Dr. James Fielding Smith is a Professor at American Public University System and President of
Smith-Woolwine Associates, a consulting firm in the field of airport disaster preparedness.
Dr. Smith’s current research is in regional cooperation, coordination, and communication among
airports during disasters. He has published in the Journal of Emergency Management, IATC,
JBC&EP, JHS&EM, and the IAEM Bulletin. His most recent report is available at
http://www.airportstudy2008.com. As a consultant, Dr. Smith writes emergency plans.
Active in the American Society of Civil Engineers (ASCE), International Association of
Emergency Managers (IAEM), and the American Academy of Environmental Engineers,
Dr. Smith is attending this year’s Higher Education Conference to participate in the ASCE-
sponsored panel on the implications of catastrophic failure of critical infrastructure. The panel’s
goal in the presentation is to increase awareness among EDM educators and graduate students of
the importance and implications of critical infrastructure studies in their curricula. This is a long-
term investment by ASCE in the future of EDM, and the panel members are grateful for the
opportunity to speak to such an influential audience.
