Purpose of Position
The purpose of this position is to process worker’s compensation claims for Marathon county employees in
accordance with State of Wisconsin Worker’s Compensation Act, to prepare and monitor the Employee Resources
Department budget, and to assist in administering safety, collective bargaining and labor relations. The work is
performed under the direction of the Employee Resources Director.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-
inclusive. Other duties may be required and assigned.
Processes workers compensation (WC) claims for County employees; determines need for Independent Medical
Evaluation (IME); prepares IME letter for director’s signature; discusses strategy with and obtains direction and final
decisions from Employee Resources Director, Deputy Corporation Counsel and Risk Manager; drafts
correspondence including denials.
Investigates cases; questions medical providers, obtains medical records; reviews medical bills for approval; applies
North Central Healthcare Alliance discounts as appropriate; calculates benefits; prepares files and case summaries
for attorney and calculates county’s possible exposure; notifies Risk Manager and District Attorney of needed
restitution activity.
Prepares and distributes state, county and other required reports; responds to state inquiries; runs quarterly loss reports,
OSHA log; coordinates health insurance carrier payments.
Coordinates employment physicals; determines need for post-offer employment physicals; schedules, sends notices and
evaluates results from medical and psychological exams; discusses needed follow-up exams with Director; informs
departments of applicant pass/fail status on medical exams.
Develops annual budget for Employee Resources Director’s review; monitors department purchasing, billing and cash
accounting functions; reconciles budget and maintains financial accounting records; prepares transfer request;
prepares annual reports for auditors for cost allocation.
Assists with the administration of collective bargaining and labor relations; collects and complies wage, benefit and
contract language data for collective bargaining purposes; conducts surveys; prepares interest arbitration exhibits and
costings; prepares salary schedules; maintains list of changes to union contracts/ordinances and management
Personnel ordinances and provides recommended changes to Director.
Administers safety programs including Bloodborne Pathogens Program, Confined Space, Asbestos, Respiratory, First
Aid/CPR, Dive Team, Hazardous Materials Team, Hearing Conservation Program, Safety Video and Return to
Work Program; schedules and coordinates mandatory physicals, blood tests, hearing testing; coordinates training
sessions; provides information; maintains records.
Assists in coordinating the Critical Incident Stress (CIS) Services of Wausau; receives calls every third month from 24-
hour hotline; assesses need for services and determines appropriate referrals; coordinates arrangements with CIS
team; meets with team on quarterly basis; prepares and sends agendas and minutes.
Assigns, directs and monitors the work of support staff involving projects under areas of responsibility.

Organizes and plans the County’s Annual Retirement and Recognition Banquet; determines who will be recognizes;
notifies employees.
Assists in administering the Payroll/Human Resources System (SFG); assists financial systems specialists in questions
regarding payroll processing; interprets union contract/ordinance language and County policies and procedures;
develops and maintains allocation list; updates organizational charts for annual budget booklet; develops related
computerize reports; assists with end of year process and leave accruals; maintains leave policy tables; assists with
testing of new releases and fixes; develops tables to track personnel changes and maintain personnel system.
Advises department in interpreting and applying labor agreement/ordinance language and County Policies and
Procedures Manual language; answers questions regarding personnel, workers’ compensation and safety related
issues.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the
purpose of this position and may also be performed by other unit members.
Costs out new positions and reclassification requests; prepares Personnel Report for Human Resources Committee
monthly review; prepares articles for employee newsletter; updates databases for Commercial Drivers License
random testing on quarterly basis.
Performs clerical and reception functions as needed.
Performs other related functions as required.
Minimum Training and Experience Required to Perform Essential Job
Functions
Bachelor’s degree from an approved college/university in Human Resources, Personnel Administration or Labor
Relations with three years of related experience or any combination of education and experience that provides
equivalent knowledge, skills and abilities.

Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and
appraise. Requires discretion in determining and referencing such to established criteria to define consequences
and develop alternatives.
Requires the ability to persuade, convince, influence, train and monitor, in favor of a desired outcome. Requires the
ability to provide assistance, guidance and direction to clerical support staff on how to apply procedures and
standards to specific situations.
Requires the ability to utilize a variety of design data and information such as Workers’ Compensation Act, forms
and documentation, class specifications and job descriptions, medical reports, salary and benefit surveys, case
summaries, arbitration exhibits, allocation list, organization charts, union contracts, ordinances, policies,
professional literature, statutes, procedures, guidelines and non-routine correspondence.
Requires the ability to communicate orally and in writing with workers compensation employees and association, medical
and psychological personnel, Employee Resources Director, Deputy Corporation Counsel, Risk Manager, attorneys

Mathematical Ability
Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and
decimals; may require the ability to utilize and compute descriptive statistics.

Requires the ability to apply principles of influence systems, such as leading, planning, and coordinating. Requires
the ability to exercise independent judgement to apply facts and principles for developing approaches and
techniques to problem resolution.
Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the
evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that
are clearly measurable or verifiable.
Physical Requirements
Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery
and tools such as a computer and other office machines, and/or materials used in performing essential functions.
Requires the ability to coordinate eyes, hands, feet and limbs in performing coordinated movements such as typing.
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting,
carrying, pushing and pulling of objects weighing five to ten pounds. Tasks may involve extended periods of
time at a keyboard or workstation.
Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and
sounds associated with job-related objects, materials and tasks.
Environmental Adaptability
Tasks are regularly performed in generally safe and comfortable surroundings with some exposure to adverse
environmental conditions, such as irate individuals.
