Introduction
• The aviation activity in the Maldives is too
  small to justify for this reality small country to
  cover all aspects of aviation in a stand-alone
  legal system. (For example the Maldivian
  Authorities rely on the licensing systems of
  larger states.)
• The Maldivian Aviation Regulations are in
  transition to a new set of regulations which
  complies with international standards and
  ICAO requirements.
• The regulations are published in the internet:

Maldives Civil Aviation Act

• Came into force in 2001.
• Makes provision in respect of
  – Registration and operation of civil aircraft
  – Construction, registration, operation and
    use of civil aerodromes;
  – Other matters relating to civil aircraft and
    aerodromes
  – Safety of civil aviation in the Maldives.

• CARs are made under the authority
  of the Civil Aviation Act of Maldives
• Came to effect on March 2001
• Transition to a new set of rules
  (MCARS) started.

Maldivian Civil Aviation Regulations (CAR)

• Introduced in July '07,
• Aimed at complying with ICAO requirements and
  harmonization with international standards.
• Will ultimately replace existing CAR's and MAR's and
  unify civil aviation regulations in the Maldives.
• CAR Part 10 and 15 will be replaced by
  MCAR OPS 1 (effective 1. Jan 2010 for existing
  operations)

• The Maldives provides validation of foreign flight crew
  licences.
• Maldivian Flight Crew Licences are granted based
  on a foreign Flight Crew Licence issued by an ICAO
  Contracting State..

Validation of Foreign Flight Crew Licences
The Maldives provides three levels of validation of
foreign flight crew licences
  – Validation for training purposes (foreign licence is
     accepted as the equivalent of a student pilot permit)
  – Restricted Certificate of Validation (for check rides,
     test or ferry flight, but no public transport
     operations)
  – Normal Certificate of Validation (see next slide)

Normal Certificate of Validation
Requirements
• Pilot is employed by a Maldives operator.
• Completed form CAD/OPS/04
• A valid foreign professional pilot licence
• Class 1 medical certificate
• Current PPC conducted within the preceding six months
• 3 take-offs and landings with in the preceding 90 days, on the
  configuration applying to fly in the Maldives.
• Passport
• Certified Logbook
• Fee as specified in MCAR 187
Restrictions
• Issued for a period of three months,
• Restricted to operations with a specified operator
• Until the holder has passed a exam on Maldives regulations, he
  or she will be restricted to multi crew operations in which another
  crew-member has passed the regulations examination.
• Any limitations included on the original licence or medical
  certificate

Maldivian Flight Crew License


• Maldivian Flight Crew Licences are granted
  based on a foreign Flight Crew Licence
  issued by an ICAO Contracting State. The
  following criteria shall be met:
   – The requirements under Air Safety Circular
     OPS 04 (Age, flight experience…)
   – A valid Maldivian Medical Certificate
   – A pass in Maldivian Air Law examination.

Preparing and Writing the Air Law Exam
• Skim through the CARs before taking the exam. Pay closer
  attention to the part’s mentioned on the next slide.
• Upon receiving a written request by letter or by an e-mail to
  safety@aviainfo.gov.mv CAD will schedule the exam and inform
  you the date and time for the exam.
• The examination will be held at Civil Aviation Department, (7 th
  Floor P.A Complex, Hilaalee Magu, Male' 20307). All candidates
  are required to bring their National Identity Card (for foreigners
  passport is acceptable) and the Air Law examination Fee MRF
  250 (foreign currencies will not be accepted).
• Guessing answers is discouraged by the grading method of
  deducting more points for wrong answers than for a blank
  answer.
• The test is 30 multiple choice questions and you will have 35
  minutes to take it. Minimum passing score is 70%.
