Call to Order

The Standards Committee conference call was called to order on Wednesday, October 1, 2009, at 12:00
p.m. EDT.

2. Adoption of the Agenda

A discussion regarding international use of Standard 90.1 was added under New Business.

3. Approval of Minutes

The Louisville 2009 ASHRAE Annual Meeting Minutes were presented for review and approval.

It was moved and seconded:

        Annual Meeting be approved as presented.

4. Review of Action Items

See the updated status of Action Items beginning on page iv.

5. Chair’s Report

Chair Steve Bushby reported the following:

i.   The Standards Development Steering Committee has almost completed its revisions of the PC MOP.
     This draft will be circulated to all Standards Committee members prior to Orlando to review and will
     be placed on the PPIS agenda for consideration in Orlando.
ii. The request for approval of the 90.1 TPS change has been removed from the agenda. There was a
     negative vote received on the continuation letter ballot so a recirculation ballot will be conducted and
     will close on October 21, 2009 at noon. A joint SPLS/StdC conference call will be held at 3:30 pm
     that afternoon to vote on the motion.
iii. An AdHoc committee has been working on finalizing a request for proposal to fix the problems with
     the Standards online database. It is anticipated this will be submitted within two weeks in order to
     seek bids.

6. Board Officials’ Report

The Board ExO, Wayne Reedy, thanked the Standards Committee for its hard work, especially in
supporting 90.1 and 189.1.

The CO, Tom Watson, also thanked the Standards Committee for its work and support.

7. Manager of Standards’ (MOS) Report

The Manager of Standards Report was presented by Ms. Stephanie Reiniche.

        To date, during the 2009 – 2010 Society Year, Standards Committee has processed the following:
            i. 1 appeal at ASHRAE (addendum w to 34-2007)
            ii. 164 Roster changes
            iii. 3 Publication drafts
            iv. 45 public review drafts
            v. In the July 2008 – June 2009 Society Year, 1,528 Public Review comments from 131
                 public review drafts were processed. All of the public reviews were processed through the
                 online comment database with the exception of one TPS public review.

8. Publication Drafts

It was moved by Carol Marriott:

         exchange requirements for specific HVAC&R activities.

         2. SCOPE
         Data types would include catalog definitions in areas such as, but not limited to, chillers, air-
         handling units, fans, pumps, fittings, controls, as well as analytical or operations, building
         performance data.
         This guideline
         1. Defines methods for documenting Use Cases and data exchange requirements related to
             HVAC&R activities involving equipment, systems, design services, and other services over
             the life cycle of capital facilities. Use Case documentation will employ domain expert
             terminology and a consistent format to facilitate review and adoption by industry participants.
         2. Outlines procedures for web-based management of Use Cases to support development of
             formal data definitions and implementation in HVAC&R industry software.

                 capacity and efficiency of self-contained, mechanically refrigerated vending machines for

             2. SCOPE:
             This standard:
                 (a) defines standard bottled, canned, or other sealed beverage storage capacity,
                 (b) applies to both zone-cooled (typically solid-front) machines and fully cooled (typically
                     glass-front) machines,
                 (b) (c) establishes uniform methods of testing for determining laboratory performance of
                      vending machines for bottled, canned, or other sealed beverages,
                 (c) (d) lists and defines the terms used in the methods of testing, and
                 (e) establishes test conditions for rating.

             This standard prescribes a method of test to determine the efficiency of space heating and/or
             cooling thermal distribution systems under seasonal and design conditions. The objective is to
             facilitate annual energy calculations and heating and cooling equipment capacity calculations.

             2. SCOPE
             2.1 This standard applies to single-family detached and attached residences with independent
             thermal systems.

             2.2 This standard applies to air, hydronic, refrigerant, and electric distribution systems.

             documentation requirements for the design, construction and operation of high performance green
             sustainable health care facilities.

