Auto Fuel Policy – Issues &
Way Forward
• Future review should be based on the data being
generated under AQM programme
• Balance of global standards and Indian specific
measures be made to achieve Air Quality Standards
at least cost
• Fuel economy standards should be implemented
• CNG vis-à-vis clean diesel technologies need
systematic assessment
• CRRI type of study with newly ARAI developed
emission factors to be conducted afresh to assess
present pollution load from different type of
vehicles and fuels
• Offsetting Challenges and Issues, there
is gradual improvement in Fuel Quality
in line with Auto fuel Policy
– Refineries are geared up as per the road
map of expert committee
– Huge capital investments leading to
increased production cost
– Compensation to refineries is required
• Vehicle Technology movement in line with
the Mashelkar Committee recommendation
– Cost benefit Analysis needs to be done
– Fuel Quality to be maintained at Retail Outlets
– Urea injection at ROs
• Fuel Market segmentation for Optimal
resource management
– On-road application
– Off-road application
– Fuel for Railways
– However concern raised for misuse of cheaper
fuel
• Japanese / Indian Specific Fuel Quality
standards need to be studied
• Fuel quality and Vehicle Technology in line
with Auto Fuel Policy
– Integrated approach needed for better
Ambient Air Quality
• I&M should be implemented across the
country for in-use vehicle
• Innovative approach & new technologies thru
R&D and willingness to look beyond fossil
fuels would sustain the industry in longer
time
• Need to Think
– National Auto Pollution & Fuel
Authority (NAPFA) to be reconsidered
by Government
– Beyond Fuel Quality and Vehicle
Technology
– Beyond 2010 for timely
preparedness.
