14. General Summary of Function/Purpose of Position
This position is responsible for the accurate and timely analysis of budgets, proposals and financial data as part of the direct
human service bidding and contracting processes. This position functions as the expert resource for the development,
preparation and analysis of complex financial reports in support of Office of Logistics and Rate Setting (OLRS) activities and
in accordance with federal and state reporting requirements. This position is responsible for the establishment, publication,
and maintenance of payment rates for direct human services provided to DHS clients. This position develops and maintains
databases critical to the efficient operation of the OLRS and to ensure compliance with all federal and state guidelines. This
position establishes reimbursement rates for federal funded programs. This position also performs analysis of annual audited
financial statements from providers. This position develops training packages and conducts training for DHS staff and
contractors. This position works on special assignments/projects as required, developing unique, complex, financial reports
or databases.

Develop and prepare financial reports and program analyses in support of OLRS activities and in accordance with federal and state
reporting requirements.
Individual tasks related to the duty.
Develop detailed expenditure projections and reports
Serve as financial liaison to DHS Budget Division
Gather and provide detailed financial information required for federal and state reporting in cooperation with DHS Federal
Compliance & Funding and Accounting Divisions
Maintain account coding structure for proper allocation of costs for federal and state reporting
Research, compile and prepare report data and supporting documentation for OLRS financial related activities.
Design and create detailed financial spreadsheets and databases related to OLRS activities
Analyze numerous and various financial reports and data sources for use in auditing, budget planning, detailed expenditure
projections, trend analysis, and potential impact on the department and its programs
Develop financial ad hoc reports as needed

Review and analyze complex budgets and written proposals submitted with bid responses and contract documents.

Review and analyze complex budget and cost documentation materials to ensure they are complete, adequate and that items
are reasonable and allowable
Perform necessary calculations to ensure budgeted costs support the services documented in the written proposal
Prepare written summary of fiscal analysis used in evaluating proposals
Calculate unit rate costs to allow equitable comparison of bids
Complete the fiscal resource allocation portion of the bid evaluation
Determine fiscal rating score for each bid
Respond to fiscal related questions during the bidding and contracting process
Attend pre-proposal conferences as needed
Coordinate scheduling of fiscal reviews as part of work flow planning process
Assist in contract negotiation process with the contractor
Review and approve amendments with fiscal changes, and review and approve line item budget transfers

Develop and maintain policies and procedures related to cost reimbursement methods and calculations
Interprets federal and state regulations to develop policy related to fiscal issues, such as cost reporting and reimbursement of
activities and costs eligible for federal financial reimbursement
Analyze contractor audited financial statements to assure rate structure maximizes federal reimbursement of costs related to
care of DHS clients
Analyze potential provider annual budgets to calculate payment rates for direct human services
Prepare correspondence related to instituting payment rates
Maintain rates on computerized payment system and publish online rate schedules
Calculate rate caps for groupings of direct human service programs

Normal office environment with occasional travel required. A normal work day consists of long periods of sitting with the

which was eliminated, were added to this position.

25. What is the function of the work area and how does this position fit into that function?
The Office of Logistics and Rate Setting (OLRS) is responsible for issuing all direct human service contracts within DHS.
There are approximately 2,500 contracts with a total dollar value of over $800 million. This position is responsible for
analysis of budgets, proposals and financial data as part of the direct human service bidding and contracting processes. This
position functions as part of the Rate Setting area of OLRS and provides financial, statistical and business support for OLRS.
26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this
position.
EDUCATION:
Possession of a bachelor's degree in any major with at least 24 semester (36 term) credits in accounting, finance, and economic
courses.
EXPERIENCE:
Three years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets,
or other financial data, equivalent to a financial analyst, including 1 year equivalent to a Financial Analyst P11.
KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of the principles and practices of research and financial analysis
Thorough knowledge of contract management, bidding and budget procedures
Ability to collect and interpret information, apply criteria, and make recommendations
Ability to analyze, synthesize, and evaluate a variety of data for use in program development and analysis
