus holding up issue of the annual administration cheque. This is obviously an internal problem
as minutes are sent every month without fail. The audited accounts and AGM minutes were hand
delivered to the CCRC by P. Cockburn and this is when the cheque would normally be issued. Fortunately
minutes had all been saved and were re-sent . Other CC’s have had the same problem. A dedicated
email address has been set up by the CCRC for minutes and agendas only rather than sending to someone in
the CCRC office. . A follow up letter was sent to all CC’s advising them of this.
f) Reply from George Gillespie regarding the issue of traffic congestion at Aikenhead Road/ Holyrood Sports
Centre and detailing steps being taken to help mitigate the problem. (Read out in full)

g) Forms received for Royal Garden Party (3 July). P. Cockburn would like to apply this year due to
imminent ‘retiral’ from the CC. Forms still available for others to apply but must be posted this week.
7. A.O.C.B.
It was agreed that it disappointing no elected members have attended recent meetings as there were various matters
which require to be highlighted.
An email will be sent to Cllr. Docherty raising concerns regarding : Insufficient grit bins/cleansing throughout the
area/additional or replacement plastic bins on lampposts/siting of promised Victoriana bin at Old Castle Road

shops/lighting at Cathcart Clock Tower and requesting that she attends the meeting of 12 March 2012.
Lynne advised that the Community Reparation Scheme have painted the railings at the stalled spaces site (former
Edith Cottage). It might be possible that they would look at repainting the inner sections of the bridge on Delvin
Road and a reply is awaited. We would then apply for a grant towards the cost of paint.
Lynne also advised the Stalled Spaces team that we would not be interested in the additional two sites which
Mactaggart and Mickel wanted to dispose of as they were unsuitable.
We continue to monitor dates for the Manse Brae Development plans to go before the Planning Committee but no
date has yet been given for this.
8. OPEN FORUM
Tom Spence advised that some girls from KP Secondary had asked him to purchase cigarettes on their behalf. Tom
refused. Mrs. M. Barr will be advised, but if this happens again Mrs. Barr should be given a description
immediately as it is her policy to try and track down pupils as soon as possible and speak to parents regarding
inappropriate behaviour.
Tom advised that even during the recent brief fall of snow gritting lorries could not drive up Rockall Drive as it was
slippy. He suggested to the driver that he should reverse uphill as the back wheels would then be travelling on
the grit. He raised the question of insufficient grit bins throughout the area but we have already requested extra
and were told that the locations had been agreed and a map provided. Additional bags would be left in certain
locations in the area (which would be publicised) and a grit bin will not be situated within 100 metres of another.
To date the additional bags have not been necessary this winter. This was also presented to the Linn Area
Committee as part of the Council’s Winter Maintenance Programme. Tom’s concerns regarding the Council’s
‘Duty of Care’ will be detailed in the email to Cllr. Docherty.