             2 SCOPE:
             2.1       This standard applies to patient care areas and related support areas within health care
             facilities, including hospitals, nursing facilities and outpatient facilities.
             2.2       This standard applies to new buildings, additions to existing buildings, and those
             alterations to existing buildings that are identified within the standard.
             2.3       This standard provides procedures for the integration of green sustainable principles into
             the health care facility design, construction and operation process including:
                           a. integrated design
                           b. conservation of water
                           c. conservation of energy
                           d. indoor environmental quality
                           e. construction practices
                           f. commissioning
                           g. operations and maintenance

        14. New Business

        A. Policy level TPS change for Standard 90.1

        Standards Committee will be considering recommending to the Board via conference call October 21,
        2009, that the title, purpose and scope for Standard 90.1-2007, Energy Standard for Buildings Except
        Low-Rise Residential Buildings, be revised. This was removed from the agenda because SSPC 90.1
        received a negative vote during the continuation letter ballot and had to recirculate the motion.

        B. Tech Council Strategic Planning Input Process

        The committee discussed the strategic planning input process and agreed it was necessary to increase
        involvement from all levels of society. To do this, an organized process needs to be developed to obtain
        input from project committees in a timely manner. It was agreed that a request would be sent via email
        from ASHRAE to all PC Chairs requesting that project committees conduct a strategic planning brain-
        storming session in advance of the Winter Meeting in Orlando. SPLS Liaisons would collect this
        information and include it in their SPLS reports. The goal is to have some input by the end of the Orlando
        meeting.

AI #2   An action item was assigned to all members to review the strategic discussion document and strategic gap
        analysis document and send feedback to Mike Newman with a copy to Steve Bushby and Stephanie
        Reiniche three weeks prior to the Orlando Winter Meeting.

AI #3   An action item was assigned to Carol Marriot and Mike Newman to draft a letter to be sent to all PC
        Chairs requesting that PC Chairs conduct a strategic planning brainstorming session at their meetings in
        advance of the Orlando meeting and to share their feedback with the SPLS liaisons.

        C. Strategic Plan Gap Analysis

        Standards Committee members were asked to review the Strategic Plan Gap Analysis and provide
        feedback in advance of Orlando.

        D. International use of Standard 90.1

        Standards Committee discussed issues related to the need and desire of international regions to modify
        Standard 90.1 so that it could be used in their regions. An action item was assigned to Doug Reindl to
        arrange a meeting in Orlando with SSPC 90.1, ExCom and Region 13 members to discuss the Region’s
        needs and to identify appropriate solutions to meet those needs. This exercise would be used as a test
        case to identify and develop solutions prior to expanding the exercise to other international areas.
        While Standards Committee identified a number of possible ways to handle this issue, it was decided that
        to identify viable solutions a clear understanding of the relevant needs of those affected is necessary first.
        Staff will assist in providing the names of interested parties in Region 13.
        Some of the possible solutions discussed were to have an expert in a particular region draft an informative
        annex to attach to Standard 90.1 with a contact person on SSPC 90.1, or to ask SSPC 90.1 to draft it. The
        concerns were that there doesn’t seem to be enough information on what the problems are. Standards
        Committee determined that to best address any problem it was appropriate to start with a test case.

AI #4   An action item was assigned to Doug Reindl to set up a meeting between SSPC 90.1, ExCom and
        members of Region 13 in Orlando to discuss the needs of the Region and come up with appropriate
        solutions to meet the needs of Region 13. Staff will assist in providing the names of interested parties in
        Region 13.

        15. Next Meeting/Closing Items

        A request has been received from SPC 189.1 that the approving bodies, if the SPC accomplishes all
        necessary actions, consider approving Standard 189.1P for publication prior to the Orlando meeting. A
        conference call may be needed in December prior to the Winter Meeting to possibly approve Standard
        189.1P for publication. Staff will be sending out a Doodle request to poll for available times so that time
        can be saved on Standards Committee members calendars in the event SPC 189.1 meets its goals.

        The next face to face meeting will be at the ASHRAE Winter Meeting, January 22 – 27, 2010 in Orlando
        Florida.
