Republic of Mauritius Development of Irrigated Agriculture in the Northern Plains Irrigation Project – Phase II GENERAL PROCUREMENT NOTICE 1. The IRRIGATION AUTHORITY, a Parastatal body under the aegis of the Ministry of Agro-Industry & Fisheries has received a Loan from the African Development Fund, in the amount of US$ 5,674,000 and EUR 4,668,000 equivalent to finance the Development of Irrigated Agriculture in the Northern Plains Irrigation Project – Phase II, and it intends to apply the proceeds of this Loan to payments for goods, works, related services and consulting services to be procured under this project. 2. The specific objective of this project is to increase productivity on five irrigation blocks totaling 1377 ha of agricultural land occupied by some 1530 small planters through introduction of irrigation facilities. This will contribute to increase small planters’ income through better crop yields and will promote sustainable growth through possibilities of diversification of the agricultural base. The project will include the following components to be financed under the African Development Fund. I. Technical Assistance (i) Consultancy Services for the detailed design of irrigation system and works supervision; (ii)Consultancy Services for trainings and workshops in Participatory Irrigation Management (PIM). II. Installation of irrigation infrastructure This will involve installation of laterals and of infield irrigation systems consisting of centre-pivots and solid-set systems of high pressure sprinkler over the area; III. Project Management and Institutional Support This aims to strengthen the operational capacity of Irrigation Authority and the Agricultural Services and Extension Unit (AREU). 3. The project will finance activities in the categories of works, goods and services as well as miscellaneous operating costs. All procurement of goods and works, and acquisition of consulting services will be in accordance with Bank’s Rules of Procedure for Procurement of Goods and Works or, as appropriate, Rules of Procedure for the Use of Consultants, using the relevant Bank Standard Bidding Documents. The modes of procurement will include the following: a) Procurement of Consultancy services for the design of irrigation infrastructure AND supervision of construction of civil engineering works will be through short- list (One Contract). b) Procurement of civil engineering works including supply of material, goods and irrigation equipment contracts will be carried (two separate Contracts). c) Procurement of Consultancy Services for Capacity Building (Training and Participatory Irrigation Management) will be through a short-list (One Contract). d) Various miscellaneous goods will be procured through National Shopping from eligible suppliers (NS). Tender documents for 3(a) are expected to be issued in October 2006. Items in 3(b), 3(c) and 3 (d) are scheduled in year 2007. 4.
